RFC Civil
Location: Oldsmar, Florida
Schedule: Monday–Friday, 7:00 a.m.–4:00 p.m.
Job Type: Full-time, in-office

Position Overview

RFC Civil is seeking an experienced Civil Sitework Estimator to join our estimating team in Oldsmar, Florida.

The estimator will be responsible for reviewing plans and specifications, completing accurate quantity takeoffs, developing project pricing, obtaining subcontractor and supplier quotes, and preparing complete civil sitework proposals.

This position requires a strong understanding of civil construction plans, site development scopes, production rates, material requirements, labor, equipment, and subcontractor pricing. This is an in-office position and is not intended to be remote.

Primary Responsibilities

· Review civil construction plans, specifications, geotechnical reports, addenda, and bid documents.

· Complete detailed quantity takeoffs using InSite Elevation and PlanSwift.

· Prepare estimates for commercial civil sitework projects.

· Develop labor, equipment, material, trucking, and subcontractor costs.

· Solicit and evaluate pricing from suppliers and subcontractors.

· Identify scope gaps, conflicts, exclusions, and project risks.

· Prepare bid proposals, scope sheets, clarifications, exclusions, and alternates.

· Review project schedules, phasing requirements, access limitations, and production expectations.

· Coordinate with management, project managers, field personnel, vendors, and subcontractors.

· Maintain organized estimate files, takeoffs, vendor quotes, bid documents, and proposal revisions.

· Track bid due dates and ensure proposals are completed accurately and submitted on time.

· Assist with estimate handoffs after project award.

· Maintain and update estimating databases, production rates, and historical cost information.

Typical Scopes of Work

Candidates should have experience estimating some or all of the following:

· Site demolition

· Clearing and grubbing

· Earthwork and mass grading

· Excavation and fill

· Storm drainage

· Sanitary sewer

· Water distribution

· Fire service

· Force main and lift station work

· Concrete curb, sidewalk, and paving

· Limerock base and asphalt paving

· Dewatering

· Erosion control and SWPPP

· Site restoration and project closeout work

Required Qualifications

· Previous estimating experience in civil sitework, underground utilities, or commercial site development.

· Proficiency with InSite Elevation.

· Proficiency with PlanSwift.

· Strong proficiency with Microsoft Excel.

· Ability to read and interpret civil construction plans and specifications.

· Understanding of construction labor, equipment, materials, production rates, and subcontractor pricing.

· Strong mathematical, organizational, and analytical skills.

· Ability to manage multiple estimates and deadlines simultaneously.

· Strong attention to detail and ability to identify missing or conflicting information.

· Effective written and verbal communication skills.

· Reliable attendance and ability to work from our Oldsmar office Monday through Friday.

Preferred Qualifications

· Florida civil sitework estimating experience.

· Experience estimating complete commercial site packages.

· Knowledge of Tampa Bay-area material suppliers, subcontractors, trucking companies, and local construction conditions.

· Experience preparing bid proposals, scope breakdowns, alternates, and schedules of values.

· Field experience in civil construction, underground utilities, grading, or project management.

· Experience working with general contractors, developers, engineers, and municipal agencies.

What We Are Looking For

We are looking for someone who can take ownership of an estimate from the initial plan review through final proposal submission. The right candidate will be organized, dependable, detail-oriented, and capable of producing accurate estimates without requiring constant oversight.

This position is best suited for an estimator who understands that completing a takeoff is only one part of the job. Candidates must also be able to evaluate constructability, production, risk, scope coverage, and overall project requirements.
