Summary:
The Mission of the Idaho Department of Correction (IDOC) is to create a model correctional system that provides equitable access to programming and opportunities that reflect community experience, foster connections, and restore victims of crime. IDOC is currently recruiting for a Technical Records Specialist 3 position located at the Central Office in Boise, Idaho. This position serves as the Sentencing Lead within the Sentencing Records Team.
The Sentencing Lead supports the accuracy, consistency, compliance, and operational effectiveness of all Sentencing Records functions. The incumbent will conduct quality assurance activities, support training and process improvement, analyze operational data, provide backup across Sentencing function, and serve as a key operational and technical resource to the Sentencing Supervisor. The successful candidate must be able to learn complex sentencing laws, processes, systems, and workflows; apply strong analytical and quality-assurance skills; communicate effectively; and provide professional guidance, training, and support to others.
Responsibilities:
- Conduct quality assurance reviews and audits across all Sentencing Records functions, including sentence calculations, probation orders processing, county jail intake, and other sentencing-related work, to ensure accuracy, consistency, and compliance.
- Develop and maintain proficiency across Sentencing Records functions to provide technical support, backup coverage, quality assurance, and operational continuity as needed.
- Analyzing audit findings, operational data, workflows, and recurring issues to identify trends, risks, root causes, and opportunities for process improvement.
- Develop and maintain processes, procedures, training materials, job aids, and onboarding resources; identify training needs and provide instruction, mentoring, and technical guidance to staff.
- Support the Sentencing Supervisor with day-to-day operational needs, quality assurance, training, special projects, implementation of management initiatives, and continuity of operations during the Supervisor’s absence.
- Monitor sentencing-related reports, queues, notifications, and priority matters requiring timely review or action.
- Research and analyze specialized or complex records issues and provide recommendations to support problem-solving and decision-making.
- Collect, validate, and analyze operational and performance data to support reporting, program improvement, and management decision-making within Sentencing Records and Transparency.
- Participate in Transparency-wide quality assurance, reporting, process improvement, cross-training, and special projects as assigned.
- Perform related duties as assigned.
Minimum Qualifications: Your resume needs to clearly articulate how your skills, education and experience meet the qualifications below –
- Some knowledge of supervisory practices. Typically gained through completion of college coursework or workshops (of at least one day) specifically covering supervisory practices; OR supervisory or team leader experience that formally involved giving work assignments, providing direction to employees, and monitoring/evaluating the work of others. (Such experience on a fill-in basis is non-qualifying unless it occurred for a period equivalent to a minimum of three or more consecutive months.)
- Experience with records management. Typically gained by at least one or more years of work experience using record management systems that included paper records, financial records, or digital records.
- Experience interpreting, applying, or explaining state or federal laws, rules, and policies. Typically gained from at least one year of work experience with responsibility for reviewing documents or actions for compliance with laws, regulations, and/or policies, OR through explaining to others how laws, regulations, or policies apply to specific situations, OR some combination of experience and paralegal studies, or completion of related college level courses.
- Experience researching and reviewing legal documents for compliance with laws and to identify and resolve complex issues (e.g. court orders, contracts, ownership, deeds, trusts, tax returns, subpoena requests). Typically gained by at least one year of experience performing research and analysis of complex or technical material requiring in-depth program knowledge to determine if requirements were met and if they complied with established laws and/or policies. Experience may include relevant college level courses requiring in-depth analysis.
- Experience creating correspondence and documents using word processing software. Typically gained from at least one year of experience preparing a variety of business correspondence/documents.
Specialty Qualifications:
- Experience conducting quality assurance reviews, audits, compliance reviews, or detailed accuracy reviews that included identifying discrepancies, documenting findings, and evaluating work against established requirements or standards.
- Experience analyzing complex information, data, processes, or workflows to identify trends, problems, root causes, or operational risks and developing recommendations, procedures, training, or technical guidance to improve accuracy and consistency.
Desirable Qualifications:
- Experience with sentence administration, sentence calculation, probation records, court or county jail records, offender management, or other complex legal or records processes.
- Experience working in corrections, courts, probation and parole, or other criminal justice environments.
- Experience serving in a lead, senior technical, training, or mentoring role.
- Experience analyzing operational or performance data and developing reports, metrics, or other information used to support management decision-making.
