We are seeking an accomplished executive professional to serve as a trusted advisor to the Executive Director and senior leadership team. In this influential role, you will help shape organizational strategy, guide executive decision-making, and support critical initiatives across operations, workforce management, government affairs, and communications.

As a key member of the leadership team reporting directly to the Executive Director, the successful candidate will translate strategy into action by developing and implementing policies, programs, and operational improvements. Working closely with senior executives, government officials, community partners, and internal teams, this individual will provide strong leadership, exercise sound judgment, and build collaborative relationships and deliver meaningful results in a dynamic, high-profile environment.

Position Description

Oversees executive-level managerial work. Provides guidance to executives, in accordance with direction from the Executive
Director, on strategic operations, planning, human resources, government affairs and communication. Assists in implementing
departmental programs and operating policies, procedures and strategies in a manner consistent with federal and state laws and
regulations and directives of the Executive Director. Assists in implementing departmental policies issued by the Commission.
Plans, assigns and supervises the work of others. Work requires extensive contact with high-level executives, government
officials, private entities, internal agency audiences and the public. Employees at this level perform work at the highest level
of discretion and independent judgment and are responsible for final outcomes. Reports directly to the Executive Director.

Essential Duties:

Advises Executive Director on merits of programs, appropriation of resources, transportation issues and agency programs
and policies.
Plans, assigns, and supervises the work of others.
Provides direction on implementation of strategic plan and goals, objectives, priorities and communication efforts;
coordinates and evaluates program activities.
Provides direction, guidance and assistance in functional and program areas.
Provides direction, guidance and assistance in the implementation of change initiatives.
Represents the agency at business meetings, hearings, trials, legislative sessions, conferences and seminars, or on
boards, panels, and committees.
Develops and evaluates policies; develops and reviews guidelines, procedures, rules and regulations; monitors compliance.
Responsible for hiring a director of the Commission Support Section of Administration and overseeing the section
Responsible for hiring and managing ADM Executive Assistants assigned to Chiefs
Performs other job responsibilities as assigned.

Minimum Qualifications:

Education:

Bachelor's Degree in a related discipline. Relevant work experience may be substituted for degree on a year per year basis. Substitutions for Minimum Qualifications

Experience:

5 years of experience in progressively responsible management or executive-level experience in transportation, government/public sector, public administration, strategic operations, or a related business field (Experience can be satisfied by full time or prorated part time equivalent). Related graduate level education may be substituted for experience on a year per year basis.
Must have three (3) years managerial/supervisory experience.

Preferred Experience:

10 years with direct experience in the transportation and government/public sector. (Experience can be satisfied by full-time or prorated part-time equivalent)
5 years of managerial/supervisory experience strongly preferred

Licenses and Certifications:

Valid driver’s license. This position requires driving a state vehicle.

Collaborates and cooperates with others and builds effective working relationships with internal and external members to accomplish organizational goals

Physical Requirements and Working Conditions:

Sedentary work: Lift up to 10 lbs at a time and occasionally carry files/small tools
Light work: Lift up to 20 lbs at a time and frequently lift or carry objects up to 10 lbs
Standing-prolonged periods of time
Repetitive Motion-substantial movements of the wrists, hands, and/or fingers
Close Visual Acuity-work includes data/figures; view a computer screen; extensive reading
