Role Overview
The Voter Registration Republican Deputy Clerk is a permanent staff position within the Clay County Election Board. This role serves as a critical component of the Board’s year-round operations, ensuring the integrity of the voter rolls and election infrastructure. As an election is not a single-day event, this position maintains administrative and maintenance systems continuously, regardless of whether polls are open. The Clerk operates within a rigorous bipartisan framework, where all work is subject to dual-level verification to preserve neutrality and accuracy.
1. Voter Registration, Record Maintenance and Records Retention
- Application Processing: Manage the entry and research of new registrations, address changes, name changes, and political affiliation updates.
- NVRA Compliance: Execute National Voter Registration Act (NVRA) requirements, including the biannual countywide canvass using nonforwardable voter ID cards and processing returned mail with forwardable follow-up notices.
- List Maintenance: Research and update voter eligibility based on deceased-voter data, felony status, and interstate move notices to reduce duplicate registrations.
- Bipartisan Proofing: Perform mandatory bipartisan proofing of all voter-record changes, ensuring supporting documentation is correctly scanned and attached before work is finalized.
- Statutory Compliance: Adhere to state retention requirements for all election and registration records, including the microfilming of records approximately every four years.
2. GIS, Districts, & Redistricting
- Geography Management: Maintain the physical data for districts, precincts, street ranges, and split precincts.
- Boundary Updates: Process annexations and boundary changes to ensure every voter address is correctly mapped to its respective precinct and ballot style.
- Capacity Planning: Review precinct population and voter capacity annually, proposing redrawn boundaries when voter growth exceeds operational limits.
- Redistricting Support: Assist in decennial and mid-decade redistricting projects as required by law or governmental action.
3. Voter & Public Help Desk
- Election Day Command: Serve as part of the office's command center on Election Day, answering telephone calls from both polling locations and the public.
- Voter Assistance: Help voters identify their correct polling location and provide guidance on acceptable voter identification and procedures.
- Roster Research: Conduct real-time research for voters not found on the poll books, determining their registration status, correct precinct, and applicable voting procedure.
- Incident Documentation: Investigating and documenting complaints, accusations, or concerns, escalating legal or security issues to the directors as necessary.
Qualifications & Requirements
- Citizenship: Must be a United States Citizen.
- Voter Status: Must be a registered voter in Missouri and affiliate with the Republican Party.
- Education: High School Diploma or GED required (Associate’s or Bachelor’s in Political Science, Geography, or Public Administration preferred).
- Technical Skills: Proficiency in data entry and Google Workspace. Experience with GIS software or the MCVR database is a significant plus.
- Core Competencies: Extreme attention to detail, ability to handle confidential information, and a commitment to maintaining a professional, bipartisan working environment.
- Schedule: Standard business hours with significantly extended hours during election cycles, including weekends and election nights.
Compensation & Benefits
- Starting Salary: $25.70 per hour.
