Summary:
The Outreach Program Manager is a working manager responsible for both providing direct street outreach services and leading the day-to-day operations of Greater Good Northwest's Street Outreach Program. This position works alongside the Outreach Specialist in the field, building trusting relationships with individuals experiencing unsheltered homelessness, connecting participants to housing and supportive services, and responding to community needs through assertive, participant-centered outreach.
In addition to maintaining an active outreach caseload, the Outreach Program Manager supervises the Outreach Specialist through weekly one-on-one supervision meetings, ongoing coaching, case consultation, and performance management. The position is responsible for ensuring outreach services are delivered safely, effectively, and in compliance with Washington County contract requirements, organizational policies, and best practices.
The Outreach Program Manager oversees program quality, monitors HMIS documentation and performance metrics, coordinates outreach activities, supports staff development, strengthens community partnerships, and serves as the primary liaison between the Outreach team, Director of Program Operations, Washington County, and community partners.
This position operates within the principles of Housing First, Trauma-Informed Care, Harm Reduction, Low-Barrier service delivery, Motivational Interviewing, and participant-centered engagement.
Essential Duties and Responsibilities:
1. Direct Outreach and Participant Engagement
â—Ź Conduct proactive, street-based outreach throughout assigned geographic areas in accordance with Washington County's coordinated outreach strategy.
â—Ź Maintain a regular field presence by conducting outreach alongside the Outreach Specialist.
â—Ź Maintain an active participant caseload while balancing supervisory responsibilities.
â—Ź Build trusting relationships with individuals experiencing unsheltered homelessness through consistent, participant-centered engagement.
â—Ź Complete participant engagement, resource navigation, housing navigation, and barrier
resolution activities.
â—Ź Conduct Community Connect and Housing Problem Solving assessments.
â—Ź Assist participants in accessing shelter, housing, healthcare, behavioral health, substance use treatment, employment, benefits, identification documents, and other supportive services.
â—Ź Distribute food, hygiene supplies, clothing, transportation assistance, and other available
resources.
â—Ź Respond empathetically while maintaining appropriate professional boundaries.
â—Ź Participate in Inclement Weather Shelter activations, emergency response efforts, and adjusted schedules as necessary.
â—Ź Maintain current knowledge of available emergency shelter resources and community services.
2. Program Leadership and Staff Supervision
â—Ź Directly supervise the Outreach Specialist.
â—Ź Conduct documented weekly one-on-one supervision meetings.
â—Ź Provide regular coaching, mentoring, and professional development.
â—Ź Assist with onboarding and training new Outreach staff.
â—Ź Conduct field observations and provide real-time coaching during outreach activities.
â—Ź Review participant cases and provide guidance on housing navigation, participant engagement, crisis response, and service planning.
â—Ź Monitor employee performance, productivity, attendance, and adherence to organizational
policies.
â—Ź Participate in performance evaluations, corrective action, and employee development in
collaboration with the Director of Program Operations.
â—Ź Foster a positive, collaborative, trauma-informed team culture.
â—Ź Coordinate schedules, outreach coverage, and daily outreach priorities.
3. Program Operations and Case Management
â—Ź Ensure participant services align with program requirements and best practices.
â—Ź Complete or oversee Community Connect assessments, Housing Problem Solving conversations, referrals, and participant service plans.
â—Ź Support Outreach staff in resolving complex participant situations.
â—Ź Coordinate services with housing providers, shelters, healthcare providers, behavioral health agencies, law enforcement alternatives, and community partners.
â—Ź Ensure participants receive consistent follow-up throughout the housing navigation process.
â—Ź Monitor participant progress toward housing stability and other program goals.
4. HMIS, Documentation, and Compliance
â—Ź Complete and maintain accurate HMIS documentation for assigned participants.
â—Ź Review Outreach team documentation for accuracy, completeness, and timeliness.
â—Ź Ensure enrollments, assessments, referrals, services, case notes, and exits meet Washington County Data Quality standards.
â—Ź Conduct routine quality assurance reviews.
â—Ź Monitor program performance data and implement corrective actions when necessary.
â—Ź Prepare reports and documentation requested by organizational leadership or Washington
County.
â—Ź Ensure compliance with confidentiality, privacy, and information security requirements.
5. Community Partnerships and Program Representation
â—Ź Represent Greater Good Northwest at Washington County meetings, Coordinated Outreach meetings, and community partner meetings.
â—Ź Maintain collaborative relationships with emergency shelters, healthcare providers, behavioral health providers, law enforcement alternatives, municipalities, and nonprofit organizations.
â—Ź Coordinate participant referrals across systems.
â—Ź Advocate for participants while strengthening collaborative partnerships throughout the
community.
6. Resource Coordination
â—Ź Oversee outreach supply inventory and participant resource distribution.
â—Ź Identify community resources that improve participant outcomes.
â—Ź Coordinate procurement of outreach supplies and participant assistance resources.
â—Ź Assist with planning for emergency response and seasonal outreach activities.
7. Safety, Compliance, and Professional Responsibilities
â—Ź Ensure all outreach activities comply with Greater Good Northwest safety procedures.
â—Ź Follow and enforce Critical Incident Reporting procedures.
â—Ź Ensure staff comply with confidentiality requirements and organizational policies.
â—Ź Complete all required Washington County, HMIS, safety, anti-discrimination, and organizational trainings.
â—Ź Participate in leadership meetings, supervisor meetings, staff meetings, and organizational
initiatives.
â—Ź Perform other duties as assigned.

Qualifications:
â—Ź Minimum of three years of experience working in homelessness services, housing
programs, street outreach, case management, or related human services.
â—Ź At least one year of supervisory, lead worker, or program coordination experience
preferred.
â—Ź Experience working within Housing First, Trauma-Informed Care, Harm Reduction,
and Coordinated Entry systems.
â—Ź Experience using HMIS or a comparable case management database.
â—Ź Demonstrated ability to supervise staff while maintaining direct participant
services.
â—Ź Valid driver's license, reliable transportation, and ability to travel throughout
Washington County.
â—Ź Ability to work effectively with individuals of diverse backgrounds, identities, cultures, and lived experiences while treating all participants, employees, and community partners with dignity and respect.
