Full Job Description

The RESTART Case Manager is a Career Connect Navigator who leads the participant caseload — walking alongside justice-involved young adults from intake and enrollment through at least 12 months of post-exit follow-up. Assisted by other navigators as needed, they are the subject matter expert who strengthens our processes, supports our success, and ensures the grant delivers its outcomes. As a Career Connect Navigator, you will be the bridge between job seekers and employers, ensuring a smooth and successful connection. This position works in a fast-paced environment based on collaboration, communication, and results.

West Alabama Works (WAW) is the nationally recognized workforce development division of the West Alabama Chamber of Commerce. Our mission is to partner with business, industry, and education to build a highly skilled workforce that meets the needs of regional industry and business. Career Connect combines platform, process, and people — dedicated Navigators working together to find, engage, and guide job seekers, especially those traditionally disconnected from the workforce, into training, support services, and meaningful employment. Career Connect is about transforming lives, supporting business growth, and building a stronger workforce for Alabama.

About the RESTART Initiative

RESTART is a U.S. Department of Labor-funded initiative serving 400 justice-involved young adults ages 18–24 across the state of Alabama. As lead implementer under a subcontract with the Alabama Department of Workforce, WAW connects participants to short-term, industry-recognized credentials and meaningful employment in high-demand Alabama industries.

Responsibilities of the Position

Serves as lead case manager for RESTART, directing the work of supporting navigators on the caseload and acting as the subject matter expert for case management processes and grant outcomes.
Case manages (navigates) RESTART participants through our workforce process using Career Connect, providing personalized, persistent follow-up — via text, phone, email, and in-person events — from enrollment through 12 months post-exit, ensuring every individual feels seen, supported, and connected.
Conducts participant intake, eligibility documentation, and enrollment.
Completes barrier and needs assessments and develops an Individual Development Plan (IDP) with each participant, with reassessments every six months.
Connects participants to training (CDL, welding, NCCER, OSHA, and other industry-recognized credentials), apprenticeship, OJT, and employment.
Coordinates supportive services that remove barriers to training and employment — such as transportation, childcare, and work tools — under WAW’s last-dollar policy, exhausting other resources, including WIOA co-enrollment, first.
Manages relationships with partners, especially employers — serving as the bridge that matches talent with opportunity in a way that is both efficient and personal.
Documents all case notes, services, and outcomes in Career Connect to support performance monitoring and reporting.
Works in collaboration with the Executive Director of WAW, Sr. Director of Career Connect, and the Career Connect team; assists with WAW outreach and hiring events as needed; attends regular staff meetings; and performs other duties as assigned.

Requirements

Bachelor’s degree required; relevant experience may substitute.
Background in workforce development, reentry, case management, or grant-funded programs strongly preferred.
Strong organizational, data, and communication skills; comfortable being accountable to measurable performance benchmarks.
Self-starter who takes ownership of the work and drives it forward independently, working well with partners across education, industry, government, and community organizations.
Technology is central to how we work — proficiency in Microsoft Office and the ability to quickly master Career Connect and the platforms that power our process are essential.
Statewide travel required; some morning and evening meetings/events.
Ability to perform all essential functions with or without reasonable accommodation and represent WAW professionally and positively.

Accountability

Reports to the RESTART Project Director and Sr. Director of Career Connect. Maintains a high ethical standard with highly confidential participant and justice-system information, and works cooperatively with all Chamber and WAW colleagues.

Compensation and Benefits

Base in Tuscaloosa with possible hybrid flexibility – one or two days remote per week. Competitive salary commensurate with experience; health insurance (BCBS); AD&D insurance; retirement program; paid personal time off. Full-time position funded through the RESTART grant period of performance; continued employment may be contingent on funding.
