Position Overview:
The Housing Manager is responsible for leading and supporting The Core Collective’s supportive housing program. The successful candidate will oversee The Core Collective’s Transitional Living Program (TLP)-Group Home and Transitional Living Program (TLP) - Scattered Sites. The Housing Director will continually support the assessment and evaluation of the employment experience of our front-line staff. Ensuring that their onboarding and employment experiences align with The Core Collective’s values. This role works in close collaboration and partnership with the Clinical Director to align housing and clinical services and is responsible for training staff to engage with youth through a trauma-informed lens. This position drives evidence-informed approaches, leads change efforts in support of The Core Collective's continuous improvement of housing and programmatic efforts ensuring safety to residents. Coordination with community partners for event planning and supporting youth needs is essential.
Qualifications:
Graduate from an accredited college/university with a bachelor’s degree in human services, or a closely related field, master's degree preferred. Must be adaptable, flexible, and a strong leader with excellent interpersonal relationships, communication, change management, and administrative/supervisory skills.
The ideal candidate should have at least 3 years of supervision and progressively responsible experience in managing supportive housing programs, recreation services, youth services, and/or administration and direct supervision of employees. Additionally, experience, knowledge of adolescent development, child welfare, trauma-informed clinical approaches, and working with highly vulnerable youth (homeless or at risk of homelessness, backgrounds of abuse/neglect) is preferred. Must have an acceptable background check and no record of child abuse. First aid and CPR and Medication Administration within 45 days of hire.
Responsibilities:
- Responsible for thorough understanding and adherence to licensing, COA, and other funding, program, and agency regulations.
- Hire, supervise, coach, evaluate schedule and provide guidance on personnel management of all TLP staff while ensuring coverage of a 24-hour facility.
- Responsible for monitoring and requesting the utilization of overtime when necessary to ensure proper coverage of 24-hour facility.
- Under the direction of the CPO and Director of Programs, conduct staff meetings, training, and lead team building activities. This includes conducting portions of New Employee Orientation.
- Work with referral partners, parents, unit staff, clinical team, and other providers as needed to ensure client needs are met. Partnering with the Clinical Manager to conduct weekly/monthly clinical staffing on all residents to ensure basic needs are met.
- Responsible for ensuring the maximum utilization of available beds for youth experiencing housing instability.
- Attendance at the Continuum of Care (COC) meetings.
- Will collaborate with program leadership and program leads to ensure TLP program is adequately staffed on a shift-by-shift basis. This role is responsible for ensuring all staffing needs are met in the TLP program. In case of a staffing shortage, this position will work closely with other program leadership to fill staffing needs.
- In collaboration with the program and clinical staff will ensure completion of weekly food orders for apartments.
- Will work closely with the program leads and life skills coach to ensure completion of weekly apartment meetings.
- In collaboration with the Clinical Manager the Housing Manager will oversee phases of the TLP-G program to ensure consistency and appropriate engagement from youth. The Housing Director will meet with youth when issues arise regarding following the program phases.
- Perform crisis intervention; acting as a role model; be available to de-escalate crisis situations and conduct conflict resolutions for residents and staff.
- Facilitate discussions utilizing a trauma-informed approach with youth regarding program expectations, protocols, and policies and address issues when they arise.
- Regularly conduct audits of environment of care and staff documentation to ensure that we are following licensing and regulatory standards.
- Responsible for reviewing incident reports for compliance and quality.
- Responsible for completion of 6/24 hour notifications to Children’s Division licensing (RPU) when a critical incident occurs.
- Establish policies and procedures related to productivity and documentation for TLP personnel.
- Responsible for program innovation, development, and implementation for TLP.
- Oversee the consistent structure and schedule of the TLP program.
- Responsible for expanding community apartments for TLP-S. Will work in collaboration with the Clinical Manager to ensure youth are identified for the apartments once acquired.
- Develop policies and procedures associated with all program areas.
- Maintain an adequate inventory of apartment necessities and re-order items on a timely basis.
- Work with the Director of Programs and ensure TLP teams achieve monthly goals to align with the needs of the youth and organization. This includes timely completion of wrapping up services for finance at the end of the month.
- Complete bi-weekly payroll for all assigned staff.
- Complete performance reviews in compliance with HR expectations, as well as all necessary paperwork in a timely manner.
- Develop and maintain positive internal and external relationships.
- Ensure that housing units are well maintained and reflect agency values.
- Communicate with team members to ensure that youth gain access to supportive services such as mental health, health, substance abuse, employment, and education.
- Other Duties Assigned.
Knowledge/Skills:
Reasoning Ability: Must have the ability to make independent decisions, manage multiple functions under stress and with changing priorities. Compile service-related data and prepare month-end reports and other administrative duties as required to meet program and funder needs on time.
Language Skills: Ability to effectively present information to staff, executive team, public groups, and or board of directors. Ability to respond to common inquiries or complaints from customers, regulatory agencies, or members of the business community.
Computer Skills: Strong proficiency using Microsoft Office.
Physical Demands: While performing the duties of this job, the employee is regularly required to communicate effectively. The physical requirements of this job include sitting, standing, walking, and climbing stairs on a regular basis, lifting to 25lbs, pulling and/or pushing on occasion.
Work Environment: Most of the work for this position is performed under normal office conditions.
Other: Must be 21 years of age or older. Must possess a valid driver's license, personal vehicle, and insurance.
