Job Description and Duties

This position is entitled to a $250.00 pay differential per month based on Bargaining Unit and/or work location.

The State Water Resources Control Board’s Division of Drinking Water is seeking to hire four (4) Water Resource Control Engineers who are motivated and energetic to play a pivotal role in ensuring safe drinking water for all Californians. The positions are located at 850 Marina Bay Parkway, Richmond, CA 94804.

Working Conditions

Positions at the Water Boards may be eligible for telework with in-person attendance based on the operational needs of the position.

In accordance with the Statewide Telework Policy and GC 14200, the successful candidate must reside in California upon appointment. Proof of residency may be required.

Salary Information - CalHR salary rules allow appointment at the entrance rate (Cal. Code Regs., tit. 2, § 599.673) of a classification. For classes with alternate ranges, placement is based on education/experience. Employees appointed to the Attorney or Water Resource Control Engineer classification will receive Recruitment Higher Above Minimum (HAM) rate in accordance with the approved Civil Service Pay Scales.

In addition, note: Effective July 1, 2025, the State of California implemented the Personal Leave Program 2025 (PLP 2025) which reduces an employee’s monthly salary in exchange for leave credits. Employees appointed to this classification will have their monthly salary reduced and will accrue hours of PLP 2025 on the first day of each pay period in accordance with the applicable bargaining contract. The salary range(s) included on this job posting do not reflect the reduction in pay.

Desirable Qualifications

Knowledge and/or experience in technical design, plan review, construction inspection, and report preparation for domestic/potable, industrial/wastewater, and/or recycled/reuse water systems.
Experience and ability to conduct field investigations, including navigation of uneven/rugged terrain and physical exertion in potential heat for extended periods of time during a working day.
Familiarity and/or experience with the Safe Drinking Water Act and drinking water regulations.
Effective written/verbal communication, interpersonal capabilities, and problem-solving skills.
Good attention to detail with ability to follow instructions and directions with minimal error.
Working knowledge of computer applications (e.g., Microsoft Teams, Outlook, Word, Excel, Access).
Ability to establish and maintain effective working relationships with those contacted in the course of work.
Ability to work independently, organize and set priorities, and meet deadlines.
