Full Job Description

JOB SUMMARY:

Performs field and office duties with constant supervision in connection with the appraisal of both commercial and non-commercial property; does related work as required. This is technical work which requires some knowledge of the classification and mechanics of assessing of all types of real estate. The employee acts with constant supervision and performs his/her duties in accordance with the general guidelines received from Field Investigators, Field Investigator Supervisor, Assistant Chief Assessor and the Chief Assessor.

JOB FUNCTIONS:

Appraises rural, residential industrial and commercial properties in accordance with prescribed procedures, correlating estimates by recognized methods to arrive at a fair appraisal value in an assigned area with supervision. Visually inspects property to gather data required for appraisals, such as new construction, depreciation and market data; enrolls properties into the preferential Assessment Program.

With guidance, initiate changes in assessment records via the use of a computer; researches deeds to obtain correct ownership, boundary and acreage information.

Other duties as assigned

PHYSICAL AND MENTAL REQUIREMENTS:

Must have the ability to record, convey, and present information, explain procedures, and follow instructions;

Must be able to sit for long periods of time with frequent periods of standing, walking, and occasional twisting, reaching, pulling, and pushing required for obtaining files, doing inspections or other job duties;

Dexterity requirements range from simple to complex movements of fingers/hands, legs/feet, or torso to carry out job duties;

Sedentary work with occasional lifting, 15-20 pounds;

Must demonstrate emotional stability;

Ability to cope with physical and mental stress of the position;

Must be able to pay close attention to detail and concentrate on work.

MINIMUM EXPERIENCE and TRAINING:

Some knowledge of construction practices and of building and land values; some knowledge in appraising real estate property; ability to prepare concise factual reports; capable of entering construction sites and/or rugged or remote terrain areas during various weather conditions for visual site assessment and valuation efforts; good judgment; accuracy; integrity; and pleasing personality.

Computer skills as well as experience using e-tablets and spreadsheets. Experience with Microsoft Office, typing skills and experience typing business letters. Must provide proficient business etiquette skills demonstrating respect and professionalism as well as effective communication in all workplace interactions with both coworkers and the public. Some real estate property appraisal knowledge preferred.

A high School diploma or equivalent GED required, preferably supplemented by college level courses in real estate property assessing; or equivalent combination of experience and training which provides the required knowledge, skills and abilities.

ADDITIONAL TRAINING AND EXPERIENCE:

After a maximum of (12) twelve months, a trainee must attend (4) four weeks of off-site CPE Classes (at a designated location) and pass a state test within (15) fifteen months to be licensed as a Certified Pennsylvania Evaluator. (CPE)

Must possess a valid driver’s license.

After 90 days probation period it is expected that you perform the duties of a Field Investigator, obtaining assistance as needed. Your work performance will be evaluated and pay will be adjusted to the Field Investigator position. If it is decided that you are not accomplishing what is expected, it may be extended up to another 90 days with the approval of the County Commissioners. Your pay under this circumstance will not be increased until supervisors feel you are performing up to standards.
