COMMUNITY MANAGEMENT ASSOCIATE

ANTICIPATED SALARY RANGE/STATUS

$70,304 - $90,000, Exempt Status

ABOUT THE JOB

Irvine Campus Housing Authority (ICHA) manages UC Irvine’s employee housing program. With an overarching goal of Building Community, the Community Management Associate is a team member of the ICHA Community Management Department, which is tasked with three key functions: providing guidance to University Hills community members with architectural applications, recreational amenities reservations, and general issues related to living in University Hills; working with the Homeowners Representative Board (HRB) on various initiatives, community events, and programs; managing the exterior of the townhome properties per the obligations of ICHA in the Ground Sublease; and implementing Rules and Regulations Enforcement as delineated in the Ground Sublease and its Exhibits.

Experience performing the responsibilities listed below is required for this position.

KEY RESPONSIBILITIES

The Community Management Associate and Community Management Team are responsible for specific tasks and coordination of the Ground Sublease conditions in supporting the mission of ICHA’s Corporate Board of Directors and HRB
This position includes managing the physical maintenance of the exterior of a single family attached townhome sub-community and related landscaping and management responsibilities for University Hills
Collaborates with and guides the resident Homeowners Representative Board (HRB) with Architectural Review and related services, Homeowner Property Use and Maintenance oversight, Dispute Resolution, Common Area Landscape Maintenance, Rules Enforcement, and the development of a true sense of community in University Hills
Join HRB subcommittees in planning and facilitating community events and functions
Reporting to the Senior Community Management Associate of Community Management and Director of Community Management, the Community Management Associate is responsible for the proper, efficient, and timely performance of these tasks in accordance with ICHA governing documents, corporate policy and State and Federal Law

1. Administrative

Maintain high assistance standards that consistently address resident needs through the promotion of solutions and resident self-empowerment
Support all functions of the Community Management Department which fall within its related annual budget operations of approximately $1,500,000.00
Attend monthly HRB and Committee meetings as required
Present oral and written reports, proposals, and recommendations to Senior Community Management Associate and Director of Community Management
Prepare annual budgets and special projects, as delegated
Prepare meeting agendas and strong minute taking skills
Develop and implement departmental policies and procedures
Prepare department specific articles for newsletters, notifications, community, and the corporation’s web sites
Contract negotiation and administration as delegated
Contractor compliance, including management of vendors responsible for pest control, landscaping maintenance and corporate/community interface with the City of Irvine, UCI Police Department, OCFA, Campus Facilities Management and other UCI departments, as delegated

2. Community Assistance

Provide field coordination and inspections to ensure community standards, rules enforcement, safety and other ICHA responsibilities are accomplished in accordance with Sublease policies
Collaborate and facilitate the planning and implementation of ICHA participation in annual community meetings and events
Be available to respond to community trouble requests and after hour emergencies to facilitate timely resolve of homeowner/resident concerns and asset protection

3. Homeowner Townhome Property Management

Prepare the reserve study budget as delegated
Vendor management including preparing scopes work, bidding and project oversight as delegated
Understand reserve studies and funding; update reserve studies and manage component work as delegated
Be available to respond to homeowners with Association maintenance requests
Provide oversight of the maintenance easement responsibilities over the townhome building exteriors and common area landscaping as delegated

4. Architectural and Rules Enforcement

Have a strong understanding of the permitting process
Administration of ground sublease rules, regulations, and architectural standards in a fair and consistent manner and in accordance with policies and governing documents. Ability to interpret governing documents
Liaison between owners, inspectors, and vendors on architectural/property improvement issues
Prepare recommendations for revisions to architectural standards and related policy and rules
Responsible for the implementation of policies
HRB/Architectural Committee liaison – log property improvement applications/plans, send ICHA approved property improvement applications/plans to the HRB for review and once approved, send them back to the homeowners
Participate in HRB/Architectural Committee meetings as necessary for the purpose of reviewing improvement projects, architectural appeals, and other pertinent issues
Provide architectural reviews and make recommendations
Work closely with corporate legal counsel as appropriate on matters related to architectural review, Property Use and Maintenance Regulations, enforcement, etc.

PRIMARY QUALIFICATIONS AND REQUIRED EXPERIENCE

Sufficient education, training and/or work experience to demonstrate possession of the following knowledge, skills, and abilities. Minimum qualifications are outlined below.

Community, residential, and HOA management experience is required
Excellent communication/Interface to foster a team environment relationship with homeowners, residents, guests, Committee members, the HRB, municipal, public, and emergency services agencies, various service vendors and corporation staff to ensure outstanding assistance and support
Microsoft Office (Outlook, PowerPoint, Excel, and MS Word)
Principles and practices of community management
Understanding the necessary interfaces involving cultural and social needs of diverse groups and populations
Contract negotiation and administration
Principles of office administration, including budget and account management
Work with advisory boards/committees and community groups
Superior written and verbal communication skills
Professional ability to deal with residents and renters under sometimes challenging circumstances
Comfortable with broad parameters of responsibilities and tasks
Ability to read and interpret architectural drawings/schematics
Comfortable speaking, engaging, and working with diverse groups
Highly developed organizational and project management skills; outstandingly accurate attention to detail
Administrative report preparation, statements and correspondence preparation and analysis
High level of integrity and confidentiality
Principles of accounting management and project management
Self-motivated and ability to work with minimal supervision
Must follow and comply with all state and federal employment and fair housing laws

Education

Bachelor’s degree preferred
Professional credentials (CCAM, PCAM) preferred
