Your Team

The Office of Investigations and Labor Relations (OILR), part of the Office of the First Deputy Commissioner at the Department of Housing Preservation and Development, supports the agency’s mission by serving all divisions and offices to address a wide range of operational and personnel matters across the organization. The primary function of OILR is to investigate complaints of misconduct perpetrated by employees within the Agency and issue corrective action where necessary as a result. The Office also functions as a liaison with various labor unions representing the Agency’s staff.

Your Impact:

HPD is an agency of over 2,000 employees dispersed among multiple divisions responsible for everything from enforcing housing code, developing new building projects, and administering the Section 8 program. The candidate will be expected to perform highly confidential and sensitive investigations into misconduct and incompetence of all agency employees, looking into issues ranging from performance to falsifying records to criminal behavior, as well as assist in navigating relations between management and labor unions regarding employee concerns.

Your Role:

Your role will be to perform all of the tasks on investigations related to employee misconduct from intake to partaking in hearings to issuing disciplinary action. You will represent the office in providing counsel and trainings pertaining to conduct and supervision as well as assisting in the additional duties carried out in OILR.

This position is ideal for a candidate who is inquisitive, resourceful and analytical. The successful candidate will be meticulous, organized, able to think on their feet, ambitious, eager to learn, can write cogently, and flexible enough to perform effectively both independently and as part of a team.

Your Responsibilities:

Your primary responsibilities will include intake of complaints, gathering and examine evidence and records (internal and external), conducting interviews of employees as witnesses and subjects, and determine the appropriate disciplinary action. Occasional field work doing surveillance or serving paperwork will be required. The Investigator will create written memoranda and reports of their investigations and communicate with senior managers and union representatives. Finally, the Investigator will have to determine whether evidence meets the threshold of substantiation and what the appropriate level of discipline should be issued. The Investigator may have to assist in trial preparation or testify at hearings and other court proceedings.

Preferred skills

Prior experience in conducting or assisting on investigations.
Solid writing ability.
Strong communication skills, verbal and written, and capacity to engage in difficult conversations.
Excellent judgment and critical-thinking skills to assess evidence.
Highly detail-oriented and organized with the ability to handle a moderate caseload.
Self-awareness.
Ability to drive assignments forward and work independently or with minimal guidance.
Discretion and sensitivity working on confidential matters.

Candidate must possess a valid driver’s license and have excellent computer and writing skills. Must have flexibility for occasional early morning or evening assignments.
