Position title: Integrated Master Schedule, Earned Value Management, Earned Value Management System Surveillance Support

Location: Mobile, Alabama

Clearance required: SECRET

Responsibilities include (but are not limited to):

Provide onsite project management support services to the Project Manager Representative (PMR).
Plan, organize, and conduct system surveillance activities to ensure that the shipbuilder’s management control system complies with EVMS guidelines, and provide timely indications of actual and/or potential problems. The Contractor shall develop a process, with timelines, to review Shipbuilder deliverables related to Earned Value Management (EVM) and Integrated Master Schedule (IMS), and consolidate assessments and findings in a clear, cohesive, and concise manner.
Become familiar with scheduling activities that maintain the surveillance of the Shipbuilder’s IMS for the program. The Contractor shall conduct detailed analysis of the Shipbuilder’s IMS and any “mini-network” or other Shipbuilder produced schedules for all OPCs under the USCG contract. The IMS is an integrated, resource-loaded, schedule containing the networked, detailed tasks necessary to ensure successful project execution by the Shipbuilder and utilizes a critical-path methodology. The Analysis shall include, at a minimum, but is not limited to:
- Determine compliance with the OPC Production Contract/CLIN requirements.
- Determine compliance with Defense Contract Management Agency (DCMA) standards and ANSI-EIA 748 guidelines.
- Identify existing and potential problems that could impact the on-schedule completion or otherwise pose risk to project cost, schedule, or performance objectives of the OPC Production and Delivery Project.
- Assess probability of Shipbuilder to meet contract milestones.
- Determine Shipbuilder compliance with own processes and associated guidance/procedures by comparing the Shipbuilder’s defined process and general EVMS standards.
The Contractor shall coordinate system analysis with program integrators serving as focal points for specific acquisition programs. Ensure changes to the Contractor's system are properly documented and approved.
- Analyze changes to the IMS and provide assessments to customers.
The Contractor shall perform Quality Assurance (QA) for and monitor the OPC event-based IMS developed by the Prime Contractor. The Contractor shall maintain a copy of the Shipbuilder provided IMS accurately so that it can be used as a planning and tracking tool in identifying critical development milestone events and accomplishments for all activities defined throughout the life cycle of the Program.
- Maintain OPC physical progressing model using Microsoft Project, SharePoint, and Power BI.
- Audit shipbuilder’s reported physical progress as directed by the PMR.
- Ensure the shipbuilder provided IMS reflects the milestones associated with the elements in the MSAM, Program Acquisition Strategy and PMP. At a minimum, the IMS shall contain the following:
  - Baseline Start
  - Baseline Finish
  - Actual Start
  - Actual Finish
  - Duration
  - Percent (%) Complete
  - Predecessors
  - Successors
  - Critical Path
Provide support to the OPC PRO Business Manager:
- Assist in validating Shipbuilder EVM variance reports such as Contract Performance Reports (CPR), Contract Funds Status Reports (CFSR), Contractor Cost Data Reports (CCDR), and Integrated Master Schedule (IMS). Reconcile the reports with each other and against supporting data for the purposes of validating a system. Use fact-finding, analytical and interpretive methodologies to assess system health when cost, schedule, and performance information provided by the contractor is an insufficient indicator of actual or developing situations.
- Assist in determining Performance Measurement Baseline (PMB) compliance and Estimate at Completion (EAC) analysis. Review the Contractor's required external cost and schedule reports to ensure that they contain information derived from accepted/validated systems and the same base as used by the Contractor.
The Contractor shall identify and analyze difficulties that arise from conflicts among schedules or delays and propose several resolutions to continue to meet established program timelines/milestones.
- Provide input to, and evaluation of, risk management efforts to include risk planning, identification, analyses, and mitigation activities.
- Develop and provide comprehensive reports and presentations to management detailing findings of problems, potential problems, and risks to project cost, schedule, or performance goals from detailed analyses of Shipbuilder’s Integrated Master Schedule or other Shipbuilder-produced schedules as required by the PMR.
- Provide recommendations to the PMR related to project control, corrective actions, and recovery methods.
- Participate in development of data submittals in response to assigned Task Manager/COR tasking.
Evaluate data submittals, engineering change proposals, and Requests for Waiver/Deviation for production impact.
- Conduct CDRL Review and report results to the COR.
- Generate Contract Correspondence (letters, reports) and submit for review by the COR.
Conduct production surveillance in Shipbuilder’s facilities and onboard the under-construction OPC cutter to assess and compare the status of actual production and the Shipbuilder submitted IMS. Verify variance analyses and ensure that the information provided depicts actual conditions and is being used to manage the program.
Prepare narrative reports, trackers, lists, and spreadsheets as appropriate to document findings in accordance with standard EVM Center policy and processes. IMS analysis excerpts shall be submitted on a monthly basis throughout the period of performance or as the shipbuilding CDRL cycle dictates.
Each Government Fiscal Year, create and update the USCG OPC PRO program plan by working with appropriate USCG PRO leadership, Task Leaders and supporting organizations to maintain the master plan consisting of detailed schedules, work packages, task books, Work Breakdown Structures (WBS), milestones, and time-phased costs for each work package. The Contractor shall manage the Program Plan utilizing Primavera or MS Project Management software for earned value management. The Program Plan shall include the following specific components:
- WBS
- Work Packages (WP) Organized by WBS Element
- Task Books Organized by WBS Element
- Task Descriptions
- Work Plan and Task Schedules
- Preliminary Budget Estimates including:
  - Labor Costs and Personnel Requirements
  - Material Estimate Requirements
  - Travel Requirements
  - Other Support Requirements
  - Identification of Technical and Program Lead Personnel
Once the appropriate Program Office has approved the respective annual baselines, established EVMS techniques and tracking processes shall be maintained by the Contractor. The techniques and processes shall be based on the EVMS described in DJC2 Planning, IMS, and EVMS process documentation. Historical cost data financial sources shall be extracted and included as necessary in the EVMS with the baseline Program Plan. The analysis of planned and actual data will include the following specific efforts:
Tracking of Actual Cost Data. The contractor shall collect required budget and expense data to support EVM analysis. The Contractor shall collect actual labor and non-labor commitments, obligations, and expenses and input this data into the established EVMS weekly report. The contractor shall confer with COR to validate data input to the EVMS.
Analyze expenditures by comparing actual costs against planned costs by Work Package and WBS level, funding document, cost account, cost category and deliver the following results of the comparison to the COR: Planned vs. Actual total Program; Planned vs. actual by funding document; Planned vs. actual by cost account; Planned vs. actual by work package; Planned vs. actual by cost category; Planned vs. actual labor (personnel by name, labor hours and costs); Planned vs. actual non-labor in the established and deliver to USCG PRO task leads and COR.
- The reports shall include analysis of the following parameters: Spend plan, Funding burn rates, Resource tracking; Physical Progress (Vessel), Identification of potential financial and schedule risk areas, using the following parameters: Budgeted Cost of Work Scheduled (BCWS) or Planned Value; Budgeted Cost of Work Performed (BCWP) or Earned Value; Actual Cost of Work Performed (ACWP); Trend Analysis and Tracking; Cost and Schedule performance indices; Estimate at Completion.
- The contractor shall deliver a draft of each report to the COR within 10 working days of approval of the baseline Program Plan for confirmation of the reports’ formats. Once the Government established the format, the reports shall be delivered concurrent with the Monthly Status reports.
Provide notification of upcoming events and milestones within the schedule to the appropriate Project Lead in a manner to assist with adherence to said schedule.
Prepare scheduling materials (e.g. Gantt Charts, Tables, and Milestone Charts & Pictures) for Project reviews.
Attend meetings in relation to assigned tasks as designated in and as designated by the COR. Proactively seek out and coordinate schedule inputs from various stakeholders to accurately monitor the Shipbuilder provided IMS. Prepare and provide presentations with EVM and IMS status.

