Full Job Description

POSITION SUMMARY

The Mill on North (TMON) is seeking a General Manager to serve as the senior on-site leader responsible for overseeing the daily operations of a vibrant, multi-vendor food hall in Baltimore, MD. The General Manager helps with curation of strategic, operational, and cultural vision leadership across all areas of the food hall, including vendor partnerships, guest experience, financial management, marketing and events, facilities, compliance, and team development.

This role requires a highly visible, service-oriented leader who can drive operational excellence, foster strong vendor relationships, and ensure a safe, compliant, and financially sustainable operation aligned with ownership priorities, all while fostering a welcoming, community-driven destination.

ESSENTIAL FUNCTIONS

Operational Oversight

Oversee all daily food hall operations, including shared spaces, entertainment & events, and vendor coordination.
Ensure operational systems, workflows, and shared services support vendor success and positive guest experiences.
Maintain a consistent, professional, and welcoming food hall environment aligned with TMON’s brand standards.
Maintain adherence to TMON’s service standards to increase sales, enhance guest satisfaction, and control costs (labor, utilities, supplies).

Vendor Management

Serve as the primary point of contact for food hall vendors and liaison between vendors, ownership, and external partners.
Provide vendors with consultative support with operational standards, compliance, and best practices.
Identify vendor challenges, assess business needs, and connect vendors with appropriate internal or external resources to support success.
Enforce food hall policies, brand standards, and usage agreements.
Enforce vendor accountability for compliance expectations through documentation, corrective action, and follow-up.
Foster collaborative vendor relationships that encourage success and retention.
Identify/Recruit new vendors to become tenants of TMON -- final approval for new vendor selection will be the responsibility of TMON’s ownership team.
Lead new vendor onboarding process including, ensuring the appropriate documentation and requirements are in place to operate establishment, and review TMON’s food hall guidelines and policies.
Oversee any vendor stalls owned by TMON; this includes overseeing the establishment of the stall, supervising the stall manager, and ensuring the business thrives.

Leadership & Team Development

Recruit, onboard, train, and retain high-performing operations and front-of-house staff.
Foster a positive, inclusive, service-driven culture aligned with TMON values.
Provide coaching, feedback, and performance management support to staff and vendor as appropriate.
Address conflict, performance concerns, and corrective action in partnership with ownership.
Ensure staffing levels and scheduling align with operational and event needs.

Customer Experience & Community Engagement

Approach all interactions with guests, tenants, and team members in a friendly, professional, service-oriented manner.
Represent TMON in the community and support partnerships, events, and activations that enhance visibility and engagement.
Promote TMON as a welcoming, community-centered destination to community members, organizations, and partners to host meetings, events, and gatherings.
Respond to guest complaints and service recovery situations in a timely manner, turning dissatisfied guests into return patrons.

Marketing & Events

Coordinate and lead marketing outreach for TMON across multiple platforms and communication mediums, including print, digital, social media, and community-based initiatives.
Partner with marketing resources, vendors, and local organizations to create and execute successful marketing initiatives, promotions, and events.
Partner with vendors and local organizations on all aspects of entertainment and events to drive traffic and community engagement.
Support programming which reflects community interests and enhances TMON’s role as a neighborhood hub.

Financial & Administrative Oversight

Maintain responsibility for day-to-day budget management and cost controls within approved parameters, including invoices, expenses, and financial documentation.
Monitor expenses, identify variances, and communicate budget risks or concerns to ownership in a timely manner.
Prepare and deliver to ownership monthly/quarterly budget reviews & reports, and operational financial updates.
Monitor vendor performance, revenue streams, and cost controls to maximize financial success.
Review monthly sales performance for each vendor and invoice for rent payments.

Compliance, Safety & Risk Management

Maintain a strong working understanding of federal, Maryland, and local compliance requirements related to health, food safety, labor, licensing, and insurance.
Enforce food safety, sanitation, cleanliness, and operational standards consistently across all vendor tenants and shared spaces.
Serve as the primary point of coordination during health inspections and regulatory visits, ensuring vendors understand requirements and are inspection ready.
Proactively monitor compliance gaps and work with vendors to correct issues before inspections to reduce risk of violations or closures.
Ensure all compliance-related documentation and reporting requirements are maintained and accessible.

Facilities, Maintenance & Shared Services

Oversee shared vendors and services, including cleaning, garbage and recycling, security, and maintenance.
Ensure cleanliness, safety, and functionality of all food hall assets through preventative maintenance programs.
Coordinate repairs, inspections, preventative maintenance and facility upgrades as needed.
Maintain professional food hall appearance, including uniforms, signage, and common areas.

Planning & Reporting

Provide regularly scheduled operational, financial, and performance updates for ownership.
Identify opportunities for growth, efficiency, and operational improvement.
Provide support for long-term planning related to staffing, vendor tenants, leasing, and community impact.

EXPERIENCE REQUIRED

Minimum of 5–7 years of progressive leadership experience in hospitality, food & beverage, food halls, markets, or multi-tenant concepts.
Demonstrated experience managing vendors, teams, and complex operations.
Strong working knowledge of financials, budgets, operational reporting, and cost controls.
Knowledge of Maryland employment law, health regulations, and food safety standards (or ability to learn quickly).

PREFERRED QUALIFICATIONS

Bachelor’s degree in Business, Hospitality Management, Operations, or a related field (or equivalent experience).
Experience managing a food hall, market, or multi-tenant hospitality venue.
Experience with leasing, tenant curation, and vendor performance management.
Background in vendor coaching, business advising, or small business support.
Background in community-focused programming or placemaking.
Experience working with ownership groups or public-private partnerships.

WORK ENVIRONMENT & SCHEDULE

On-site role at The Mill on North in Baltimore, MD.
Schedule includes evenings, weekends, and holidays based on operational needs and events.
Combination of administrative duties and active, on-floor leadership presence.

PHYSICAL REQUIREMENTS

Ability to stand and walk for extended periods.
Ability to lift up to 25–30 pounds.
Ability to work in a busy, public-facing hospitality environment.
