SUMMARY: Develops human resource policy for president’s approval. Plans, coordinates and carries out policies relating to all phases of human resources activities such as employment, compensation, employee relations, safety, benefits, and training; by performing the following duties.
ESSENTIAL DUTIES AND RESPONSIBILITIES include the following.
This list of duties and responsibilities is not all inclusive and may be expanded to include other duties and responsibilities, as management may deem necessary from time to time.
Oversees the analysis, maintenance, and communication of records required by law or company policy. Insures compliance with all state and federal laws regarding all facets of employment such as ADA, FMLA, FLSA, EEO/AAP, WC, US, COBRA, HIPPA, USERRA, OSHA, ERISA etc. Schedules training and counsels company supervisors on employee relations matters such as discipline, discharge, sexual harassment, grievance procedures, fair employment practices. Provides advice on company policies regarding equal employment, employee relations, compensation, training, safety, and employee benefits.
Maintains individual personnel files. Keeps records of insurance coverage, 401(k) plan, and personnel transactions such as hires, promotions, transfers, performance appraisals, and terminations. Keeps records of hired characteristics employee’s as may be required for governmental reporting purposes. Completes VETS 100, and other mandated reports as may be required in the future. Maintains safety and separate confidential health record files, such as Worker Compensation, FMLA, or Short-Term Disability records.
Oversees the employment process to include composing and placing ads, contacting appropriate recruitment sources, screening applications and resumes, interviewing, testing (as appropriate) and referral to hiring authority. Accumulates and researches data to validate any selection tests used. Conducts related supervisory training for those who make final selection decisions to provide information regarding legal do’s and don’ts and selection skills.
Plans and conducts new employee orientation to foster a positive attitude toward company goals and a good understanding of benefit options and provisions, HR policies, etc. Participates in planning and development of methods to provide uniform orientation of all new hires and for all employees under new programs. Sets up files on newly hired employees, assisting them with completion of insurance, tax and other forms.
Writes job descriptions to comply with ADA, selection, pay, appraisal, and other needs. Analyzes wage and salary survey reports and data to determine the competitive position of the compensation plan, providing recommendations and justification for range adjustments as needed. Provides training to officers, managers and supervisors regarding conducting effective performance appraisal interviews personally or through workshops, newsletters, and seminars. Establishes, implements, and monitors the company performance appraisal program for timeliness, fairness, and adequate documentation.
Participates in the implementation and administration of the company benefit plan including, but not limited to, health, dental, life, disability, and other insurance plans, paid time off, and retirement plans. Encourages utilization of EAP as appropriate.
Coach managers to reach and achieve the highest potential.
Develops HR forms for use throughout the company. Participates in the development and implementation of company-wide HR policies and procedures such as employee handbooks, policy etc. Prepares reports and recommends procedures to reduce absenteeism and turnover, providing related supervisory training as appropriate.
Prepares employee separation paperwork and conducts or coordinates exit interview or questionnaire to attempt to determine reasons for separations and employee relations “climate”. Initiates COBRA forms to employee and eligible dependents to ensure company compliance. Completes UC forms, raising denials on questionable separations as appropriate, representing company position at hearings as needed to minimize UC expense. Maintains records of terminated employees as required by various laws and to provide references.
Investigates accidents and “near miss” situations. Compiles and submits accident reports as required by company safety program or regulatory agencies. Formulates general safety policies and procedures to be followed by company personnel in compliance with local, state, and federal OSHA rules and regulations. Oversees administration of the workers’ compensation program. Coordinates with insurance carrier to reduce lost time and potential fraud, providing evidence and exhibits for investigations and hearings when needed. Participates in devising and coordinating training programs which improve safe practices and safety awareness.
Recommends and coordinates with outside suppliers to provide employee services such as insurance, vending, employee discounts, and meeting facilities. Supervises outsourced cleaning staff.
Assists president with a variety of projects. Occasionally provides assistance to other department with routine matters.

Ability to establish and sustain harmonious working relations and to communicate effectively with production, supervisory, and management employees is essential to primary responsibilities for problem solving, safe operations, maintenance of customary tight production schedules, and realizing profit potential. Resolves conflicts in priorities and disseminates information clearly to solve problems. Serves as a role model to staff, gains cooperation among employees, remains calm in emergencies, and buffers against daily operational stresses.

EDUCATION and/or EXPERIENCE
Bachelor’s degree (B.A.)/Associate Degree in HR, business, psychology or other related majors and one to two years’ related experience and/or training or certification in PHR/SPHR; or equivalent combination of education and experience.
LANGUAGE SKILLS
Ability to read, analyze, and interpret general business periodicals, professional journals, related legal rulings, safety rules, and governmental regulations. Ability to write reports, business correspondence, policies, and procedure manuals. Ability to effectively present information and respond to questions from groups of employees and managers and to negotiate effectively with, or influence, individual employees, providers, investigators, etc.
MATHEMATICAL SKILLS
Ability to work with mathematical concepts such as probability and statistical inference, and fundamentals of accounting. Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.
REASONING ABILITY
Ability to solve practical problems and deal with a variety of concrete variables in situations where sometimes only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.
OTHER SKILLS AND ABILITIES
Ability to meet occasional tight deadlines as necessary. Must possess strong organizational skills. Ability to operate a personal computer with average minimal typing speed of about 25 wpm. Familiarity with photocopying, calculator, FAX, and other standard office equipment.
CERTIFICATES, LICENSES, REGISTRATIONS
A valid driver’s license is required for occasional local travel. PHR or comparable professional certification is desirable.

While performing the duties of this job, the employee occasionally visits production areas where he/she may be exposed to wet and/or humid conditions, moving mechanical parts, fumes or airborne particles. The noise level in the work environment is usually low, but occasionally moderate when in production areas.