Minimum of 5 years’ experience in supporting project management and shipbuilding processes.
Bachelor’s Degree in an engineering field or related technical/business field.
Substitution for a Bachelor’s Degree may be:
- Five or more years of relevant experience in addition to the required minimum years of experience or EVM certification for Earned Value Management Professional (EVMP®) or Earned Value Management Director/Earned Value Management Officer (EVMD/ EVMOTM).
Comprehensive knowledge of shipbuilding processes.
Knowledge and skill in applying analytical and evaluative methods and techniques to organize, plan, conduct, evaluate and administer the EVMS surveillance program. The ability to produce EVM reports, briefs, and presentations using the contractors’ provided EVM data to forecast and outline current EVM status.
Proficiency in stand-alone and enterprise versions of MS Project® and Primavera® scheduling software.
Knowledge of economic, statistical, accounting, fact-finding, and financial analysis principles and techniques (e.g., random sampling, learning curves, and computerized cost models) necessary to (1) analyze historical cost and schedule, (2) analyze reports of auditors, technical specialists, and contractor personnel to assess actual EVMS compliance and verify and interpret contractor developed cost and schedule performance data, and (3) project cost and schedule performance trends, isolate disruptive factors, and estimate final contract cost.
Familiarity with DCMA standards and ANSI-EIA 748 guidelines as applicable to Integrated Master Schedules and related Earned Value Management System practices.
Comprehensive knowledge of auditing organizations (such as DCMA and DCAA), programs, and functions and knowledge of the overall acquisition process in order to adapt general guidance and policy and develop specific guidance peculiar to the PRO mission concerning the conduct of the EVMS surveillance program. Knowledge of the technical capabilities, functions and responsibilities of other contract administration service organizations sufficient to identify the need for special reports or assistance in evaluating contractor cost and performance data, establishing trends, and estimated final contract cost.
Physical Abilities: The required work shall require moderate walking and movement through an active shipyard and OPCs under construction.
Knowledge of Microsoft office software suite to include Word, PowerPoint, Power BI, and Excel.
