Full Job Description

Position Summary:

Proactively supports responsive, collaborative, and compliant customer-centered service delivery working with State of Michigan Bureau of Services for Blind Persons (BSBP) and Macomb Intermediate School District (MISD), to ensure high-quality Pre-Employment Transition Services delivered to students and youth with disabilities, specifically those who are blind, visually impaired or multiply impaired.

As part of the vocational rehabilitation team situated within the local MISD and BSBP offices, this position helps facilitate early career exploration, skill development, and successful educational and career transition planning by coordinating, delivering, and tracking activity areas such as: Job Exploration Counseling, Work-Based Learning Experiences, Counseling on Postsecondary Education, Workplace Readiness Training, and Instruction in Self-Advocacy.

Essential Duties:

1. Strategically provides agency and vocational information and education to youth and adults assigned by the BSBP Transition Consultant or other designated BSBP staff; assist customers in skill building, identifying community resources to enhance job development and service outcomes.

2. Assist BSBP staff, including the BSBP Transition Consultant or other BSBP designee, gather eligibility and diagnostic forms, perform and track progress of pre-employment transition services program, conducting intakes and orientation sessions for new BSBP customers; adhering to all applicable confidentiality standards.

3. Facilitate the implementation of vocational rehabilitation plans and services for eligible customers, utilizing effective, individualized, multi-modal communication to encourage, ensure and track customer involvement with educational, career, and rehabilitative goals listed in their service plans.

4. Conduct research and establish vocational rehabilitation connections within the community to enhance customer experience, accountability, and career and training outcomes—including employers and American Job Centers.

5. Participate in agency and customer program activities and attend meetings as assigned by the Vocational Rehabilitation Transition Consultant or other BSBP designee.

6. Effectively utilize electronic case management system (ECMS), virtual conferencing platforms, and other technology or internal systems to maintain compliant customer case records, case notes, and documentation as required and/or requested.

7. Transport customers to Pre-employment Transition activities and appointments as necessary and allowable.

8. Understand and abide by all policies and procedures of Michigan Bureau of Services for Blind Persons, Macomb Intermediate School District and New Horizons Rehabilitation Services, Inc.

9. Uphold BSBP agency rules, regulations and policies, including confidentiality of consumer information.

Secondary Duties:

Model a positive attitude and contribute to a professional work environment by behaving and communicating in a manner that is conducive to constructive relationships with customers, co-workers, supervisors and all stakeholders.
Perform additional duties as assigned.

Lead or Supervisory Duties:

· Serves in a front-line capacity providing direct customer service; this position has no direct reports.

Education and Experience:

· Minimum of an associate degree in the social services or related field, which could include Social Work, Sociology, Counseling, Education, Child Development, Public Administration, Workforce Education & Development. Bachelor’s Degree preferred.

· A minimum of one year of experience working with individuals with disabilities.

· A minimum of one-year of experience in Workforce Development, Vocational Rehabilitation, Career Pathways, Business Services, Career Coaching, or a related area.

Required Abilities:

· Adapt and remain flexible to the various needs of students and youth with disabilities;

· Partner with MISD and BSBP staff, including vocational rehabilitation counselors and instructors.

· Understand and correctly apply laws governing employment and discrimination;

· Operate computers, printers, scanners, and other technology and equipment commonly utilized for vocational rehabilitation and in a modern office setting;

· Effective and professional communication, including verbal, non-verbal, and written;

· Recognize and set priorities; plan, coordinate and organize own work;

· Communicate competently and effectively with a diverse population, including individuals with co-occurring disabilities;

· Embody respect and dignity in all interactions with customers and stakeholders;

· Establish and maintain a “team approach” to services and supports necessary to enhance quality vocational rehabilitation services.

Required Skills:

· Knowledge of vocational rehabilitation and ability to assist individuals with disabilities to remove barriers and gain employment;

· Reading, writing, speaking and understanding the English language;

· Working effectively to meet expectations and deadlines of day-to-day activities;

· Thinking critically to effectively address challenges and unique situations;

· Applying sound independent judgment and decision-making when resolving problems relating to employees and consumers;

· Problem analysis and resolution;

· High level of emotional intelligence;

· Computer software and applications including Microsoft Word, Microsoft Teams, Microsoft Excel and other basic office productivity software.

· Utilizing electronic case management systems (ECMS)

Physical Elements:

· Lifting and carrying up to 35 pounds;

· Ability to use hands;

· Acceptable hearing;

· Effective speaking ability;

· Corrected vision acceptable for driving;

· Ability to supply transportation for customers as required;

· Dependable transportation and ability to drive or be transported from location to location for meetings, events, and appointments.

Technical, Vocational or Academic Elements:

· Organizing and coordinating schedules;

· Analyzing and interpreting labor market data;

· Problem-solving/conflict resolution;

· Communicating with the consumers, staff, and funding sources;

· Obtaining and appropriately applying information learned through training, community events, workshops or other job-related meetings or courses;

· Current understanding of vocational rehabilitation techniques and procedures, including available supportive services, business services, and community resources;
