Position Description

Title: Vice President, Government Affairs and Communications

Reports to: President

Purpose: Provides strategic direction for MHA staff in the analysis and development of state government policy and is responsible for the overall management and advocacy of MHA’s board-approved state legislative agenda.

Job Summary:

This position will monitor, evaluate, and maintain a comprehensive knowledge base of state and federal regulatory and legislative requirements and developments. This includes preparing and submitting comments on new legislative and/or regulatory proposals, as well as preparing legislative bulletins, testimony, and other communication announcements.

The successful candidate will advocate for MHA members with local, state, and national government officials. Will collaborate with the communications team and other senior MHA staff to develop, define, and communicate MHA’s legislative agenda. Lobby with municipal, state, and federal government officials on MHA priorities. Work with the president and other senior MHA staff to unify the hospital industry and build a collaborative relationship among members and with MHA.

Will participate in ongoing and ad-hoc work groups and projects on regulatory issues in response to membership needs. May represent MHA at issue advocacy events and other legislative/fundraising activities as directed.

Description of Duties:

Advises MHA staff and members on all state legislative and regulatory matters impacting hospitals and works with the MHA President and Board, the MHA Public Policy Council, and other hospital representatives to obtain feedback on proposed policy changes.
Serves as primary lobbyist for MHA in all state government relations work.
Help define the role, responsibilities, and results achieved because of vigorous advocacy, to educate member hospitals as well as internal MHA resources.
Provide leadership and direction necessary to harness the involvement of senior-level hospital members so they favorably portray the hospital industry to executive and legislative branches of state government and advocate effectively to such branches of government.
Develop, draft, and coordinate MHA legislative agenda, perform legislative and administrative lobbying on behalf of MHA and its members on all issues impacting our members with both state and federal officials.
Draft, coordinate, track progress, and advocate for/against bills before the state legislature.
Drafts and provides testimony as necessary in legislative hearings, public meetings, and other applicable forums.
Responsible for creating and disseminating messaging on all MHA state government relations priorities.
Provides research and analysis to MHA members and seeks input from MHA members on issues and topics related to legislation.
Must be readily available during the legislative session in order to respond to any issues that arise.
Responds to media requests that impact MHA members.
Work with colleagues on task forces established by the president and/or through legislative enactment, i.e., implement new programs/services, develop the MHA communications story, resolve conflicts that arise between MHA and its constituents, etc.

Qualifications:

Requires knowledge of an advanced field or profession of technical learning, preferably in the field of public policy administration or government relations, customarily acquired through formal instruction and study, typically a BS or BA degree.
Requires the ability to analyze and interpret statutory law and agency regulations, assess impact on MHA’s services, and ensure member understanding and compliance.
Requires superb writing, analytical, and verbal communication skills, as well as the ability to process and synthesize a variety of subject matter.
Requires an individual with strong analytical and negotiation skills, experience in problem solving and conflict resolution, verbal and written communication skills, and excellent interpersonal skills.
Requires an individual with five to seven years of advocacy and/or legislative office experience.

Physical Requirements:

Prolonged periods of sitting at a desk and working on a computer.

Travel Requirements:

Travel may include in-state and out-of-state locations with occasional overnights, the frequency of which may vary depending on job requirements.
Must be able to drive an automobile and maintain a valid driver’s license and appropriate automobile insurance coverage as required by MHA policy.
