Under the general direction of the Director and Assistant Director of Parks and Recreation, this role develops, coordinates, promotes, and administers a variety of year-round recreation programs, sports leagues, special events, youth activities, and community engagement initiatives for the City of Maumelle. During the aquatic season, serves as the City’s Aquatics Manager, overseeing the daily operation of the Dowell Naylor Aquatic Center, supervising seasonal staff, ensuring regulatory compliance, and maintaining a safe and enjoyable environment for patrons.
ESSENTIAL DUTIES AND RESPONSIBILITIES
Recreation/Activity Programming & Special Events
- Develops, coordinates, promotes, and administers year-round adult and youth recreational programs, leagues, tournaments, instructional activities, and special events.
- Manages adult athletic leagues including, but not limited to, softball, basketball, flag football, and other City-sponsored athletic programs.
- Coordinates and manages community events including Daddy-Daughter Dance, Easter Egg Hunt, Fishing Derby, 4th Fest and Parade, Haunted House and Carnival, Movies in the Gym, Christmas in Maumelle activities, and other City-sponsored events.
- Develops, promotes, and administers youth summer camps and instructional recreation programs.
- Coordinates and manages the Maumelle 1st and 2nd Grade Coed Basketball instructional league.
- Serves as recruiter, administrator, advisor, and mentor for the Maumelle Youth Council, including coordinating meetings, volunteer opportunities, civic engagement activities, and annual travel.
- Produces promotional materials, schedules, correspondence, policies, participant information, and program rules.
- Evaluates community recreation needs and recommends new or expanded programs based on citizen feedback and participation trends.
- Serves as an advisor to community organizations regarding recreation programming and special events.
Participates in departmental planning meetings and assists with overall Parks and Recreation operations, including monitoring time entries for payroll.
Aquatics Management (Seasonal)
- Manages the daily operation of the aquatic center during the aquatic season.
- Recruits, hires, trains, schedules, supervises, and evaluates seasonal lifeguards, aquatic staff, and other seasonal employees.
- Ensures adequate staffing levels and conducts regular staff meetings and in-service training.
- Maintains compliance with all federal, state, and local health, safety, and aquatic regulations.
- Monitors pool water chemistry, filtration systems, facility cleanliness, and overall maintenance.
- Conducts routine inspections of pool equipment, buildings, restrooms, and grounds.
- Coordinates routine maintenance and reports repair needs.
- Oversees admissions, concessions, inventory, cash handling, and daily operational records.
- Responds to emergencies, directs emergency response efforts, and ensures incident documentation is completed accurately.
- Enforces pool rules and provides exceptional customer service to patrons.
- Coordinates swim lessons, aquatic programs, private rentals, and special pool events.
Prepares seasonal operational reports, attendance summaries, revenue reports, and recommendations for future improvements.
General Department Responsibilities
- Assists with the operation and maintenance of parks, athletic fields, recreation facilities, community center, aquatic facilities, and other City facilities as assigned.
- Works evenings, weekends, holidays, and irregular hours as required by program schedules and special events.
Performs other related duties as assigned.
RESPONSIBILITY FOR FUNDS, PROPERTY & EQUIPMENT
- Responsible for developing and administering budgets for assigned recreation programs, special events, aquatic operations, and youth activities. Oversees procurement of supplies, equipment, uniforms, awards, pool chemicals, concessions, and operational materials.
- Responsible for daily cash handling, admissions, concessions, deposits, and financial accountability for aquatic operations. Maintains the checking account associated with the Maumelle Youth Council and ensures proper financial recordkeeping.
Responsible for safeguarding City property, including recreation equipment, athletic equipment, aquatic equipment, pool systems, chemicals, concession inventory, vehicles, computers, audiovisual equipment, and related assets.

SUPERVISORY RESPONSIBILITIES
- Supervises seasonal lifeguards, aquatic staff, recreation aides, officials, camp staff, volunteers, and other temporary personnel assigned to recreation programs and aquatic operations.
- Provides leadership, hiring recommendations, scheduling, training, coaching, performance evaluations, and disciplinary recommendations for seasonal employees.
Provides direct supervision of Maumelle Youth Council members during meetings, volunteer projects, travel, and community activities.

EDUCATION AND EXPERIENCE
- Bachelor’s degree from an accredited four-year college or university in Parks and Recreation, Sports Management, Public Administration, Education, Business Administration, or a closely related field; and
- Two (2) years of progressively responsible experience in recreation programming, parks and recreation administration, athletic league management, aquatic facility operations, or a related field; or
- An equivalent combination of education, training, and experience that provides the required knowledge, skills, and abilities.
- Supervisory experience is preferred.
Experience managing aquatic facilities or supervising lifeguards is preferred.

CERTIFICATES, LICENSES & REGISTRATIONS
Must possess or obtain:
- Valid Arkansas Driver’s License.
- American Red Cross Lifeguarding Certification (or equivalent) preferred.
- CPR for Professional Rescuers.
- First Aid Certification.
- AED Certification.
Certified Pool Operator (CPO) or Aquatic Facility Operator (AFO) certification is preferred or required within a timeframe established by the City.

INTERNAL COMMUNICATIONS
Daily interaction with the Parks and Recreation Director, Assistant Director, Office Administrator, Administrative Assistant, Facility Manager, Recreation staff, Public Works, Finance, and other City departments.
EXTERNAL COMMUNICATIONS
Regular interaction with residents, parents, coaches, officials, sponsors, vendors, volunteers, Youth Council members, participants, community organizations, contractors, and representatives of local schools and civic groups.
USE OF EQUIPMENT
Operates computers, software applications, telephones, copiers, cash registers, point-of-sale systems, audiovisual equipment, City vehicles, athletic equipment, maintenance equipment, pool filtration systems, chemical testing equipment, concession equipment, and various recreation equipment.
PHYSICAL DEMANDS
The employee frequently stands, walks, bends, stoops, reaches, climbs, swims, and lifts up to 50 pounds. Duties require working outdoors in varying weather conditions, including prolonged exposure to heat, humidity, sunlight, rain, and pool chemicals. The employee must be able to respond immediately to emergencies, perform water rescues when necessary, and safely monitor recreational activities.
WORK ENVIRONMENT
Work is performed in offices, recreation facilities, parks, athletic fields, community centers, and aquatic facilities. The position routinely requires evening, weekend, and holiday work. Exposure to outdoor weather, pool chemicals, moving mechanical equipment, moderate noise, and large public gatherings should be expected.
ADDITIONAL REQUIREMENTS
- Must demonstrate professionalism, sound judgment, flexibility, and exceptional customer service. Must be able to balance multiple priorities while maintaining a high level of organization and attention to detail.
- Must be willing to travel, including serving as a chaperone for the Maumelle Youth Council’s annual conference in Washington, D.C., and attend professional training as required.
