HHCLA is seeking a Harm Reduction Team Lead for the drop in center space at the Skid Row Care Campus in Skid Row. This position works the swing shift (2:30-11pm) and directly supervises up to 15 Harm Reduction Specialists. The Harm Reduction Team Lead is responsible for the everyday operations related to the drop-in center, harm reduction supply distribution station and other related programs on their assigned shift. This position is responsible for ensuring the drop in center is safe and welcoming for people who use substances, and functioning optimally at all times. HHCLA’s harm reduction-focused drop in programs provide a holistic wellness program, which promotes and supports overdose prevention, safer substance use practices, infectious disease prevention, and treatment interventions for people who use drugs and are experiencing homelessness in the Skid Row community.
PRINCIPAL DUTIES & RESPONSIBILITIES:
Personnel Management, Training and Capacity Building
· Supports personnel recruitment, interviewing, hiring processes for the department in line with HHCLA policies and procedures.
· Supervise the Harm Reduction Specialists at assigned site, during assigned shift:
o Manage call-outs and staff coverage for all shifts; oversee time and attendance in line with HHCLA policies and procedures.
o Review time off requests and review/approve timecards in Paychex; work with Associate Director to arrange coverage for staff vacations/absences
o Support recruitment, hiring, onboarding and training of all new hires
o Conduct progressive discipline with team members when required
· Work collaboratively with the Senior Team Lead to: ensure all trainings are completed and remain up to date for supervisees; provide ongoing skills/capacity building and training opportunities; assess individual team member capacity to complete assigned tasks/execute overdose response skills, and provide developmental support on an as needed basis.
· Monitor and oversee overdose response and intervention efforts during assigned shift; ensure all interventions and responses are conducted per HHCLA policies and procedures.
· Conduct regular individual and group supervision with Harm Reduction Specialists (at least biweekly, or as needed) to support the professional development of these staff; to catch and troubleshoot issues quickly and effectively; to ensure program objectives are being met and protocols are being followed; documents supervision properly.
· Lead in addressing disciplinary issues with Harm Reduction Specialists; ensure disciplinary issues are addressed expeditiously and according to progressive disciplinary practices; ensure disciplinary steps are documented according to HHCLA’s policy.
· Plan for and conduct effective and productive shift meetings; document meeting as directed.
Programming and Operations
· Conduct “orientation” for new clients who enter the low threshold program to ensure they are properly welcomed and oriented to the space and available programs, services and other resources.
· Oversee the safe and effective operation of programs and services during assigned shift in line with HHCLA policies and procedures; Maintain an exemplary standard of service delivery in all facets of drop in program operations.
· Supports the operation of existing and new programming during assigned shift, including but not limited to:
o Harm reduction supply access and safer use training for clients
o Meal and hydration service
o Drug checking
o Engagement in health promoting and recreational groups/clubs
o Engagement in Client Involvement Program and volunteer/employment reentry opportunities
o Overdose prevention service, effective transfer of care
o Access to hygiene services
o Access to respite
o Linkage to medical, mental health and SUD treatment
o Access to holistic services
o Access to care coordination/ICMS
· Ensure all the equipment and utilities are correctly functioning at all times.
· Ensure staff maintain low threshold spaces to the highest standard - clean, well-stocked, and organized, welcoming. All harm reduction staff, at all levels, are required to clean up hazardous waste, spills, garbage, large messes, blood and bodily fluids on a regular basis. Full training and PPE provided.
· Ensure Harm Reduction Specialists are meeting all stated program objectives, deliverable targets; ensure all services are delivered to the highest standard and in accordance with contract requirements.
· Review documentation frequently and provide timely correction and additional training to staff as needed.
· Track inventory and communicate program supply ordering needs to Senior Team Lead to ensure program is fully stocked with necessary supplies.
· Advertises and facilitates client participation in a variety of health promoting and recreational groups; ensures facilitators have required supplies; coordinates access to program space.
· Works with the volunteer coordinator to identify volunteer activities that support program operation; Supports volunteer activities for external volunteers and clients within the program as appropriate.
Security and Safety
· Ensure the drop in center is a safe and welcoming place for clients, staff and partners.
· Effectively evaluate drop in center to address and resolve issues quickly, adjusting flow when necessary to adhere to space capacity; including assessing and managing energy to determine capacity.
· Work with the Senior Team Lead to ensure staff are comfortable and confident with OD and drug induced medical emergency intervention as well as after-care monitoring and transfer of care processes.
· Manage and respond to critical incidents reported by supervisees; escalate to upper management when appropriate.
· Conduct and model effective non-violent crisis intervention, de-escalation, opportunities to correct, and clear the space protocols per HHCLA protocols
Documentation, Reporting, Policy and Procedures:
· Ensure Harm Reduction Specialists are documenting service delivery consistently and accurately in REDCap or as directed.
· Produce audit worthy documentation and reports for internal use, government contracts, and private funders as directed.
· Complete file incident reports in a timely manner and in line with HHCLA policies and procedures; escalate issues flagged in incident reports to upper management as appropriate.

· Model HHCLA approach, mission, and core values in all communication, correspondence, community events, coalitions, and advocacy efforts.
· Maintain safety policies and procedures to achieve and maintain a safe work area and safe work practices.
· Carry out required duties effectively with minimal supervision.
· Report to work on time and maintain reliable and regular attendance.
· Regularly lift and/or move up to 10 pounds and occasionally move or lift up to 40 pounds.
· Carry out other duties as assigned.
QUALIFICATIONS & SKILLS:
REQUIRED:
· 1+ years of experience in a supervisory capacity in harm reduction setting required
· Strong interpersonal and communication skills, both verbal and written
· Ability to work with multiple teams across all departments of the organization
· Ability to collaborate and engage with staff and external partners at all levels; must consistently exercise sound judgement
· Excellent presentation skills and public speaking experience required
· Demonstrated organizational skills required
· Intermediate computer literacy skills required specifically Outlook, Google suite, Microsoft office, Canva.
PREFERRED:
· Bilingual in Spanish and English
· Lived experience in the areas of housing instability/homelessness, substance use, sex work, incarceration, and/or HIV and HCV prevention preferred.
· Overdose intervention experience preferred.
CERTIFICATES, LICENSES, REGISTRATIONS:
· OSHA 10 – preferred. Can be completed once hired.
· CPR/AED Certification. Can be completed once hired.
SUPERVISION RECEIVED:
Staff success and professional development are a priority at HHCLA. Staff will receive weekly individual supervision with their direct supervisor. Additionally, direct service staff will have the opportunity to participate in group supervision, which provides a learning and supportive environment to promote quality client care, self-care, and a healthy work environment.
