Full Job Description

PRIMARY FUNCTION: Responsible for managing the PHS and AIDS Institute grant funded participant services at Lower East Side Harm Reduction Center (LESHRC) ensuring coordination and compliance with funding sources, and key stakeholders; effective supervision and staffing; monitoring service and quality assurance and guaranteeing culturally responsive direct services to individuals and families in the program.

DUTIES AND RESPONSIBILITIES:

Program Duties:

· Ensure delivery of Harm Reduction services at KH in compliance with funder requirements. Ensure integrity and quality of program and services to clients through the establishment of auditing and continuous quality improvement and assurance activities.

· Oversee supply management for all sites: including syringe supplies, overdose prevention kits, and test strips.

· Conduct monthly quality assurance chart reviews on 20% of clients enrolled into program ensuring program confidentiality forms are up to date, signatures are placed on all required documents, and clients are being referred to multiple agency programs.

· Ensure all new clients complete the required agency screening.

· Provide administrative and clinical supervision to staff, peer interns, and PDSE Networkers. Conduct a minimum of two supervisions per month.

· Responsible for oversite, implementation, and reporting of PHS and AIDS Institute SEP/OS contracts.

· Supervise MOUD services and prescribers at LES, KH, and Outreach,

· Responsible for expansion of community knowledge of and access to MOUD services

· Review, assess, and allocate new case assignments. and ensure caseloads of 20-25 for each staff member.

· Ensure staff and peer training on topics such as harm reduction, overdose prevention, HIV/HCV prevention/treatment, and MOUD.

· Ensure ongoing implementation and delivery of culturally competent, evidence-based practices associated with successful treatment outcomes.

· Develop and maintain program policies and procedures for SSP, MOUD, and Overdose Response. Review and update program policy and procedures on an annual basis.

· Supervise individual and group naloxone training across Alliance sites. Coordinate with Outreach Director for group and individual outreach overdose prevention training.

· Provide crisis management for incidents involving medical or mental health emergencies, overdose responses, law enforcement, and conflict.

· Cultivate relationships with stakeholders including local government officials, law enforcement, and community partners by representing the agency, conducting presentations, and developing partnerships.

· Ensure coordination of services to address client SDOH needs with both internal and external providers.

· Monitor and continuously improve program services resulting in increased program performance, client satisfaction, and achievement of agency-established program outcomes.

· Responsible for narrative and statistical reports detailing program activities for executive staff, board of directors, and funders.

Attend monthly staff and unit meetings.
Participate in contract compliance and funder meetings as required.
Participate in agency-wide strategic planning, as a member of the program management team.
Attend a minimum of two agency events for clients and one agency fundraising event per year.
Other duties as required to meet the mission of the agency and/or the client services department.

QUALIFICATIONS: The Director will have a master's degree in public health or related degree, and a minimum of five years’ management experience. They must have knowledge of substance use, Harm Reduction Practices, and HIV prevention & education. Excellent writing, communication, and organizational skills are required.

Pay: $90,000.00 per year
