Position Summary

The Certified Payroll & Prevailing Wage Compliance Specialist is responsible for the weekly administration and submission of certified payroll reports for all public works projects. This role ensures compliance with California prevailing wage laws by maintaining current wage determinations, monitoring regulatory updates, and submitting certified payroll reports through various compliance platforms.

While this position does not process the company's weekly payroll as a primary responsibility, it is expected to provide backup support to the Payroll Specialist during vacations or other scheduled absences.

Essential Duties & Responsibilities

Certified Payroll & Compliance

Prepare, review, and submit weekly Certified Payroll Reports (CPRs) for all applicable public works projects.
Submit certified payroll through California DIR eCPR, LCPtracker, Elations, and other owner-required compliance systems.
Maintain reporting deadlines and ensure all certified payroll submissions are timely and accurate.
Review employee classifications, work classifications, fringe benefits, apprentice utilization, and prevailing wage compliance.
Maintain current California prevailing wage determinations and ensure wage rates used by the company remain accurate and up to date.
Monitor updates issued by the California Department of Industrial Relations (DIR) and communicate changes affecting payroll compliance.
Assist project teams with prevailing wage questions and labor compliance requirements.
Respond to certified payroll requests and audit inquiries from public agencies and Labor Compliance Programs.
Maintain organized electronic records of certified payroll reports and compliance documentation.

Payroll Support

Cross-train with the Payroll Specialist to maintain business continuity.
Serve as backup for weekly payroll processing during vacations, planned absences, or other staffing needs.
Assist with payroll reconciliations and payroll-related projects as assigned.
Collaborate with Payroll and Human Resources to resolve payroll and compliance issues.

Continuous Improvement

Identify opportunities to improve certified payroll processes and reporting efficiency.
Assist with implementation of new compliance software or reporting requirements.
Maintain current knowledge of California labor laws, prevailing wage requirements, and industry best practices.

Qualifications

Required

Minimum three years of certified payroll experience in the California construction industry.
Strong knowledge of California Prevailing Wage requirements and California DIR regulations.
Experience submitting certified payroll through DIR eCPR, LCPtracker, Elations, or similar labor compliance systems.
Ability to interpret California wage determinations and labor classifications.
High proficiency in Microsoft Excel.
Exceptional organizational skills and attention to detail.
Strong written and verbal communication skills.
Ability to manage multiple deadlines simultaneously.

Preferred

Experience with Foundation Software payroll system.
Experience supporting weekly construction payroll.
Knowledge of apprenticeship compliance and public works reporting.
Certified Payroll Professional (CPP) designation is a plus but not required.

Compensation

Estimated Hourly Range: $35 - $40

Compensation will be based on experience, qualifications, and demonstrated knowledge of California prevailing wage compliance and certified payroll reporting.
