Primary Function
The Blue Cord Talent Acquisition Specialist is primarily responsible for recruiting, sourcing, attracting, and hiring top talent to support the company's continued growth. This position serves as a champion for Blue Cord's culture, values, and employment brand by creating a positive candidate experience and building strong talent pipelines for both current and future hiring needs.
The Talent Acquisition Specialist partners closely with the Director of Human Resources, leadership team, and hiring managers to support workforce planning, recruiting initiatives, onboarding activities, and selected Human Resources administrative functions. This position plays a key role in supporting Blue Cord's growth throughout Florida and other operating states by developing talent pipelines and attracting high-performing professionals in construction, skilled trades, federal construction, and corporate support functions.
Success in this role is measured by the ability to attract high-quality talent, maintain strong candidate pipelines, positively represent Blue Cord's culture and values, support workforce planning initiatives, and contribute to the company's strategic growth objectives through effective hiring practices.
Duties/Responsibilities
- Serve as a positive ambassador and advocate for Blue Cord's culture, values, and mission.
- Act as a champion for Blue Cord by promoting the company's culture, career opportunities, and employee experience through recruiting efforts, community engagement, networking events, and professional relationships.
- Partner with the Director of Human Resources to develop and execute talent acquisition strategies that support Blue Cord's workforce planning, growth objectives, and long-term organizational success.
- Manage full-cycle recruiting activities including sourcing, screening, interviewing, candidate selection, offer coordination, and onboarding support.
- Develop and maintain talent pipelines for current and future hiring needs across multiple disciplines and geographic locations.
- Source, recruit, and maintain candidate pipelines for Superintendents, Project Managers, Project Engineers, Quality Control Managers, Site Safety & Health Officers, skilled trades personnel, federal construction professionals, and corporate support positions.
- Partner with leadership and hiring managers to support workforce planning, hiring forecasts, and staffing strategies.
- Assist in identifying future talent needs and developing proactive recruiting plans to support company growth.
- Develop recruiting strategies and talent pipelines to support hiring needs throughout Florida and Blue Cord's multi-state operations.
- Post and manage job advertisements across multiple recruiting platforms and sourcing channels.
- Conduct candidate screenings and interviews to evaluate qualifications, experience, and cultural fit.
- Coordinate interviews and hiring activities between candidates and hiring managers.
- Maintain consistent communication with candidates throughout the recruiting process to ensure a positive candidate experience.
- Attend job fairs, career events, trade schools, industry networking events, military transition events, and community outreach activities to promote Blue Cord and attract qualified candidates.
- Represent Blue Cord at industry events, career fairs, networking functions, and community outreach activities to strengthen the company's employment brand and attract top talent.
- Build relationships with trade schools, colleges, workforce development organizations, military transition programs, industry associations, recruiting partners, and community organizations throughout Central Florida and surrounding markets.
- Develop recruiting strategies tailored to the construction, skilled trades, and federal contracting industries.
- Coordinate pre-employment activities including background checks, drug screenings, employment verifications, and onboarding requirements.
- Facilitate new hire onboarding and orientation activities.
- Maintain recruiting records, applicant tracking systems, and candidate databases.
- Track, analyze, and report recruiting metrics including time-to-fill, candidate pipeline health, source effectiveness, interview-to-hire ratios, and hiring outcomes.
- Provide recruiting updates and talent acquisition reports to the Director of Human Resources and company leadership.
- Continuously evaluate recruiting processes and recommend improvements to increase efficiency and hiring success.
- Assist with employee engagement activities, company events, recognition programs, and culture initiatives.
- Support Human Resources with administrative tasks including employee file maintenance, HRIS administration, onboarding documentation, employee communications, reporting, compliance activities, and special projects.
- Maintain confidentiality of employee and candidate information.
- Perform other duties as assigned.
Experience / Education
- Associate's or Bachelor's degree in Business Administration, Communications, Marketing, or a related field preferred.
- 3–5 years of recruiting, talent acquisition, staffing, or human resources experience preferred.
- Experience recruiting within construction, skilled trades, engineering, manufacturing, industrial, or related industries strongly preferred.
- Experience recruiting for construction management, skilled trades, federal contracting, or hard-to-fill technical positions is highly desirable.
- Experience recruiting within the Florida labor market and understanding regional talent challenges is preferred.
- Multi State labor market a plus.
- Experience supporting onboarding and Human Resources administrative functions is a plus.
- Equivalent combinations of education and experience may be considered.

- Ability to proactively source passive candidates through networking, referrals, industry associations, direct outreach, and relationship building.
- Ability to effectively promote and communicate Blue Cord's culture, values, and employee experience to candidates and external partners.
- Results-oriented mindset with the ability to meet recruiting goals and hiring deadlines while maintaining a positive candidate experience.
- Ability to build trust and credibility with candidates, employees, hiring managers, and leadership.
- Experience utilizing recruiting platforms, applicant tracking systems, social media recruiting tools, and Microsoft Office Suite.
- Experience with HRIS systems preferred.
- Strong customer service mindset and professional communication skills.
- Ability to maintain confidentiality and handle sensitive information appropriately.
- Self-motivated with the ability to work independently and collaboratively within a team environment.
Travel Requirements
- Occasional travel may be required to support recruiting events, job fairs, trade schools, project sites, onboarding activities, company meetings, and workforce development partnerships throughout Florida and other Blue Cord operating locations.
Physical Demands & Work Environment
- Work is primarily performed in an office environment.
- Occasional travel to project sites, recruiting events, educational institutions, and company functions may be required.
- Must be able to sit, stand, walk, and use standard office equipment for extended periods.
- May occasionally lift and carry materials weighing up to 25 pounds.

Pay: $65,000.00 - $85,000.00 per year
