BASIC FUNCTION:
Under the general direction of the Superintendent, the Chief Business Officer (CBO) provides leadership and management over the business and financial operations of the district, and co-develops the budget with the Superintendent. The CBO is attentive to legislative changes in school finance, and pursues new funding sources, including grants, the development of public-private partnerships, and other business partnerships to support District programs. The CBO innovates in collaboration with the Technology Services Director to implement systems for improving efficiencies in district operations. The CBO provides direction to, plans, organizes, supervises, and evaluates the maintenance, operations, transportation, student nutrition services, and fiscal services programs including: attendance accounting, budget development/management and control, and related support services. The CBO is assigned to represent the Superintendent and District on JPA boards, community advisory committees, and in interactions with other governmental entities.
ESSENTIAL FUNCTIONS AND REPRESENTATIVE DUTIES:
- Participates as a member of the Executive and Superintendent’s Cabinets.
- Plans, organizes, and evaluates all the programs supervised, and provides alternative solutions for management review in conjunction with the Human Relations lead.
- Provides management training for all programs under their direction. Prepares or oversees the preparation of all contract service agreements and processes and coordinates all facility use forms and requests for proposals. Coordinates the lease of all surplus property and preparation/execution of all lease/rental agreements and specifications.
- Coordinates risk management functions.
- Collects and analyzes demographic data.
- Supervises fixed assets controls and inventory, budget development, management, and control.
- Makes long-range budget, income and expenditure projections.
- Prepares or oversees the preparation of board reports, budget status reports, state, federal, and county reports of financial transactions.
- Works cooperatively with all management staff to prepare all types of financial reports.
- Makes special studies as directed by the Superintendent and/or Board of Education.
- As directed by the Superintendent, provides leadership of joint community/district committees involved in the budget development process, and collaborates with community and business leaders in developing partnerships to build learner pathway programs and enhance the learning environment.
- Provides revenue information and estimates for the development of the district’s budget. Files federal and state financial reports as required by law.
- Monitors and controls district cash resources, forecasts district cash flow requirements.
- Provides fiscal data as requested by the County Office of Education; reviews for accuracy various reports prepared by the county office.
- Advises district staff of fiscal implications of various organizational decisions.
- Provides data for labor negotiations.
- Establishes, monitors, and maintains accounting records for fiscal control.
- Prepares schedules and other required information and coordinates the district’s annual audit.
- Ensures that information is properly processed, including input documents, posting, balancing and distribution of financial data.
- Supervises the Director of Business Services in accounting function operations.
- Oversees the completion of the district’s annual financial and budget report, and supervises and assists the Director in the district’s budgetary operations including payroll and benefits, as well as collaboration with Human Relations in maintaining position control.
- Oversees the coordination of the Student Nutrition/Purchasing/Warehouse departments.
- Supervises the Director of Maintenance, Operations and Transportation Services, as well as the Director of Student Nutrition Services.
- Completes, or oversees the completion of, monthly analyses of district’s Student Nutrition Services operation.
- Computes, or, oversees the district’s regular and special education funding.
- Reviews various expenditure requests for their appropriateness.
- Reconciles the district’s budgetary records with county budgetary records.
- Participates in the selection and promotion of department staff, assigns duties, and performs evaluations.
- Provides training and in-service to staff supervised. Collaborates with Executive Cabinet Members in approval of expenditures of training sessions, in-services, conferences, and other items by administrators, teachers and classified staff. Makes reports to the Board of Education, including budget status reports and financial statements.
- Oversees bond and facilities programs, including fiscal reports and creation and guidance of the Bond Oversight Committee.
- Participates in district/school conferences; may make speeches before community groups.
- Attends school board meetings and answers questions or provides informational materials.
- Performs related duties as assigned.

ENTRANCE QUALIFICATIONS:
Bachelor’s Degree in Business Administration or equivalent experience.
Five (5) years of business management experience OR proper California Administrative Credential.
Demonstrated leadership and organizational abilities.
Meet district standards for physical and mental health.
Master’s Degree in Business Administration or comparable field IS PREFERRED.
