Job Description

General Functions:

Performs non-routine and complex tasks and provides services and support in multiple areas within the Family Services Department. Supervises and is responsible for the performance of staff members.

Work is performed with independent judgment and initiative under the general supervision of an assigned supervisor. Performance is reviewed through observation, reports, meetings and results achieved.

Representative Duties/Assignments:Manages and oversees all financial and budgetary operations for the division.

Develops, administers, and monitors the division¿s operating and capital budgets.
Performs various revenue and expenditure projections and uses financial data to make decisions and provide recommendations.
Monitors all revenue collections for assigned areas and ensures funds are appropriately allocated and disbursed.
Oversees the Divisions procurement of goods and services for the Division.
Reviews financial, budgetary, administrative and Board reports for the Division for accuracy and to support informed financial decision making.
Supervises and manages a diverse team based on area of assignment which includes fiscal, contracts, compliance, licensure and facility/maintenance teams.
Oversees personnel matters including hiring, discipline, training, development and performance appraisals.
Ensures compliance with contractual, grant and licensure requirements.
Prepares or oversees the preparation of grant and contract applications and ensures the effective monitoring and tracking of grants, contracts, and related compliance activities.
Prepares and presents program reports to relevant Advisory Boards and prepares quarterly and annual reports.
Prepares items for the Board of County Commission agenda.
Performs other related duties of a comparable level as assigned by the Director or their designee.

Minimum Qualifications:

Youth & Family Services

Bachelor's degree from an accredited institution in Business or Public Administration, Social Sciences or a closely related field and four (4) years of experience in financial management of a program section or business unit to include two (2) years of supervisory or team leadership experience. In lieu of the degree requirements additional relevant experience may be substituted on a year for year basis.

Preferences:

Previous experience managing and overseeing budgets, expenditures, financial projections, and financial analysis.
Prior supervisory experience.
Prior experience managing state or federal grants and ensuring compliance with all applicable grant and contract requirements.
