Full Job Description

Position Summary

Reporting to the VP of Programs, the Director of Workforce & Reentry leads UYAI’s reentry and workforce development programs serving justice-impacted individuals. This role oversees program operations across Rikers Island (NYC DOC custody) and community sites, ensuring delivery of high-quality, trauma-informed, and evidence-based services that support successful reentry, employment, and long-term stability.

Program Leadership & Operations

Oversee intake, assessment, service planning, and case management across custody and community settings
Ensure timely participant enrollment, engagement, and reentry planning
Coordinate discharge planning with NYC DOC staff and community providers
Ensure program operations comply with CJRN, MOCJ, and contractual standards

Workforce Development & Employment Services

Lead job readiness, career coaching, vocational counseling, and certification programs
Develop employer partnerships and employment pipelines
Support implementation of OSHA, CDL, Food Handler, and other credentialing programs
Oversee transitional employment, job placement, and retention services

Clinical & Wraparound Services

Ensure trauma-informed care, CBT, motivational interviewing, and restorative practices are integrated into services
Oversee participant access to housing, benefits, mental health, education, and legal services
Promote culturally responsive and participant-centered programming

Staff Leadership & Supervision

Supervise program managers, case managers, workforce staff, mentors, outreach staff, and clinical personnel
Provide supervision, coaching, training, and performance management
Foster a collaborative and accountable team culture
Support staff development and compliance with organizational standards

Performance Management & Compliance

Monitor enrollment, engagement, credential attainment, employment placement, and retention outcomes
Ensure accurate documentation, reporting, and file compliance
Prepare for audits, site visits, and funder reviews
Use data to improve program performance and operations

Partnerships & Community Engagement

Build partnerships with employers, unions, workforce providers, and community organizations
Collaborate with correctional facility staff and external partners to support participant success
Support outreach efforts targeting high-risk and recently released individuals
Represent UYAI at stakeholder meetings and community events

Qualifications

Bachelor’s degree required; Master’s preferred in Social Work, Public Administration, Criminal Justice, Human Services, or a related field
7–10+ years of experience in reentry, workforce development, or human services
3–5+ years of leadership or program management experience
Strong understanding of justice-involved populations and workforce systems
Experience managing government-funded programs preferred
Knowledge of trauma-informed and evidence-based practices

NYC-Specific Requirements

Must obtain and maintain NYC DOC clearance for Rikers Island access
Clearance includes fingerprinting, background checks, and facility authorization
Ability to travel between correctional facilities and community program sites
Familiarity with MOCJ, DOC, Workforce1, NYCHA, HRA, and related NYC systems preferred

Pay: $100,000.00 - $130,000.00 per year
