JOB DESCRIPTION

TITLE: Chief Administrative Officer

Department: Administration

Classification: Exempt, Full-Time

Reports To: Chief Executive Officer

Positions Supervised: Administration Department

MOMS’ mission is to help mothers and their families have healthy babies by providing health coordination, education and access to community services. The Chief Administrative Officer will be responsible for overseeing and optimizing the organization’s internal operations and administrative functions. The position provides strategic direction and hands-on leadership to a range of areas including finance, data administration, human resources, facilities and administrative duties.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Duties include:

Manage and ensure the effectiveness of the organization’s internal operational infrastructure that supports the overall mission but is not directly related to program delivery.
Oversee internal policy and procedures and systems. Lead the review, development, and implementation of internal policies and standard operating procedures to ensure compliance, consistency, and efficiency across all departments.
Supervise Finance Team (of one) to ensure payables, receivables, payroll and invoicing processes are completed accurately and in a timely manner.
Lead the monthly review process of the organization’s financial statements with CEO.
Lead the annual budgeting process in collaboration with department heads, ensuring that both agency-wide and program specific budgets are strategic, realistic, and aligned with funding requirements and organizational priorities.
Coordinate and oversee the preparation of documentation for the annual agency audit in collaboration with audit partner.
Manage government and private contracts performance, reporting and compliance ensuring performance metrics are met, deadlines are tracked, reports are submitted accurately, and compliance with all funder requirements is maintained.
Oversee business development including additional government contracts and other income opportunities by identifying, pursuing and securing new and alternative revenue streams to support the organization’s sustainability.
Oversee HR functions including on and off boarding of employees, performance evaluations and cultural development in coordination with external Human Resources partner to support a healthy and productive workplace.
Provide leadership, support and guidance to administration team ensuring work aligns with organizational goals.
Oversee record keeping including organization’s administrative and financial records ensuring they are accurate and up to date. This includes supporting banking documentation, vendor records, organization-wide communications (both for the operational team as well as the Board of Directors), while ensuring adherence to documentation policies and legal standards.
Serve as point of contact for all agency insurance matters including general liability, workers’ compensation, D&O, EPLI, cyber and auto policies. Coordinate policy renewals, review coverage options, and respond to certificate requests from partners, funders, and vendors to ensure continuous and appropriate coverage for all organizational activities.
Oversee the maintenance and effective use of key internal systems including program database and tools used for performance tracking and communication. Provide training and support to team as needed to enhance system utility.
Manage special projects involving multi-departmental initiatives that advance organizational priorities, improve efficiency, or resolve operational challenges. These may include developing new internal systems, coordinating change management efforts, or piloting new collaborative approaches to agency-wide needs.
Ensure best practices for all duties are current and followed.
Perform other duties as assigned.

POSITION QUALIFICATIONS

Bachelor’s degree in business administration or related.
Minimum of five (5) years’ in senior leadership roles in a non-profit environment.
Bilingual English/ Spanish is a plus.
Strong accounting background with Quickbooks software experience is desired.
Exceptional leadership and team management skills.
Excellent interpersonal, verbal and written communication skills, flexibility, openness and commitment to learning.
Critical thinker with attention to detail and ability to seek problem resolution independently.
Knowledge of database systems and operations.
Ability to interact with internal and external contacts at all levels with poise and diplomacy.
Strong data entry and computer skills including proficiency with Microsoft Office preferred.
Must be able to pass employment eligibility verification including background check.

Pay: $110,000.00 - $140,000.00 per year
