Psitin Descriptin:
Prvide legal supprt t the Superintendent, Schl Bard f Directrs, and designated staff. Advise the Superintendent, Schl Bard f Directrs, and designated staff in legal perfrmance f their duties. This psitin will versee and manage the prvisin f all legal services t the Allentwn Schl District, ensuring the maximum prtectin f its legal rights and maintaining peratins within the limits prescribed by law. Prvide strategic guidance, cnsultatin, and supprt t the Superintendent, Bard f Directrs, and senir staff n a cmprehensive range f legal and related issues invlved in carrying ut the schl district's missin and visin. Serve as the primary liaisn t the District's Slicitr, practively crdinating n emerging legal matters t ensure timely, aligned, and cnsistent interpretatin and applicatin f applicable laws, regulatins, and legal guidance acrss the District.
Qualificatins:
Juris Dctrate frm an American Bar Assciatin and an accredited law sch

Member f the Pennsylvania State Bar and in gd standing with the State Bar - f Pennsylvania.
Minimum f 7-10 years f prgressively respnsible legal experience, with substantial practice in educatin law, public sectr law, r g- vernmental legal services.
Demnstrated expertise in PreK-12 educatin law, including federal and state educatin statutes and regulatins, special educatin law (IDEA, Sectin 504), student rights and discipline, Title IX and cmpliance, and public recrds, - pen meetings, and transparency laws.
Strng litigatin management experience, including versight f utside cunsel and risk mitigati- n strategies.
Knwledge f lcal, state, and federal laws and regulatins relating t public educatin, emplyment law, labr relati- ns, and risk management.
Excellent written and ral cmmunicatin skills, including the ability t translate cmplex legal issues int practical guidance fr n- n-legal audiences.
Thrugh knwledge f the legislative pr- cess.
Ability t read and interpret dcuments such as law, regulatins, plicy, and pr- cedures.

Summary
The Chief Legal fficer is respnsible fr legal services t the Schl Bard f Directrs, Superintendent/CE, and schl district's staff. The Chief Legal fficer must pssess special knwledge f Cnstitutinal law and Pennsylvania schl and emplyment law, knwledge f Pennsylvania statutes pertaining t schls, and knwledge f the regulatry pwers, limitatins, authrities, and respnsibilities f the Schl Bard f Directrs.
Essential Duties and Respnsibilities
Serve as the Chief Legal fficer and prvides legal cunsel and guidance t the Superintendent/CE, Schl Bard Directrs, District fficers, and senir leadership n all legal matters affecting the District, including but nt limited t: emplyment and labr law; student rights and discipline; special educatin cmpliance; real estate transactins; cnstructin and facilities matters; prcurement, cntracts, grants, and public purchasing; taxatin and municipal law; wrkers' cmpensatin; risk management, insurance, and liability; public finance; civil rights and affirmative actin; and cmpliance with Pennsylvania Schl Cde, federal statutes, and regulat
- ry requirements.
Cllabrate clsely with the District's Slicitr t ensure alignment n legal strategies, c- mpliance matters, and risk management.
Crdinate with external legal cunsel as needed f- r specialized matters.
Ensure the district adheres t all lcal, state, and federal laws, regulatins, and p- licies.
Evaluate and advise n legal risks and issues, prviding strategic cunsel t District leadership t develp legally sund slutins under cnditins that may invlve heightened plitical, financial, public relatins, r perati- nal risk and frequently within limited timeframes.
Cnduct legal research and analysis and prepares clear, timely written and ral pinins and recmmendatins n a wide variety f cmplex legal matters affecting district peratins and g- vernance.
Review, draft, revise, and apprve District's plicies, administrative regulatins, bylaws, reslutins, prcedural manuals, cntracts, and ther gverning r legal dcuments t ensure legal cmpliance and perati- nal clarity.
Negtiate, review, and apprve cntracts, leases, service agreements, cllective bargaining agreements, intergvernmental agreements, MUs, and grant dcuments, recmmending revisins and ensuring alignment with applicable law, Bard p- licy, and fiscal safeguards.
Represent the District r versees representatin in litigatin, arbitratin, administrative hearings, mediatins, investigatins, and negtiatins with regulatry agencies and gvernmental bdies, ensuring effective defense and risk mitigati- n.
Serve as the District's Lead Negtiatr fr all cllective bargaining negtiatins, crdinating with District administratin and participating in strategy develpment, prpsals, mediatin, and settlement discussi- ns.
versee grievance administratin and respnses, ensuring that cntractual grievance prcesses are executed timely, lawfully, and cnsistently with cllective bargaining agreements, Bard plicy, and lab- r law requirements.
Select, retain, and manage utside legal cunsel and vendrs as necessary fr specialized legal matters, litigatin, investigatins, r cmpliance reviews, including versight f perfrmance, scpe f w- rk, and budget alignment.
Prvide supervisin and leadership t labr relatins persnnel, and cntracted cunsel; assign wrk, review deliverables, and prvide cnsultatin n cmplex - r sensitive legal matters.
Design and deliver prfessinal learning and training fr Schl Bard directrs, administratrs, supervisrs, and staff n legal cmpliance tpics, including labr law, special educatin, student discipline, investigatins, ethics, mandated reprting, civil rights, and public g- vernance requirements.
Leverage a slutin-riented and grwth-fcused mindset t evaluate challenges with rigr and penness, advancing cntinuus imprvement, peratinal efficiency, and measurable utcmes acr- ss the District.
Maintain prfessinal expertise thrugh nging participatin in legal educatin, prfessinal assciatins, and regulatry briefings t remain current in evlving state and federal laws affecting public educatin and empl- yment.
