Full Job Description

Position Summary:

Under the general supervision of the City Manager, performs administrative and secretarial functions in support of the daily activities of the office of City Manager, City Council and Human Resources. Handles routine and complex administrative requests, responds to public and employee inquiries, and maintains confidential records.

Essential Job Functions:

An employee in this position may be called upon to do any or all of the following essential functions. These examples do not include all of the duties which the employee may be expected to perform. To perform this job successfully, an individual must be able to perform each essential function satisfactorily.

City Manager, Mayor and City Council:

1. Prepares and processes correspondence, records, and documents for City Manager, Mayor and City Council. Types, files and performs data entry.

2. Receives, screens and directs phone calls and visitors to appropriate personnel. Provides general information regarding City operations and policies.

3. Prepares and distributes proclamations, and awards.

4. Serves as liaison between the City Manager and other employees and/or the public. Follows up on complaints, correspondence and transactions involving deadlines and expiration dates.

5. Receives, prioritizes, copies and directs correspondence and mail for City Manager, Mayor, City Council and Retirement Board of Trustees.

6. Serves as Secretary to Retirement Board including agenda preparation and distribution, attendance at meetings, taking and transcribing minutes and maintaining files.

7. Reconciles budget expenditures on a monthly basis for City Manager’s office.

8. Maintains calendar for City Council, City Manager, City projects, special events and regular meetings. Schedules rooms such as Council Chambers, Council’s conference room, and City Manager’s conference room.

9. Maintains Administrative Regulations, Council Policy and Council Orientation manuals.

10. Maintains the confidentiality of select files, documents and personnel information.

11. Schedules appointments and makes travel arrangements for the Mayor and City Manager. Coordinates meetings, receptions and official ceremonies for the Mayor and Council, including arranging for food, refreshments, flowers and gifts.

12. Coordinates all necessary details to bring newly elected Mayor & Councilmembers onboard.

13. Maintains supplies for City Council and City Manager meetings, including purchasing of beverages, snacks, and paper products.

14. Compiles payroll for City Manager’s Office (includes all Department Heads and Tech Pros), Mayor, and City Council. Maintains department employee records, including leave times.

15. Assists with compiling the annual City Manager and City Council budgets. Creates and updates organization charts for all departments.

16. Maintains up-to-date records for Department, identifying ongoing Council issues, City projects and special events.

17. Performs purchasing duties for Mayor, City Council, City Manager’s Office, and Human Resources Departments.

18. Process purchase orders for retirement gifts from City Council for eligible retirees and coordinates the purchase with retiree and vendor.

19. Coordinates City Hall tours/visits.

20. Red Cross Blood Drive Coordinator, yearly drive each summer.

21. Maintain Archives for City Manager, City Council and Human Resources.

22. Work with Department Heads and staff of Riverview Register to receive and forward articles, and send reminders as needed, for timely submission.

Human Resources:

23. Maintains personnel records in computerized database, including entering new hire information, address changes, pay changes, terminations, garnishments, all healthcare/benefit cost tables, etc.

24. Calculates 20% healthcare costs for employees to use Leave Time to pay for insurance.

25. Works closely with Payroll Administrator to communicate all payroll changes

26. Completes annual salary surveys for MML and CWW

27. Assist with Open Enrollment and Healthcare billing

28. Maintains personnel and medical files

29. Schedules interviews and prepares interview packets.

30. Sends onboarding paperwork to new employees for completion and maintains communication with employee to ensure all necessary documents are received (new employee forms, proofs of identification, work permits, etc.).

31. Responds to verification of employment inquiries from banks, lending institutions, and employers.

32. Performs other related work as required.

33. Must demonstrate reliable and consistent attendance to fulfill the essential functions of the role

Pay: $28.00 per hour
