Administration and Finance Associate Director - Office of Women’s Health

Wayne State University is searching for an experienced Administration and Finance Associate Director - Office of Women’s Health at its Detroit campus location.

Essential functions (job duties):

Reporting to the AVP of Health Affairs, the Administration & Finance Associate Director is responsible for directing the financial, operational, and administrative activities of the Office of Women’s Health, including budgeting, accounting, financial analysis and reporting, sponsored program administration, HR/payroll coordination, procurement oversight, and operational planning in support of departmental strategic initiatives.

Manage, plan, and maintain all unit budgets in accordance with allocation provisions, budget policy, and regulations for all fund types including revenues, scholarship, endowment funds, and sponsored programs. Assist with the development of short and long-term strategic plans. Prepare projections or forecasts of expenses in comparison to budget categories/line items to avoid deficits, optimize use of available funds, and adhere to approved budget parameters. Provide financial reporting to assist management in their planning and decision making. Use systems to analyze, interpret, and report on data. Complete ad-hoc analyses and special projects.

Review and approve purchase requisitions and procurement card transactions, ensuring timely and accurate processing, adherence to budget, and compliance with department and University policy.

Manage HR/Payroll functions, including creation and/or approval of Electronic Personnel Action Forms and Position Action Requests. Reconcile Human Resource Management System to Financial Management System.

Lead accounting function for the Office of Women’s Health. Prepare journal vouchers and account reconciliations, and review/approve transactions or reconciliations prepared by subordinates. Maintain internal control systems to assure integrity of financial transactions to prevent errors, omissions, and possible fraudulent activity. Monitor, identify, and reconcile all aspects of financial compliance with department and University policy. Develop and monitor administrative policies and procedures.

Provide financial and administrative oversight for sponsored programs and research-related activities, including grant budgeting, post-award financial management, effort monitoring, reconciliation, compliance review, forecasting, and coordination with principal investigators and University research administration offices.

Manage and provide direct supervision to staff. Will recruit, hire, train, direct daily activities, discipline, and develop staff to ensure accurate and timely service and delivery. Coordinate financial administration and operational support for departmental programs, sponsored projects, and clinical/community initiatives within the Office of Women’s Health. Monitor expenditures, facilitate interdepartmental cost transfers, and work collaboratively with University departments and external partners to resolve financial and operational issues.

Perform other related duties as assigned.

Unique duties:

Qualifications:

Education: Master's degree

Master’s degree from an accredited college or university supplemented by coursework in business administration, accounting/finance, or related field.

Graduate degree in business/finance and/or professional certification (CPA, CMA, CFA, etc.) preferred.

Experience: Specialist (minimum 5 years of job-related experience)

5+ years of progressively responsible experience in financial administration, budgeting, accounting, research administration, or business operations, preferably within higher education, academic medicine, healthcare, or a related environment.

Previous supervisory experience is strongly preferred.

Comprehensive understanding of accounting/finance principles and practices.

Proficiency with WSU computing systems, including Banner and Cognos, Excel, and other Microsoft Office applications preferred.

Knowledge, Skills and Abilities:

Proven ability to budget and account for revenues and expenditures, reconcile accounts, provide reports and projections, and analyze and present financial information.

Ability to plan and manage multiple project responsibilities, meet deadlines, work under pressure, and function independently. Identifies and resolves problems in a timely manner.

Excellent oral and written communication skills.

Successful ability to define realistic/specific goals and objectives and to engage staff in adopting and achieving new standards of performance and accountability, personal credibility, planning/project management, teamwork, and peer relationships.

Ability to delegate work, set clear direction and manage workflow. Skill and experience in mentoring and coaching personnel. Ability to train, develop, assess, and offer feedback to staff members. Skill in development of teamwork among staff members.

Ability to compare, contrast and quality check work with a keen attention to detail. Strong analytical skills including critical thinking and problem-solving skills. Must be able to forecast resource needs and project processing deliverables.

Ability to work independently while establishing and maintaining effective working relationships with a wide variety of constituents.
