GENERAL SUMMARY
The Vice President of Operations is responsible for leading and optimizing all operational functions related to healthcare revenue cycle management, including all USCB accounts receivable lines of business. These responsibilities include, but are not limited to, insurance billing and follow-up, patient collections, customer service call center operations, and third-party liability liens. This role develops and executes operational strategy, ensures compliance with regulatory and client requirements, and drives continuous process improvement to maximize recoveries, reduce revenue cycle times, enhance operational efficiency, and improve client satisfaction. The Vice President of Operations provides leadership across departments, fosters accountability and performance, and collaborates with executive leadership to achieve organizational goals and support long-term growth.
KEY RESPONSIBILITIES
▪ Oversee end-to-end healthcare revenue cycle operations, including insurance billing and follow-up, patient collections, customer service call center operations, third-party liability liens, payment posting, and accounts receivable management.
▪ Develop and execute operational strategies that improve cash flow, reduce accounts receivable aging, increase recovery rates, and enhance overall financial performance.
▪ Establish, monitor, and analyze key performance indicators (KPIs), including liquidation rates, days in accounts receivable, productivity, quality, client satisfaction, and employee performance metrics.
▪ Partner with executive leadership to align operational initiatives with corporate objectives, growth strategies, client expectations, and financial goals.
▪ Ensure compliance with all applicable federal, state, and local regulations, including HIPAA, FDCPA (where applicable), payer requirements, contractual obligations, and company policies.
▪ Drive continuous process improvement initiatives through workflow optimization, automation, technology adoption, data analytics, and system enhancements.
▪ Lead, mentor, and develop directors, managers, and operational leaders while fostering a culture of accountability, collaboration, innovation, and continuous improvement.
▪ Oversee workforce planning, staffing models, succession planning, employee development, and performance management to ensure operational readiness and scalability.
▪ Collaborate cross-functionally with Information Technology, Compliance, Human Resources, Finance, Sales, Client Services, and other departments to support operational excellence and organizational objectives.
▪ Manage client relationships by ensuring service level agreements (SLAs), contractual obligations, quality standards, and performance expectations are consistently achieved or exceeded.
▪ Prepare and oversee departmental targets, performance metrics, forecasts, resource allocation, and cost containment initiatives while maintaining operational efficiency.
▪ Evaluate operational risks and implement mitigation strategies, business continuity plans, and internal controls to protect organizational assets and maintain regulatory compliance.
▪ Identify opportunities for new services, operational efficiencies, and revenue growth through innovation and strategic initiatives.
▪ Provide operational leadership for new client onboarding, including implementation planning, resource allocation, workflow design, system integration, staff readiness, and performance monitoring to ensure successful client launches and long-term operational success.
▪ Perform special projects and other duties as assigned.

KNOWLEDGE, SKILL, & ABILITY REQUIREMENTS
▪ Bachelor’s degree in Business Administration, Operations Management, Healthcare Administration, Finance, or a related field; master’s degree preferred.
▪ Minimum of 5–10 years of progressive leadership experience in healthcare revenue cycle management, accounts receivable management, medical billing and collections, or a related operational environment.
▪ Comprehensive knowledge of healthcare revenue cycle operations, including insurance billing and follow-up, patient collections, thirdparty liability liens, payment posting, denial management, customer service, and accounts receivable management.
▪ Extensive knowledge of insurance reimbursement methodologies, payer requirements, contractual obligations, and regulatory compliance standards affecting healthcare operations.
▪ Thorough understanding of the Fair Debt Collection Practices Act (FDCPA), Fair Credit Reporting Act (FCRA), HIPAA, and applicable federal, state, and local laws governing collections, privacy, and healthcare operations.
▪ Working knowledge of state and federal employment laws and best practices related to workforce management and employee relations.
▪ Demonstrated ability to develop and execute operational strategies that improve cash flow, reduce accounts receivable aging, increase recovery rates, and drive continuous process improvement.
▪ Proven success managing large, multi-site, or high-volume operational teams while maintaining productivity, quality, and service excellence.
▪ Strong leadership skills with the ability to coach, mentor, develop, and hold leaders and staff accountable for achieving organizational goals.
▪ Exceptional analytical and problem-solving skills with the ability to interpret operational data, identify trends, and make sound business decisions.
▪ Ability to establish, monitor, and achieve key performance indicators (KPIs), service level agreements (SLAs), budgets, forecasts, and operational objectives.
▪ Excellent written, verbal, presentation, negotiation, and interpersonal communication skills, with the ability to build productive relationships with clients, executives, employees, and external partners.
▪ Demonstrated ability to lead cross-functional initiatives, manage organizational change, and successfully implement new clients, operational transitions, and strategic projects.
▪ Proficiency with revenue cycle management systems, electronic health records (EHRs), reporting tools, Microsoft Office applications, and other business technologies.
▪ Strong organizational, planning, prioritization, and follow-up skills with the ability to manage multiple priorities and consistently meet deadlines.
▪ Ability to work effectively in a fast-paced, dynamic environment while maintaining professionalism, adaptability, and sound judgment.
▪ Ability to interact successfully with all levels of staff and management, accept direction constructively, and foster a collaborative and accountable work environment.
▪ Must successfully pass a criminal history screening.
