The Challenge
Security management is a fundamental pillar of intelligence operations. Every cleared position within the Department of Defense (DoD) depends on the efficient and effective execution of Sensitive Compartmented Information (SCI) management functions.
As a Construction Surveillance Technician (CST) with JCTM, you will play a vital role in executing ICD705 security measures and compliance, providing critical security services for the functions for military, civilian, and contractor personnel. Your responsibilities will span through activities by coordinating schedules, documenting requirements, tracking personnel and access matters, and maintaining awareness of construction-phase security actions ensuring compliance with Intelligence Community (IC), DoD, and Department of the Navy (DoN) standards.
This role requires expertise in managing multiple complex tasks, requiring a mix of innovation and practical problem-solving. You will work independently and collaboratively, using risk management principles to make security decisions that impact national security operations.
Key Responsibilities

Assist the Site Security Manager (SSM) in the formulation and implementation of ICD705 security goals, policies, and procedures.

Assist the Site Security Manager and government security representatives with secure facility planning/design, construction security activities, accreditation preparation, and compliance tracking.

Prepare detailed reports on security incidents, security violations, and other findings.

Organize accreditation documentation, monitor package development, identify missing information, and track actions required to support facility approval.

Implement DIA SCIF accreditation standards, including physical security separation, TEMPEST requirements, and compliance for Automated Information Systems.

Ensure all personnel meet and maintain security clearance requirements under relevant policies for access.

Manage facility badge access and maintain accurate documentation.

Perform security duties related to Physical Security, Access Control, and Personnel Security, ensuring classified information remains protected.

You Have

Active TS/SCI clearance
-
3+ years of security management experience, preferably in an SCI environment*

In-depth knowledge of IC, DoD, and DoN governing policies for SCI security

Experience managing/working the following areas of Construction Security:

Sensitive Compartmented Information Facility (SCIF) Construction Surveillance

Construction Security Plan (CSP) Compliance

Construction Documentation Review

Escort of Uncleared Construction Personnel

Construction Security Monitoring & Oversight

Construction Material & Equipment Verification

Daily Activity Logs & Security Documentation

Incident Reporting & Security Investigations

Experience with security planning, operations, and implementation

Prior experience handling GSA containers and classified document control

Ability to work independently and collaboratively in a dynamic environment

Strong oral and written communication skills

Proficiency with Microsoft Office programs
- Education beyond a high school diploma may be substituted for experience requirements.

Knowledge of ICPG 704.2, ICD/ICS 705, DoD 5205.07, and NISPOM policies

Expertise in SCIF operations management

Familiarity with SCI nomination processes

Experience preparing executive-level briefs for senior government or military leaders

Experience developing integrated master schedules, program dashboards, performance metrics, and risk or issue reports

Experience with document control and records management in classified

Associate degree or equivalent progress in a degree program
Clearance
Applicants selected will be subject to a security investigation and must meet eligibility requirements for access to classified information. TS/SCI clearance is required. Must be able to obtain and maintain Special Access Program (SAP) clearance.
