Contractor Program Supervisor Job Description
Reporting to the Senior Contractor Supervisor, the Contractor Supervisor coordinates contractor engagements, manages vendor relationships, and provides quality assurance oversight for the contracted work in support of New Hampshire Electric Cooperative’s (NHEC) mission to deliver safe, reliable, and cost-effective service, consistent with good business practices and utility performance standards. This position plays a vital role in supporting the reliability and resilience of NHEC's electric system by overseeing contractor performance, ensuring compliance with safety and quality standards, and coordinating resources for construction, maintenance, and restoration activities throughout the Cooperative's service territory.
- Coordinate contractor activities and manager vendor relationships to support system improvements and district projects, ensuring alignment with NHEC objectives and project requirements.
- Coordinates contractor engagements and monitors performance of contracted services for maintenance, construction, and restoration activities to ensure compliance with NHEC standards and contract terms.
- Provides quality assurance and compliance oversight across the entire distribution system by performing project and site inspections to verify adherence to contractual specifications and safety standards.
- Develops Requests for Proposals and awards jobs related to contractor bid work.
- Requests and secures funding for contractor work following NHEC policy by completing purchase order requisition and sole source justification forms.
- Ensures completed work meets NHEC construction standards, specifications, and contractual requirements through inspection and documentation review.
- Maintains, corrects, and reconciles all required documents, materials, and invoices to ensure the accuracy of NHEC records and payment processing.
- Supports the cultural goals of NHEC by exhibiting self-leadership, developing, and maintaining effective working relationships, having results orientation, being innovative and seeking feedback.
- Supports financial goals of NHEC by assisting in the development of the department annual operating budget and monitoring budget for reasonable variances.
- Ensures the members are provided with a reliable and cost-effective distribution system by assisting in leading the construction and maintenance of the districts at NHEC and coordinating with other utilities and state and local governmental agencies.
- Ensure quality member service by assisting staff in responding to member service needs and ensuring all member complaints and inquiries are handled in a polite, courteous, and expeditious manner.
- Coordinates restoration activities with contractors and internal teams during major outages by assessing conditions, prioritizing work, and facilitating deployment of resources.
- Supports the strategic goals of NHEC by assisting in achieving balanced scorecard objectives.

- A high school graduate or equivalent required.
- Ten years’ experience in electric utility construction, maintenance, and operations on multiphase systems, both overhead and underground required.
- Hold a valid Class B heavy commercial driver’s license and must meet the carrier standard for insurability
- Minimum of two years in a progressive leadership, supervisory, mentoring or coaching role, overseeing teams or projects of significance.
- Must have the ability and experience to become qualified in switching and tagging.
- Must be able to effectively communicate verbally and in writing.
- Must possess a working knowledge of the construction, maintenance, and operations of overhead and underground distribution lines including metering, transformers, voltage regulators, oil and electronic reclosers and capacitors.
- Must have a working knowledge of the National Electric Safety Code, OSHA Regulations, assembly and material specifications, construction work practices and be willing to attend courses relating to this work.
- Must be able to read schematic drawings and instruction manuals.
- Basic computer skills to include MS Office suite and the ability to learn NHEC specific iVue systems.
- Five years of progressive responsibility, including leadership in a utility.
- Schooling in electricity, line worker training, technical school, or mathematics is desired.
- Class A CDL and Commercial Boat License
- Should be skilled in the areas of organizing, planning, directing, and supervising and should possess an in-depth conceptual and working knowledge of utility regulations as required by state and federal agencies.
- Computer skills include MS Office suite and iVue suite systems.

- Assistance with restoration efforts is required of all employees.
- Employees will be assigned functions to support storm restoration and for some employees that may be different from their normal duties.
- Such assistance may require working nights, weekends and holidays, which may involve considerable extra hours.
- In order to meet this working condition, all employees are required to provide a personal phone number where they may be reached after hours. This number will only be used for internal purposes.

- The work pertains to both office conditions and outside in the elements, sometimes under adverse weather conditions. Occasional overtime may be required. Positions eligible for a hybrid work schedule will be dependent upon management approval & workload; however, on-site office work in the Plymouth, NH area will be required.

Limited travel is required in the performance of work responsibilities and representing NHEC at various professional and association meetings. Possible overnight travel to attend training sessions or to assist other utilities during major storms is required.

COMPENSATION:

The target salary range for this position is $106,275.20 - $120,857.10 with anticipated pay for new hires between the entry and midpoint of the range and could vary above and below the listed range as permitted by applicable law. Pay is based on non-discriminatory factors including but not limited to work experience, education, licensure requirements, proficiency and qualifications required for the role. The base pay is just one component of NHEC’s total compensation package for employees.
