What We Are Looking For:

Panama City Housing Authority is seeking an experienced and service-driven Public Housing Manager to lead the day-to-day operations of PCHA's public housing communities. This position is responsible for promoting resident satisfaction, maintaining high standards for property appearance and safety, ensuring regulatory compliance, and supervising on-site staff.

The ideal candidate will bring strong affordable housing and property management knowledge, sound judgment, excellent communication skills, and a collaborative leadership style. This individual must be able to balance resident needs, operational priorities, financial responsibilities, and detailed compliance requirements.

In this role, you will:

Oversee the day-to-day operations of PCHA's public housing communities, ensuring properties are safe, clean, well-maintained, and welcoming.
Lead, supervise, and support on-site staff, including occupancy, inspection, assistant management, and front desk functions, while coordinating closely with maintenance and accounting teams.
Serve as a professional and responsive resource for residents and prospective tenants, addressing questions, concerns, maintenance needs, and conflicts promptly and fairly.
Manage leasing and occupancy activities, including waitlist administration, application review, tenant screening, income verification, lease execution, and maintenance of complete resident records.
Ensure compliance with HUD requirements, PCHA policies, Fair Housing laws, Public Housing regulations, LIHTC requirements, Florida landlord-tenant laws, and other applicable program standards.
Conduct weekly property inspections and unit inspections to identify NSPIRE deficiencies, lease violations, maintenance concerns, and property appearance issues; coordinate timely corrective action.
Oversee rent collection and delinquency management and assist with budget planning, expense monitoring, and responsible stewardship of community resources.
Prepare and submit required compliance and operational reports and maintain accurate documentation of leases, eligibility, rent payments, resident communications, inspections, and regulatory activities.
Partner with the Outreach Coordinator to support community-building activities and participate in resident meetings, community events, and relationships with local agencies and external partners.
Use Yardi, Microsoft Office, and other systems effectively to manage property operations, records, reporting, and communications.
Perform other duties as assigned to support departmental and organizational goals.

What You Need:

High school diploma or equivalent required; bachelor's degree in property management, business administration, public administration, or a related field preferred.
At least two years of property management experience, preferably in multifamily or affordable housing.
Knowledge of Public Housing, Section 8, LIHTC, HUD regulations, Fair Housing laws, occupancy requirements, and Florida Statutes Chapter 83.
Prior experience supervising or leading employees and coordinating work across departments strongly preferred.
Experience with leasing, tenant relations, rent collection, inspections, compliance reporting, and resident file management.
Strong communication, customer service, conflict-resolution, leadership, organizational, and problem-solving skills.
Proficiency with Microsoft Office and property management software; Yardi experience is a plus.
Ability to work independently, manage competing priorities, exercise sound judgment, and adapt to changing regulations and operational needs.
Valid driver's license and ability to travel between properties, meetings, trainings, and community events as needed.
Ability to walk and stand throughout properties, climb stairs, work indoors and outdoors in varying weather conditions, and occasionally lift up to 25 pounds.
