The State of New Hampshire, Department of Education, Division of Education Analytics and Resources & Bureau of School Facilities has a full-time vacancy for a School Safety and Facility Management Administrator.
Summary:
To administer agency objectives by authorizing and directing statewide implementation of policies and procedures related to planning, construction and financing of school facilities, statewide school emergency planning, and statewide compliance with the administrative rules for non-public, public chartered, and district public school facilities.
YOUR EXPERIENCE COUNTS: Each additional year of approved formal education may be substituted for one year of required work experience and/or each additional year of approved work experience may be substituted for one year of required formal education.

MINIMUM QUALIFICATIONS:
Education/Experience: Bachelor's degree and 9 years of experience OR equivalent combination of 13 years of education and experience after completion of high school. Education and experience must be in educational administration, engineering or engineering management, construction management, facilities management, architecture or related field, and 5 years of which must have been in a management-level position involving administrative or supervisory duties concerned with program administration, program planning and evaluation, business management or related management experience.
License/Certification: Valid driver’s license or access to transportation

Trainee Option: Candidates with an equivalent combination of 12+ years of relevant education and experience after completion of high school, and/or lacking 1 year in relevant administrative, planning, or management experience, may be considered and hired in 'trainee status' for this position.
PREFERRED QUALIFICATIONS: Professional Engineer or Architect license and experience in the design, construction, management, or financing of educational facilities is preferred.

Responsibilities:
DETAILED TASKS (AGENCY/POSITION-SPECIFIC):
Directly supervise subordinate staff members and one or more contracted consultants. Ensures that subordinate employees receive a timely performance evaluation each year. Approves step increases for employees who achieve satisfactory work performance. Develops and administers contracts with consultants.
Formulates and implements the budgets for the School Building Aid program, the New Hampshire School Building Authority, and the School Safety and Facility Management programs. Administers the work of the New Hampshire School Building Authority. Authorizes improvements in budget administration and fiscal operations.
Evaluates the School Building Aid program and School Safety operations for effectiveness and proper allocation of agency and program resources. Prioritizes allocation of available resources, implements improvements for efficient administration of programs.
Plans, develops, implements, and evaluates training programs in school facility construction, maintenance and school safety for school district staff members, local school boards, school building committees, and school design professionals.
Analyzes and approves applications for School Building Aid grants. Performs technical review of all school construction plans. Analyzes and ranks applications for State Board Guarantees and makes recommendations for approval to the New Hampshire School Building Authority. Identifies federal programs that provide assistance for school facility construction or renovation. Develops and implements state procedures for award of federal construction assistance such as Quality School Construction Bonds, Qualified Zone Academy Bonds, historic preservation grants, school renovation grants, Environmental Protection Agency grants, and similar programs. Develops public information materials for these programs.
Coordinates with state and federal agencies and non-governmental organizations in the development of policies and procedures concerning health and safety in school buildings such as fire safety, code compliance, asbestos management, indoor air quality, hazardous materials, safe drinking water, playground safety and similar concerns. Serves as a member of the Coordinated School Health Council and the Partnership for Healthy Schools. Identifies new requirements in federal and state laws and regulations and develops or modifies state policies for compliance with requirements.
Serves as the lead Department of Education representative to the Division of Homeland Security and Emergency Management. Represents the Department of Education in the development and revisions of state-wide emergency response plans. Serves as the primary education staff member in the State Emergency Operations Center during actual emergencies and during training exercise.
Serves as the Department of Education representative on the Fire Standards and Training Commission, the indoor Air Quality Commissioner, the Council to Study the Relationship Between Public Health and the Environment, the Asbestos Advisory committee, the Safe Routes to Schools Program Advisory Committee, Council on Resources and Development, Cybersecurity Advisory Committee, and other committees and commissions as appointed by the Commissioner of Education.
