The Borough of Emmaus is hiring a Water and Sewer Utility Billing Clerk, as our long-time clerk is retiring at the end of the year. The Water and Sewer Billing Clerk is a full-time position responsible for the yearly collection of water and sewer fees.

Essential functions and responsibilities of this position include, but are not limited to, the following:
General Municipal Responsibilities
§ Prepares, lists, and records water / sewer data to assure accuracy of biweekly water / sewer billing cycles.
§ Recalculates rate tables and enters data following rate changes.
§ In absence of Municipal Cashier / Clerk, performs Cashier / Clerk’s duties such as issuing moving permits, etc.
§ Maintains accurate files for uploading / downloading into readers.
§ Prepares and prints customers’ bills for mailing.
§ Uploads bills to payment processor for each new billing (quarterly and final billings)
§ Prepares postal paperwork prior to mailing bills and delivers to post office.
§ Monitors billing and usage and contacts customers if bill is disproportionately high or low.
§ Answers telephone, email, and walk-in billing inquiries, responds to complaints, and resolves issues.
§ Prepares and maintains computerized reports on billing data, histories, etc.
§ Updates daily account status changes from payment processor
§ Schedules appointments for final meter readings, meter installations and removals, and water testing and repairs.
§ Updates billing software, Work Order software and Meter Age spreadsheet with new meter installation information
§ Updates missing meter and or address information onto new Water Editing Map software for Public Works Dept
§ Arranges for shut off or turn on of meters in coordination with the Public Works Department.
§ Provides utility certifications to settlement and title search companies
§ Schedules and processes Final Meter Readings, prorates and prepares billing accordingly.
§ Schedules and processes Sewer Lateral Inspection appointments and Work Orders
§ In coordination with the Zoning department, maintains Sewer Lateral Inspection Spread sheet
§ Prepares Final Billing Late Notices, Final Notices, Owner Late and Final Notices, and citations.
§ Prepares Red Tag Delinquency Notices and billing, including owner / tenant notifications as required by law.
§ Prepares and prints yearly reports for Borough’s water consumption and connections.
§ Prepares owner / tenant agreements to process billing into tenant’s name.
§ Calculates, records, lists, and prints late notices.
§ Prepares turn-off letters.
§ Works with delinquent customers to set up payment schedules.
§ Works with title companies and Borough Solicitor to file and lift liens attached for nonpayment.
§ Provides backup for Cashier for acceptance of payments, issuance of permits and licenses, payment processing, generation of daily receipt and proof of cash reports, and preparation of deposits for the general, water, and sewer accounts. Makes deposits in absence of cashier.
§ Assists and provides as back-up to Borough Treasurer / Director of Finance
§ Maintains Borough Emergency Phone Account Records (autodial system)
Ambulance Billing and Receivable Responsibilities:
Accounts Payable:
§ Assists with processing purchase orders / refunds that pertain to the claims billing process for overpayment or corrections to payments or refunds.
§ Follows all HIPAA regulations.

Education, Experience, and Licensing / Certification
§ Successful completion of high school or G.E.D.
§ Some business school or college desirable.
§ One to three years’ previous experience in general office procedure and / or bookkeeping preferred, or an equivalent combination of education and experience.

§ Emmaus Borough Building and periodic travel to other Borough facilities as needed.
