NATURE OF WORK:
This position is to plan, develop, monitor, and administer the Authority’s grant program that may include multiple funding programs and resources (e.g., loan, state or federal funding). The position incumbent provides administrative and staff support, ensures compliance with terms, guidelines and applicable regulations, statutes and laws.
DUTIES AND RESPONSIBILITIES:
- Provides administrative support to research and identify grant and other external funding opportunities, requirements, and stipulations in accordance with established objectives and needs; assists in drafts and preparation of documents for review and approval to ensure technical and legal parameters are met and documents are consistent in form and content.
- Provides administrative support in research, development, and submission of grant proposals, loan and sponsorship applications, to support projects and programs; develops and maintains systems to track grant and related programs and funding status; researches and collects applicable data, documentation, and statistics required to support grant applications, recordkeeping, and reporting requirements.
- Assists the coordination and monitoring of grant programs to include policy, contract, and program development, data collection and analysis, and facilitation of jurisdictional coordination; reviews grant financial requirements and accounting information to monitor and maintain fiscal compliance requirements.
- Provides administrative support in reviews and discussion of funding needs to determine feasibility of grant-funded assistance; assist administration in developing goals and objectives for funding departmental programs and activities and in identifying staffing, equipment, facility and other related program needs to support strategic efforts.
- Serves as liaison between Authority and funding agencies and service providers; assistance in resolving issues and conflicts with agencies and providers to facilitate positive relations and continued funding opportunities.
- Monitors compliance with various federal, state, and other funding programs, including but not limited to legislative appropriations, capital outlay projects, Colonias Infrastructure Projects, and NMED Capital Outlay Grants, to ensure compliance with applicable funding requirements and continued eligibility for financial assistance. Identifies, documents, and reports compliance issues to appropriate staff for timely resolution; compiles and analyzes statistical and program data; and prepares and presents recurring and special reports to support effective, accurate, and timely communication. Coordinates and works with staff to establish goals in accordance with requirements of applicable funding sources and regulations; coordinates with other regulatory agencies as needed to meet program requirements.
- Participates in the review of various documents, coordinates with Procurement staff, and provides outreach to community organizations to ensure that opportunities are communicated and bid notices and requests for proposals are available in a timely manner; assists in the review of the good faith effort of the contractor/bidder to determine compliance with program requirements.
- Coordinates and participates in relevant meetings; monitors legislative matters to keep informed of issues that may affect program regulations, funding, and grant programs to report on areas, or issues of concern; responds to requests for information and provides information as authorized to assist staff, other agencies, and the public within scope of authority.
- Provides staff support in the administration in the research and recommended policies and procedures relating to applicable regulations, programs, grant application and administration to ensure compliance; assist in the development, organization, and the conducting of grant training for employees responsible for grant applications and administration to ensure consistent and accurate information is communicated and tracked.
- Reviews, analyzes, and updates data in various automated systems, formats, and software for accuracy to ensure data integrity and adherence to internal controls and accounting principles, practices, and policies; provides guidance, training, and assistance to staff to resolve and avoid issues.
- Provides accounting assistance and expertise, explains financial reports and performs technical accounting activities and reconciliation in areas such as general ledger, grants, and special funds.
- Provides customer service, responds to questions and requests for information, explains and interprets policies, procedures, and regulations as authorized.
- MINIMUM QUALIFICATIONS:
- Bachelor’s degree in economics, Public Administration, Business Administration, Finance, Accounting, or related field PLUS three (3) years of experience performing professional-level budgeting and finance functions; additionally, Certified Grant Writer certification. A combination of education, experience, and training may be applied in accordance with SCSWA policy. Previous experience in government budgeting and finance is preferred.

- A valid driver’s license is required. Position requires an acceptable driving record in accordance with SCSWA policy. Additional specific technical training and certifications such as a Grant Professional Certification (GPC) or Certified Grants Management Specialist (CGMS) are preferred.
- KNOWLEDGE, SKILLS, AND ABILITIES:
- Considerable knowledge of: Government budget processes and Generally Accepted Accounting Principles (GAAP) related to Public Sector financial management; techniques of fund accounting, capital budgeting and strategic planning; grant and special fund accounting principles; public sector accounting and budgeting systems; operations research and analysis techniques; business and personal computers, and spreadsheet software applications; Authority organization, operations, policies and procedures.
- Ability to: Assess and prioritize multiple tasks, projects and demands; interpret a variety of technical instructions and manage abstract and concrete variables; prepare accounting/financial reports; reconcile revenue and expenditure; prepare, maintain and analyze accounting information and records; ensure compliance with accounting regulations, standards and polices; communicate effectively verbally and in writing.
- Skills in: Analyzing, interpreting, summarizing and communicating technical information in an effective manner; analyzing and interpreting complex data using spreadsheet software, quantitative analysis procedures and statistical model building; reading, interpreting, understanding and applying budget and accounting standards and procedures, applicable Federal rules and regulations, and SCSWA policies and ordinances; performing analytical work requiring the use of independent judgment and personal initiative; reviewing and verifying mathematical calculations; assessing and prioritizing multiple tasks, projects and demands; effective oral and written communications and technical report writing; establishing and maintaining effective working relations with co-workers and representatives from other local, state and Federal agencies.
- ENVIRONMENTAL AND PHYSICAL FACTORS
- Environmental, Physical and Situation Factors Work is performed primarily in an office setting, but occasionally performs on-site visits to agencies, firms, and landfill/solid waste activity sites where various hazards may exist involving exposure to all phases of landfill/solid waste activities, weather conditions, noise, debris, dust, and other related obstacles and hazards.

- Light physical work which involves: Lifting and moving items weighing up to 10 pounds; strong verbal, visual and auditory abilities; frequent use of a personal computer and telephone; considerable flexibility to structure daily activities between sitting, standing, and walking.
- Work Situation Factors
- Position involves competing demands, performing multiple tasks, working to deadlines, occasional work beyond normal business hours, and responding to customer issues. Regular attendance is an essential function of this job to ensure continuity of services. Position is subject to drug testing in accordance with applicable State and Federal regulations and South Central Solid Waste Authority policies.
