Full Job Description

JOB DESCRIPTION

TITLE: Executive Assistant

REPORTS TO: Executive Director
STATUS: Full-Time (40 hours per week), Non-Exempt
SALARY: $24.00 - $29.00 per hour, depending on qualifications and experience.
PROBATIONARY PERIOD: Successful completion of a ninety (90) day probationary period is required.

BENEFITS: Eligible for benefits including paid time off, paid holidays, and participation in the Connecticut Municipal Employees Retirement System (CTMERS), in accordance with Housing Authority policies.

POSITION SUMMARY

The Executive Assistant provides administrative and operational support directly to the Executive Director and assists with the daily operations of the Southington Housing Authority. This position serves as a key point of contact for residents, applicants, Board members, and the public while maintaining confidential records and supporting housing programs, day-today office operations, resident services, and administrative functions.

The successful candidate must demonstrate professionalism, strong organizational skills, attention to detail, excellent communication skills, discretion, and the ability to work independently while managing multiple priorities in a public housing environment.

PRINCIPAL DUTIES AND RESPONSIBILITIES

· Provide comprehensive administrative support to the Executive Director, including correspondence, scheduling, records management, report preparation, document preparation, and general administrative coordination.

· Serve as the primary receptionist and point of contact for residents, applicants, vendors, contractors, and visitors; respond to inquiries, document concerns, and coordinate follow-up as needed.

· Maintain office communications, resident service requests, and other administrative records.

· Receive and process resident maintenance requests; enter and track work orders in PHA-Web, coordinate with maintenance staff, monitor completion, close work orders, and prepare monthly work order reports.

· Perform Accounts Receivable functions in PHA-Web, including tenant charges, rent collection, payment processing, bank deposits, ACH transactions, and monthly bank reconciliations.

· Assist with Accounts Payable functions in PHA-Web, including reviewing vendor invoices, preparing checks for Executive Director signature, processing tax-exempt documentation, and ensuring compliance with applicable sales tax requirements.

· Assist the Executive Director in preparing Board of Commissioners meeting materials and reports, attend meetings as requested, and assist with legal and administrative matters, including document preparation and accompanying the Executive Director to court proceedings when requested (this position does not represent the Housing Authority in legal proceedings).

· Administer applicant waiting lists, including updates, annual purges, communications, and required documentation.

· Process applicant admissions, including interviews, background checks, unit showings, move-in procedures, resident file preparation, lease execution, and required Section 8 voucher documentation in accordance with Housing Authority policies and applicable regulations.

· Coordinate vacant unit turnover with maintenance staff, maintain vacancy reports, and prepare and distribute resident notices regarding inspections, appointments, work orders, and other Housing Authority communications.

· Maintain accurate electronic and paper records in compliance with Housing Authority policies and applicable federal, state, and local requirements.

· Order office and maintenance supplies, assist with general office operations, and perform other related duties as assigned by the Executive Director.

REQUIRED QUALIFICATIONS

High school diploma or equivalent required.
Minimum of three (3) years of administrative office experience preferred.
Experience with bookkeeping, accounting, financial recordkeeping, property management, or related administrative functions preferred.
Ability to maintain confidentiality regarding resident, applicant, personnel, financial, and other sensitive Housing Authority information.
Proficiency with Microsoft Office Suite.
Valid driver’s license required.

PREFERED QUALIFICATIONS

Experience with PHA-Web software preferred.
Experience working in housing, municipal government, or a public service environment preferred.

KNOWLEDGE, SKILLS, AND ABILITIES

Excellent written and verbal communication skills.
Strong organizational skills and attention to detail.
Ability to prioritize tasks, meet deadlines, and manage multiple responsibilities.
Ability to interact professionally and respectfully with residents, applicants, vendors, contractors, Board members, employees, and the public.
Ability to work independently with minimal supervision.
Strong customer service skills and commitment to providing professional and respectful service to Housing Authority residents.
Ability to exercise sound judgment and maintain confidentiality at all times.

PHYSICAL REQUIREMENTS AND WORK ENVIRONMENT

The employee must be able to perform the essential functions of the position. The position requires regular use of computers, telephones, and office equipment, as well as periods of sitting, standing, walking, filing, and document preparation. The employee may occasionally walk through Housing Authority properties, climb stairs, and lift or carry materials up to approximately 25 pounds. Work is primarily performed in an office environment with occasional field activity related to resident services, property operations, inspections, meetings, and other Housing Authority activities,
