Full Job Description

U.S. Committee for Refugees and Immigrants (USCRI), is a non-governmental, not-for-profit international organization with a mission to protect the rights and address the needs of persons in migration by advancing fair and humane public policy, facilitating, and providing direct professional services, and promoting the full participation of migrants in community life. OVERVIEW

The Field Office Director provides leadership to the USCRI Field Office in Atlanta, GA which offers a variety of essential services for new refugee arrivals and immigrants. Programs include refugee resettlement, employment services, health navigation, mental health services, youth programming, interpretation services, small business development, childcare, and community agriculture projects. Core responsibilities for the Director include leadership of a mission-driven group of case management and operations staff, quality assurance for client services, strategic program and funding development, financial management, and dynamic community engagement. The Field Office Director reports to the Senior Director of Field Offices and works as part of a leadership network of senior managers.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Strategic Planning

Lead the development of the overall program strategy and operational plans for the Field Office, in collaboration with the Senior Director of Field Offices;
Lead efforts to expand the range of available service programs, through innovative program design and planning for sustainable service delivery;
Regularly assess and adjust program design to ensure accountability to refugee and immigrant clients, incorporating opportunity for feedback and strengths-based support; and
Assess staffing levels to meet all program objectives, for integration into annual staffing plans.

Program Management

Oversee operation of complex programs with unique requirements and timelines;
Monitor programs for contractual compliance and adherence to donor intention;
Work with staff to implement smooth processes for connection of clients to relevant programs;
Promote a client-centered approach to services across programs through staff training and development; and
Evaluate program success based on the quality-of-service provision, as well as client empowerment and ability to navigate successfully in the community.

Financial Management

Develop annual office and programs budgets, in collaboration with local finance staff, headquarters Finance leadership, and Senior Director of Field Offices;

Facilitate maintenance and renewal of yearly grants from federal, state and local sources, including oversight of narrative and financial report completion; and
Provide local oversight over tracking of grant financials and donor contributions.

Fundraising and Community Engagement

Work with HQ Development Team on the annual fundraising strategy to support existing programs and expand into new service areas, with measurable goals and objectives;
Contribute to development of proposals for funding opportunities with government, foundations, corporations, and local community entities;
Build ongoing relationships with government leaders, donors, media, community partners, and other stakeholders, to raise the profile of USCRI’s work and identify opportunities for collaboration and resources;
Serve as a strong voice for advocacy on behalf of refugees, immigrants, and other vulnerable populations in the local community; and
Oversee volunteer management processes and volunteer integration into regular program activities.

Operations Management

Serve as hiring manager to recruit and train new full time, on-call, and interpretation staff for the Field Office, in collaboration with headquarters Human Resources;
Lead the planning and execution of staff development activities, to grow a well-trained team for client services and ensure effective team communication, in collaboration with headquarters Programs and administrative teams; and
Maintain open and ongoing communication with headquarters senior management and teams for programs, development, communications, finance, human resources, and information technology.

POSITION REQUIREMENTS

Bachelor’s degree from an accredited institution; Master’s degree in business, social services administration, non-profit management, related field, or equivalent experience preferred;
Minimum of eight (8) years of professional work experience with supervisory and program management experience;
Demonstrated commitment to humanitarian response, for refugees, immigrants, asylum seekers, and/or other vulnerable populations;
Strong leadership experience and team-building skills, with the capacity to serve as lead for provision of trauma-informed, culturally appropriate, and competent client care;
Solid experience with budget management and oversight of financial processes;
Experience with strategic planning for program growth and fundraising;
Experience with monitoring & evaluation activities to ensure program quality and compliance with federal, state, and local grant/donor requirements;
Excellent interpersonal skills and ability to communicate effectively both verbally and in writing to government funders, donors, clients from diverse cultural backgrounds and experience, multicultural staff, community partners, and volunteers;
Ability to work under pressure and respond effectively in crisis management;
Exceptional time management, attention to detail, ability to multi-task and meet deadlines;
Strong decision-making skills and capacity to delegate decision-making to team members;
Proficient in the use of Microsoft Office Suite, financial systems, and database programs; and
Commitment to USCRI’s values including demonstration of respect for others and appreciation of a multicultural workplace
Must pass a criminal background check and other screening requirements;
Must have a valid driver's license, insurance, clean driving record and reliable personal transportation;
Candidate must have dedication to the human rights of refugees, immigrants, asylum seekers and displaced people; and
Demonstrated support of USCRI’s values by exhibiting respect for others, maintenance of confidential information and an appreciation of a multicultural workplace.
This role involves moderate local, regional, and national travel for local meetings, outreach events, site visits, training events, partnership meetings, and as needed for other management responsibilities. Evening or weekend travel may be required.

TRAINING REQUIREMENTS

Satisfactory completion of USCRI’s Orientation and Training; and
Complete additional training as identified by supervisor or Human Resources.

PHYSICAL DEMANDS

Use of manual dexterity, tactile, visual, and audio acuity;
Use of repetitive motion, prolonged periods of sitting and standing, and sustained visual and mental applications and demands;
Occasional lifting (up to 25 pounds), bending, pulling, and carrying.
