Full Job Description

JOB TITLE: Foster Care Recruitment Specialist

SUPERVISED BY: Foster Parent Recruitment Supervisor

DEPARTMENT: Licensing Department

PRIMARY RESPONSIBILITIES:

Responsible for foster parent recruitment activities including responding to and following up of initial inquiries, analyzing profiles of client placement needs and demographics to determine recruitment goals, researching target populations and locations to determine best strategies to initiate recruitment initiatives, and seeking opportunities to conduct presentations and participate in speaking engagements to enhance community awareness and increase recruitment potential.

EXAMPLE OF ACTUAL FUNCTIONS:

Participates in the creation of development of the agency recruitment plan by providing immediate supervisor with the required data reports with observations and recommendations to address noted barriers.
Assist in the development of strategic plan goals by providing regular input in supervision meetings to develop relational based, grass roots recruitment and retention strategies.
Work in partnership with Full Case Management Agency designee, Foster Adoptive Association designee, Foster and Adoptive Parents in executing recruitment activities in the community.
Partner with Full Case Management Agencies designees and Foster Parent designees in the north, central south and Monroe regions to develop strategies and plan recruitment activities for each zone.
Engage in outreach with Foster and Adoptive Parents and Foster/Adoptive Youth to present throughout the community about the need for quality licensed caregivers.
Participate in the Recruitment-Retention Committee to collaborate with the Lead Agency’s efforts to execute an awareness campaign, support relational based community outreach activities and to develop media and collateral materials.
Coordinate and attend community recruitment presentations (i.e. hospitals, schools, businesses, civic groups, government entities, etc.) during flexible hours to include evening and week-end events.
Ensure timely, informed, customer service response to all contacts related to inquiries from prospective foster and/or adoptive parents and document all contacts as per required procedure.
Work with the Quality Assurance department to distribute and report on a Prospective Foster Parent Survey to assist with the further development of recruitment and retention strategies.
Ensure information available about “Foster Friendly” businesses is provided to all prospective Foster and Adoptive families through the Lead Agency website.
Attends and assists with the coordination of Quarterly “Meet and Greet” events, with current licensed families to explore expressed interest in fostering or adoption of invited attendees.
Assists immediate supervisor in the identification and/or development of relational based recruitment events and community outreach.
Participates in educational opportunities with staff and foster-adoptive families regionally and statewide.
Coordinates and participates in presentations and information sessions for Foster-Adoptive Parent Associations
Assists in organizing and attends monthly, quarterly and yearly events for Foster/Adoptive families and all caregivers of children in care.
Assist in coordinating and attend all calendared Recruitment Events and Resource Table opportunities in Miami-Dade and Monroe Counties.
Ensures documentation source and calls from potential foster families and regular reporting of related data as required by Policy and Procedure.
Review and provide recommendations for improvement related to required goals based on monthly/quarterly/end of year reports to include contacts, related follow ups, number attending orientation, PRIDE graduates and licensing outcomes.
Ensure recruitment activities are aligned with QPI approach.
Attend media and speaking engagements at community/civic organizations as needed.
Attend community engagements to enhance community awareness and increase recruitment potential
Provide weekly reports to supervisor concerning activities, prospective foster parent inquiries or recruited and media source utilized.
Attend Foster Florida’s Future and statewide QPI meetings and webcasts.

MINIMUM REQUIREMENTS:

Bachelor’s Degree from an accredited college or university in Social Work or a related field. Master’s Degree is preferred.
Minimum of five (1) year of experience in child welfare system working with licensed caregivers.
Knowledgeable in Trauma Informed Care practices as related to parenting and licensed caregivers.
Understanding of the Quality Parenting Initiative.
Familiarity with Florida Child Welfare Practice Model and Child Welfare related computer programs such as FSFN.
Understanding of statues for licensing 65C13, 65C14, and 65C15.
Strong knowledge of HIPAA guidelines, and superior understanding of the importance of confidentiality.
Work requires highly developed Cultural Awareness and Sensitivity.
Must have comprehensive knowledge of a variety of computer software applications in word processing, spreadsheets, database, and presentation software, including Word, Excel, and other MS Office products. Proficiency in Microsoft Excel required.

SPECIAL SKILLS AND OTHER REQUIREMENTS:

Independent judgment is required to plan, prioritize, and organize diversified workload; to evaluate and screen initial applicant’s acceptability and suitability to become a licensed caregiver.
Skills in the development relational based community centered recruitment and retention activities.
Knowledge of community resources in Miami Dade county.
Must be detailed oriented and highly organized.
Must have strong organizational skills and the ability to follow timelines and meet deadlines.
Must have strong verbal and written communication skills.
Ability to problem solve, make decisions and implement plans.
Ability to work in a teamwork atmosphere as well as independently.
Must have high level of interpersonal skills to handle sensitive and confidential situations.
Understanding of and sensitivity to service population’s cultural and socioeconomic characteristics.
Ability to assist in crisis intervention with children and caregivers, as necessary.
Ability to work flexible hours
Available for consultation after hours and on weekends.
Able to travel throughout Miami-Dade and Monroe counties as needed.
Ability to lead with an exemplary customer service approach with consumers and all other stakeholders.
Ability to establish and maintain effective working relationships with others, including members of outside agencies.
Ability to work individually and in collaboration with Lead Agency staff, foster parents and community- stakeholders to develop and promote an on-going recruitment campaign to engage those interested in becoming foster parents.
Ability to recognize personal skills, abilities, limitations and strengths, taking appropriate action to pursue activities for professional development and seeks assistance from others in a proactive manner.
Strong solution-oriented approach fostering open dialogue and a commitment to ensuring positive outcomes.
Ability to analyze data, prioritize multiple priorities, identify and resolve problems in a timely manner.
Attends mandatory in-service trainings within required timeframes as defined by policy and procedure.
Ability to successfully engage others consistently in a respectful and professional manner.
