The Head Start Education Program Manager supervises teachers to ensure quality throughout the early education component. This position will be analyzing and aggregating component data to monitor and plan for successful child outcomes, as outlined by the National Performance Standards established by Department of Health and Human Services and Administration of Children and Families.

ESSENTIAL POSITION RESPONSIBILITIES

· Monitors a quality, comprehensive child development program that meets the needs of preschool children and their families.

· Manages and maintains cluster budget for classroom and home base options and monitors cluster expenditures, as well as provide budgetary planning for future needs.

· Responsible for Teaching staff performance evaluations and individualized professional development plans.

· Identify and assist in mobilization of community resources and consultants of existing services to ensure coordination of agency referrals and follow-up.

· Liaison for program and community agencies and partners.

· Supervises Teaching Staff and assist in developing Assistant Teachers.

· Oversees the implementation of program curricula and CLASS action plans using triad model.

· Conducts monthly cluster meetings and trainings with support from training department.

· Reviews classroom end of the month reports.

· Coordinates and participates in quarterly team conferences and parent teacher conferences.

· Collaborates with community partners to enhance services for children and families.

· Conducts classroom site reviews.

· Collects, analyzes, and aggregates classroom level data to recommend and or implement necessary changes.

· Coordinates a cross component service delivery model with other management staff as part of a trans-disciplinary approach, with emphasis on the child, family and their environment.

· Develops plans and strategies to meet program goals and objectives as well as child outcomes.

· Oversees classroom records, children files, correspondences, environmental health and safety protocols, and cluster activities.

· Staffs a Policy Council standing committee on education, health, and family and community partnership.

· Responsible for recruitment and enrollment of children and parents to meet funded enrollment.

· Advocates for parent and children’s rights, and provide technical assistance on rights and grievance procedures.

· Advocates for at-risk families which include, special needs of dysfunctional families, handicap conditions, spouse and sexual abuse, homeless families, child abuse and neglect, and substance abuse.

· Ensures compliance to State Child Care licensing requirement, including appropriate staffing.

· Attends meetings with State level partners, including Department of Education, Department of Health and Community Agencies.

· Monitors Professional Development plans, completed by Site Supervisors and line staff.

· Manages and completes Department of Human Services Childcare Licensing forms.

· Attends Program planning meetings with Senior Management Staff.

· Responsible for quarterly City and County and Pre-Plus reports.

· Other duties as assigned.

EDUCATION

A Bachelor's degree in Early Childhood Education. Applicants with a degree in Social Services, Human Development, Health Services or any other closely related field must have a minimum of 12 Early Childhood Education credits.

EXPERIENCE

A minimum of three (3) years of supervisory experience or mentoring in a multi disciplinary teaching system, and experience teaching preschool aged children.

REQUIRED SKILLS, KNOWLEDGE & ABILITIES

· Knowledge of, and agreement with, the goals and objectives of the Head Start Program and its interdisciplinary team approach towards the needs of the entire family.

· Ability to communicate and work effectively with people of diverse social, economic, and racial backgrounds, with emphasis on preschool aged children and their families.

· Knowledge of the characteristics of low-income areas on Oahu and social services/community services and resources throughout Oahu.

· Ability to analyze problems and events and develop effective solutions.

· Ability to write clear and effective reports, proposals, letter, etc.

· Possess a valid driver’s license and have daily access to an automobile.

· Must show evidence of current physical examination and TB test at time of employment.

· Must furnish proof of recent State of Hawaii “Criminal History Record Clearance” and FBI fingerprint check.
