Full Job Description

The New York City Housing Authority’s Law Department seeks an experienced attorney to litigate significant and complex employment discrimination and fair housing matters before state and federal courts and administrative agencies, and to advise other departments on policy issues, such as program eligibility and reasonable accommodations for tenants and employees with disabilities.

Under supervision of the Director and Chief of General Litigation, responsibilities include:

Litigating employment and fair housing matters having significant legal, policy, and/or financial implications in state and federal courts, including fact investigation, discovery, motion practice, trial, and appeal.
Drafting pleadings, legal memoranda, and other documents.
Appearing for oral argument before trial and appellate courts.
Negotiating and drafting settlement/conciliation agreements.
Supervising outside counsel.
Responding to Article 78 appeals from administrative determinations concerning tenancy-termination, applicant eligibility, succession rights, Section 8 benefits, and employment termination.
Investigating and preparing answers and position statements responding to housing and employment discrimination charges filed with the New York State Division of Human Rights, City Commission on Human Rights, U.S. Equal Employment Opportunity Commission, and U.S Department of Housing and Urban Development.
Conducting legal research on various issues.
Advising other agency departments on policy issues.
Trying matters before administrative law judges; and
Performing other related duties.

The selected candidate is required to maintain confidentiality regarding all NYCHA proceedings.

Minimum Qualifications

Admission to the New York State Bar; and four years of recent full-time responsible, relevant, satisfactory legal experience subsequent to admission to any bar, eighteen months of which must have been in the supervision of other attorneys, in an administrative, managerial or executive capacity, or performing highly complex and significant legal work.

Preferred Skills

Admission to the New York State Bar and qualification for admission to the United States District Courts for the Southern and Eastern Districts of New York, and the Court of Appeals for the Second Circuit.
Knowledge of EEO, housing, and employment laws, including Title VII of the Civil Rights Act, Age Discrimination in Employment Act, Americans With Disabilities Act, Family Medical Leave Act, Rehabilitation Act, Fair Housing Act, Housing Act of 1937, New York State Executive Law, Civil Service Law, and New York City Administrative Code.
Strong legal analysis and writing skills and the ability to conduct thorough factual investigations, research applicable law, conduct legal analysis and evaluate the strengths and weakness of a matter.
