LOCATION OF (1) POSITION(S) TO BE FILLED: DEPARTMENT OF CORRECTION, DAVIDSON COUNTY
A Motor Vehicle Records screening will be conducted prior to employment.
This position will be eligible for one day of work-from-home after completion of 90 days. This role also requires business related travel, including occasional overnight stays, with an anticipated travel requirement of up to 25 percent.
This position requires a criminal background check. Therefore, you may be required to provide information about your criminal history in order to be considered for this position.
Qualifications
Education and Experience: Graduation from an accredited college or university with a bachelor's degree and experience equivalent to substantial (five or more years of) increasingly responsible and varied full-time professional human resources work; OR four years of increasingly responsible professional general human resources experience with the State of Tennessee.
Substitution of Education for Experience: Additional graduate coursework in human resources administration or other related acceptable field may be substituted for the required experience, on a year-for-year basis, to a maximum of two years.
Substitution of Experience for Education: Qualifying full-time professional human resources experience may be substituted for the required education, on a year-for-year basis, to a maximum of four years.
Necessary Special Qualifications: None.
Examination Method: Education and Experience, 100%, for Preferred Service positions. For Executive Service positions, Minimum Qualifications, Necessary Special Qualifications, and Examination Method are determined by the appointing authority.
Overview
The Talent Acquisition Manager leads TDOC's Strategic Talent Acquisition Center of Excellence (TA CoE) with a statewide scope. The TA CoE operates as a centralized hub that strengthens recruiting by unifying expertise, developing talent pipelines, and establishing resources. This role strengthens the employer brand, improves the candidate experience, and uses data and analytics to drive strategic, high-quality hiring decisions.
The Talent Acquisition Manager leads statewide Talent Acquisition (TA) strategy and directs core TA programs that support consistent, effective hiring practices across the agency. This role guides the TA team in delivering consultative support to assist leaders, HR partners, and facilities to meet workforce needs through high-quality, data informed practices.
Responsibilities

Lead statewide hiring strategy and ensure alignment between workforce needs, agency priorities, and best practice talent acquisition methods.

Oversee posting governance, workflow processes, and posting timeliness to support efficient, accurate hiring operations.

Maintain up-to-date, competency-aligned job descriptions and standardized interview tools to ensure consistent, high-quality selection practices.

Drive a strong, consistent candidate experience and optimize the end-to-end candidate journey from awareness through pre-boarding.

Manage TA technology, tools, and resources to improve efficiency and operational effectiveness.

Lead and expand talent pipeline programs, including highschool, GED, and community-based pathways; build and sustain partnerships with education and workforce organizations.

Provide leadership, coaching, and training to TA staff, HR partners, and hiring managers to ensure consistent, effective hiring practices.

Facilitate field communication through Facility Champions and regular feedback loops.

Monitor and improve pipeline metrics, conversion outcomes, and vacancy durations to ensure hiring goals and agency objectives are met.
