Housing Director

Picuris Pueblo Housing Department
Picuris Pueblo – Peñasco, New Mexico

Position Summary

The Housing Director is responsible for the overall leadership, administration, planning, development, and management of the Picuris Pueblo Housing Department. This position oversees all tribal housing programs, housing development projects, maintenance operations, rehabilitation programs, homeownership initiatives, rental assistance, and federal and tribal housing grants. The Housing Director ensures compliance with applicable Tribal, HUD, NAHASDA, Indian Housing Block Grant (IHBG), and other federal and state regulations while promoting safe, affordable, and culturally appropriate housing opportunities for enrolled members of Picuris Pueblo. Similar tribal housing director positions emphasize oversight of housing programs, strategic planning, NAHASDA compliance, budgeting, and coordination with tribal leadership and HUD.

Reports To: Tribal Administrator and/or Governor

Employment Status: Full-Time

Essential Duties and Responsibilities Department Administration

Direct and oversee all operations of the Housing Department.
Develop long-range housing strategies that support the housing needs of Picuris Pueblo members.
Recommend housing policies, procedures, and program improvements.
Prepare reports for Tribal Council, Housing Board, and funding agencies.
Ensure efficient administration of all housing programs and services.

Housing Program Management

Administer all tribal housing programs, including:
Indian Housing Block Grant (IHBG)
Native American Housing Assistance and Self-Determination Act (NAHASDA)
Housing rehabilitation programs
Down payment and homeownership assistance
Emergency housing assistance
Rental housing programs
Elder housing initiatives
Develop new housing opportunities through federal, state, and private funding sources.
Coordinate occupancy, eligibility determinations, and waiting lists.

Planning and Development

Develop annual and long-range housing plans.
Oversee housing construction, rehabilitation, modernization, and infrastructure projects.
Coordinate with architects, engineers, contractors, and consultants.
Monitor project schedules, budgets, and contract performance.
Ensure projects meet applicable building codes and HUD standards.

Financial Management

Prepare and administer departmental budgets.
Monitor expenditures and ensure fiscal accountability.
Oversee grant budgets and financial reporting.
Approve purchases in accordance with Tribal procurement policies.
Coordinate annual audits and program monitoring.

Grant Administration

Prepare and submit grant applications.
Administer federal and state housing grants.
Ensure timely completion of required reports.
Monitor compliance with grant requirements.
Identify additional funding opportunities for housing development and infrastructure.

Compliance

Ensure compliance with:
NAHASDA
Indian Housing Block Grant (IHBG)
HUD regulations
Tribal housing policies
Tribal procurement policies
Environmental regulations
Davis-Bacon requirements (when applicable)
Uniform Guidance (2 CFR Part 200)
Coordinate program monitoring and audits.

Property and Maintenance Management

Oversee maintenance of tribal housing units.
Develop preventative maintenance schedules.
Ensure timely repairs and inspections.
Manage maintenance staff and contractors.
Monitor inventory, equipment, and fleet assigned to Housing.

Staff Supervision

Supervise Housing Department employees.
Conduct performance evaluations.
Coordinate employee training and professional development.
Recommend hiring, promotions, disciplinary actions, and terminations.

Community Relations

Meet with tribal members regarding housing needs and eligibility.
Coordinate housing workshops and educational programs.
Represent Picuris Pueblo with HUD, BIA, state agencies, and community organizations.
Attend meetings, conferences, and training related to tribal housing.

Other Duties

Serve as advisor to Tribal leadership on housing matters.
Maintain confidentiality of all applicant and tenant information.
Perform other duties as assigned.

Experience

Five (5) years of progressively responsible housing management experience.
Three (3) years of supervisory experience.
Experience administering HUD or NAHASDA-funded housing programs preferred.
Experience working with Tribal governments preferred.

Certified Occupancy Specialist (COS)
Certified Housing Manager
NAHASDA/IHBG Training Certificates
HUD Program Certifications
Project Management Professional (PMP) (Preferred)

Knowledge, Skills, and Abilities

Knowledge of NAHASDA and Indian Housing Block Grant requirements.
Knowledge of HUD housing regulations.
Knowledge of Tribal government operations.
Knowledge of construction and rehabilitation management.
Budget preparation and financial management.
Grant writing and grant administration.

Strong public speaking and communication skills.
Ability to interpret laws, regulations, and policies.

Ability to maintain confidentiality.
Proficiency with Microsoft Office and housing management software.

Physical Requirements

Ability to walk construction sites and housing developments.
Ability to lift up to 25 pounds.
Ability to sit, stand, bend, and climb stairs.
Occasional travel for training, meetings, and inspections.

Working Conditions

Office environment.
Frequent field visits to housing units and construction sites.
Occasional evening meetings with Tribal Council and Housing Board.
Travel throughout New Mexico and surrounding areas as needed.

Preferred Qualifications

Experience with Tribal Housing Authorities or Tribally Designated Housing Entities (TDHEs).
Knowledge of Indian Preference and TERO requirements.
Experience managing multi-million-dollar grant budgets.
Experience with housing development, infrastructure planning, and environmental review processes.
Familiarity with procurement and contract management.
Experience preparing HUD and NAHASDA reports.
