About the Position

The County of San Luis Obispo's Administrative Office is seeking a qualified, self-motivated candidate to join their team as an Administrative Analyst I/II/III. In this role, you will serve as a liaison between assigned County departments and the County Administrative Officer, specifically supporting the implementation of KPMG initiatives and goals. As an Administrative Analyst, you'll participate collaboratively in development and review of policies, procedures, and legislation affecting County activities, as well as coordinate activities with County departments to assure organizational effectiveness. Additional duties include collaboration with departments and agencies to assure cross-functional projects such as capital projects and preparation of fee schedule align with County-wide goals and objectives, while also monitoring, evaluating, and providing recommendations regarding program enhancement and modifications.

Typical Tasks and Representative Duties

(Not in order of importance)

Perform a variety of duties related to the collection, analysis, interpretation and reporting of data related to County-wide policy planning and system implementation; participate in the development and review of policies, procedures and legislation affecting County activities and determine departmental impact; assure analysis and implementation activities comply with established laws and regulations.
Participate in the coordination of fiscal activities to assure adequate staffing and resources for County operations and public service needs; serve as liaison to County departments and outside agencies regarding budget and funding, resource allocation, organizational and policy-related issues; participate in the diagnosis of organizational challenges and development of solutions to increase effectiveness, efficiency and productivity.
Assist in the analysis, development and implementation of employee relations agreements and compensation and benefit plans; participate as a team member in negotiations with employee organizations; explain and interpret memorandums of understanding.
Coordinate activities with related Departments to assure organizational effectiveness; collaborate with County departments and agencies to assure cross-functional projects including class studies, redistricting preparation of fee schedule, capital projects and others align with County-wide goals and objectives; monitor, evaluate and provide recommendations regarding program enhancement and modification.
Participate in the research and analysis of programs, theories and practices for implementation in County departments and activities; maintain working knowledge of current organizational practice, policies and theories including organizational effectiveness studies; utilize research findings in the development of County corrective action plans.
Supervise and evaluate the performance of assigned staff; interview and select employees and recommend appointments, transfers, reassignment, termination and disciplinary actions; assign employee duties and review work to ensure accuracy, completeness and compliance with established, standards, requirements and procedures.
Provide consultation to County department personnel and outside agencies regarding research findings, organizational improvement initiatives and related issues concerning departmental effectiveness; assist in developing fiscal, human resource and operational policies utilizing research findings and complying with department standards and objectives.
Perform a variety of special projects and procedures related to County departmental effectiveness including performance measure development and monitoring activities, organizational effectiveness/change initiatives and related projects as required; plan, organize and conduct presentations, workshops and training sessions regarding strategic planning, team development and related subjects; prepare and deliver oral presentations; direct the preparation of related training and support materials.
Maintain current knowledge of laws, codes, rules, regulations and pending legislature related to assigned County functions; provide recommendations concerning the modification of programs and procedures to assure compliance with local, State and federal requirements as appropriate.

This recruitment may be used to fill future permanent, substitute, limited term, and temporary positions, both full-time and part-time in the Executive Office.

A combination of education, training, and experience resulting in the required knowledge, skills, and abilities. An example of qualifying education and experience includes:

Administrative Analyst I: Graduation from an accredited four-year college or university with a bachelor’s degree in business administration, public administration, or a related field.

Administrative Analyst II: The same as above plus one year of experience at the level of Administrative Analyst I or an equivalent position.

Administrative Analyst III: The same as above plus three years of experience at the level of Administrative Analyst II or an equivalent position.

Pension Benefit and Employee Contribution Rates:
The County's pension is a defined benefit plan that provides a guaranteed monthly pension payment for life based on your time in service, wages, and other factors. The County is the primary contributor to the pension fund, but the health of the pension fund also depends on mandatory employee contributions. Employees are required to pay a percentage of their base pay towards the pension fund, ranging from 5% to 19%. This amount is deducted from your paycheck pre-tax every pay period. The amount of the cafeteria contribution varies by Bargaining Unit (BU) and the extent to which employees enroll their dependents.
