Full Job Description

Position Summary:

Responsible for implementing the process of ongoing monitoring and continuous improvement for achieving program goals to ensure child safety and the delivery of effective, high-quality program services. The optimal candidate will have a proven record of accomplishment in delivering high-quality performance outcomes in alignment with the Head Start Performance Standards, Head Start Act, FA-1/FA-2 protocols, Chicago Early Learning Standards, licensing requirements, and industry best practices. This leader must be passionate about closing the opportunity and achievement gap for our most vulnerable, at-risk children and families across Chicago communities. The candidate must be committed to achieving operational excellence programs ensuring our children meet their developmental milestones and our families measurably improve the quality of their lives.

The chosen candidate must demonstrate prior proficiency in coaching, managing and leading multiple program teams. The candidate will be responsible for providing oversight and management in ensuring compliance within two directly operated centers and 27+ community partner centers. This leader will be the champion of ensuring the agency’s compliance with high-quality program performance in ERSEA, Family Community Engagement & Community Partnership management systems

Duties and Responsibilities:

Responsible for providing oversight and management of the ERSEA, Parent Family Community Engagement Framework at all centers
Will ensure a system of monitoring and compliance with the agency’s standards for ERSEA/FCE
Responsible for the agency’s performance in the implementation of the parenting curriculum and supplemental curriculum to boost parent engagement
Will ensure compliance with all funder requirements and regulations (DCFS, DFSS, OHS)
Will develop, implement, analyze and manage macro-level data analysis of the program’s performance in ERSEA/FCE content areas, and provide evidence-based recommendations to reduce (attendance, enrollment, recruitment, family services) gaps in program services, and non-compliances.
Will develop and lead an advisory committee to support families, promote peer-to-peer interactions, and for parents to receive more intentional family support.
Responsible for managing ERSEA/FCE Supervisors
Support the ERSEA/FCE Supervisors with shadowing the ERSEA/FCE team, professional development, and ensuring that the ERSEA/FCE Coordinators and FSW team are providing support services in accordance with HBH’s standards of quality.
Will complete and report the agency’s enrollment in the Head Start Enterprise System, complete the Center’s report, and ensure all data-management systems are updated to reflect actual children’s slot allocation, classrooms, and centers.
Responsible for the agency’s completion of the quinquennial and annual update of the Community Assessment
Will lead and coordinate strategic planning to inform the agency’s slot allocation, over-income, transitions, and annual roll-over process
Will lead and complete the annual submission of the agency’s PIR
Will serve as a COPA super-administrator & admin contract for other ERSEA/FCE related data systems
Will manage program recruitment efforts and internal referrals
Supports program services and plays a key role in integrating and coordinating cross-functional communication among teams and individuals responsible for ERSEA/ Family and Community Engagement.
Develops strong relationships with a team of cross-functional leaders to implement a family and community engagement strategy, aiming to cultivate a network of Chicago-wide stakeholders who value and support these initiatives.
Will spearhead the development of a strong male-engagement program, and identify if there are other subgroups that require targeted support
Will assist in the management of the agency’s program calendar and planning calendar.
Will lead and manage the standardization of program hours, parent handbooks, and any global systems that impact ERSEA/FCE
Responsible for managing positive, productive relationships with our funders, peers, HBH Board of Directors, and other external stakeholders as applicable. Represents HBH at all federal, state, local meetings, conferences, events, advisory boards, Parent Policy Committee, and Health Services Advisory Committee
Will ensure all vulnerable families are receiving services, and timely referrals
Develop community partnerships that meet the needs of enrolled children and families
Will ensure the health and safety of all program participants by following and implementing the training provided in Active Supervision, Culture of Safety, Mandated Reporter, and the agency’s Standard of Conduct.
Responsible for maintaining a working knowledge of all HS Management Systems.
Will assist with the coordination and functions (scheduling, completing minutes, completing recaps) of all delegated program management meetings.
Will perform other duties as assigned.

Education and Skills Required

Advanced degree in early childhood education (ECE), Child Development or a related field- Bachelor's required, Master's preferred
A minimum of 5-7 years in leading, managing, and professionally developing large ECE program teams. Experience in managing community partner programs preferred.
Must have the skills and demonstrated knowledge of ERSEA/FCE Management Systems (Enrollment, Recruitment, Selection, Eligibility, Attendance, and Family Community Engagement)
A proven track record in planning and achieving program, budget, and human resource goals in Head Start, Early Head Start and state-funded programs
A working knowledge of ECE theories and best practices for developmentally appropriate child development
A working knowledge of social services in Chicago and the surrounding suburban communities
A proven track record of high standards relative to professional conduct, reliability, attendance and reputation
A demonstrated proficiency in oral and written communication
A demonstrated proficiency in the Microsoft suite of applications including Word, Excel, Outlook, PowerPoint, and SharePoint.
A working proficiency in COPA and TS-Gold (Smart Teach)
A demonstrated competency in the development, monitoring, tracking, reporting, and analysis of data
