Full Job Description

Job Summary
We are seeking two dynamic and dedicated Landlord Engagement Specialists to foster strong partnerships with property owners and landlords within our community. In this vital role, you will serve as the primary point of contact, promoting collaboration and ensuring landlords are well-informed about housing assistance programs, fair housing regulations, and supportive services. Your energetic approach will help build trust, encourage participation in affordable housing initiatives, and support high-risk populations, including individuals with mental health conditions or those experiencing housing instability.

Overview of Position:

The Landlord Engagement Specialist is responsible for developing and maintaining partnerships with landlords and property managers to increase access to safe, affordable housing for families participating in the Housing Support Program for Families.

This role is critical to ensuring successful housing placement and stability for families experiencing or at risk of homelessness by reducing barriers to housing, mediating landlord-tenant issues, and expanding the pool of available housing units.

Working closely with case managers and system partners, the Landlord Engagement Specialist supports homelessness prevention, diversion, and rapid re-housing efforts through proactive landlord recruitment, retention, and support strategies aligned with Housing First and low-barrier practices.

Key Responsibilities (including but not limited to the following:

Landlord Recruitment & Relationship Management

Identify, recruit, and maintain relationships with landlords and property managers across assigned regions.
Develop a network of landlords willing to rent to families with barriers such as prior evictions, low income, or limited credit history.
Conduct regular outreach, including in-person visits, calls, and presentations to property owners and associations.
Serve as the primary point of contact for landlord partners participating in the program.

Housing Navigation & Placement Support

Work collaboratively with case managers to match families to appropriate housing opportunities.
Assist in identifying available units and coordinating timely placements.
Support families and case managers during the leasing process, including application support and landlord communication.
Help reduce time from program enrollment to housing placement.

Eviction Prevention & Mediation

Provide mediation between landlords and tenants to resolve issues that may lead to eviction.
Support strategies to prevent lease violations, including communication and problem-solving with both parties.
Coordinate payment of arrears or financial assistance when appropriate and allowable under the grant.
Promote positive landlord-tenant relationships to support long-term housing stability.

Program Implementation & Coordination

Support delivery of core program services, including:
Homelessness prevention
Diversion from homelessness
Rapid re-housing
Coordinate closely with case managers to align housing placement with each household’s housing stability plan.
Participate in case conferencing and Coordinated Entry processes to support system-wide housing solutions.
Collaborate with regional partners to ensure consistent service delivery across the Balance of State.

Landlord Incentives & Risk Mitigation

Educate landlords on available program supports, including financial assistance, risk mitigation funds, and incentives.
Assist in administering landlord incentives in coordination with program and finance staff.
Address landlord concerns related to risk by providing ongoing support, communication, and problem resolution.
Promote participation in initiatives such as KanRent or similar landlord engagement programs.

Data, Documentation & Reporting

Maintain accurate and timely documentation of landlord contacts, units, and activities.
Enter required data into HMIS or other tracking systems in accordance with program standards.
Track housing placement outcomes and landlord participation metrics.
Assist with reporting requirements and program evaluation efforts.
Assist with identifying barriers tenants and landlords face.

Systems Coordination & Partnerships

Build and maintain relationships with community partners, housing providers, and local stakeholders.
Participate in regional meetings, housing coalitions, and partner convenings.
Coordinate with internal teams (HMIS, CES, Regional Coordination) to support system alignment.
Contribute to Built for Zero efforts by supporting real-time housing solutions and data-informed practices.

Quality Assurance & Continuous Improvement

Follow program policies and procedures aligned with grant requirements and best practices.
Participate in training and professional development related to housing stability, landlord engagement, and trauma-informed care.
Provide feedback on housing barriers, landlord trends, and system gaps to inform program improvements.
Support equitable access to housing for all families served.

Knowledge, Skills & Abilities

· Familiarity with landlord-tenant dynamics and housing programs such as Rapid Rehousing, Permanent Supportive Housing, and Continuum of Care-funded initiatives.

· Knowledge and understanding of the Kansas Landlord Tenant Act.

· Tenant-landlord mediation.

· Ability to establish professional and productive relationships and work cooperatively with individuals, groups, businesses, and organizations.

· Strong written, verbal, and presentation skills, with the ability to communicate clearly and effectively across diverse audiences.

· Strong time management skills and the ability to multi-task and prioritize in a fast-paced environment, while exercising sound judgment.

· Strong organizational skills with the ability to manage multiple tasks, meet deadlines, and work independently.

· Proficient in Microsoft Office applications, including Outlook, Word, Excel, and PowerPoint.

Preferred Qualifications

Experience working within a Continuum of Care (CoC) or homeless response system.
Familiarity with Rapid Re-Housing, homelessness prevention, or housing navigation programs.
Experience with Homeless Management Information System or similar data systems.
Experience working in rural or multi-county service areas.
Experience working in the real estate industry or property management industry.

Training & Experience

· Bachelors' degree or an equivalent combination of applicable training and experience is required. Prefer a degree in fields related to Policy, Public Administration, Public Health, Business or Social Welfare/Work.

· Prefer candidates who have work experience in the homeless response system.

· Previous landlord engagement experience preferred. nderserved communities through proactive outreach and expert case management.

Pay: $23.56 - $24.00 per hour
