Position Type: Hybrid (Remote and In Office – Arlington, VA)

FLSA: Exempt

Salary Range: $115,000 – $135,000

Background

The National Veterans Legal Services Program (NVLSP) is a high-impact, national nonprofit veterans service organization based in Arlington, Virginia. Established in 1981, NVLSP’s mission is to ensure that the U.S. government delivers to our nation’s veterans and active-duty personnel the benefits they have earned due to disabilities resulting from their military service.

NVLSP provides legal representation at no cost to veterans and surviving family members before the U.S. Court of Appeals for Veterans Claims (CAVC) and other federal courts and agencies. NVLSP also serves as amicus or lead counsel in impact litigation, trains thousands of advocates nationwide, and publishes the Veterans Benefits Manual, the nation’s first veterans law treatise.

Position Summary

The Director of Human Resources & Operations (DHR&O) is a key member of NVLSP’s management team, responsible for leading and coordinating the organization’s four primary operational areas: human resources, administration, facilities, and information technology. The DHR&O ensures NVLSP maintains compliance with all applicable federal, state, and local regulations, contractual obligations, and internal policies while supporting efficient, mission‑driven operations.

The DHR&O partners closely with NVLSP leadership to monitor, consult, and guide managers on internal policies—including the personnel manual, remote work mandates, administrative procedures, and compliance requirements across multiple jurisdictions. This includes oversight of NVLSP’s multi‑state remote workforce, ensuring regulatory changes are monitored and addressed proactively.

The DHR&O also plays a central role in administering NVLSP’s Safe Harbor 401(k) and 403(b) retirement savings programs, managing payroll‑related life cycle events, overseeing benefits administration for staff in the DMV and over 20 remote states, and coordinating all aspects of recruitment, hiring, onboarding, and separations.

This position requires regular on‑site presence at NVLSP’s corporate office at 1100 Wilson Blvd., Arlington, VA, in addition to remote work.

Key Responsibilities

The DHR&O reports to the Executive Director (ED) and is responsible for:

Organizational Policy, Compliance & Regulatory Oversight

Ensure organizational policies and procedures are developed, updated, and adhered to.
Monitor changes in legal, regulatory, and administrative environments and implement required procedural updates.
Partner with NVLSP leadership to maintain compliance with federal, state, and local employment laws, business contracts, and administrative mandates.
Oversee compliance for NVLSP’s multi‑state remote workforce, including monitoring regulatory changes affecting employment eligibility, cost factors, and compliance requirements.
Maintain business licenses, registrations, and insurance programs (GCL, Malpractice, D&O), including ongoing risk analysis.

Human Resources Leadership

Oversee all HR functions including hiring, onboarding, performance evaluations, disciplinary actions, job classifications, salary structure, and offboarding.
Serve as NVLSP’s primary focal point for HR communications, delivering updates to Directors and staff during quarterly leadership and regular staff meetings.
Manage recruitment activities, job ad drafting, posting, vendor relations, applicant evaluations, employment offers, and new‑hire onboarding.
Administer separation processes for retirements, resignations, and disciplinary terminations.
Serve as the primary point of contact for HR metrics reporting, including contract‑related staffing data, responses to federal/state Departments of Labor, organizational chart updates, and other official reporting needs.

Retirement Savings Program Administration

Consult with NVLSP’s retirement savings plan vendor to administer the Safe Harbor 401(k) and 403(b) plans.
Ensure compliance with regulatory requirements and service agreements.
Provide staff education and support for retirement savings transactions and participation.
Coordinate annual IRS updates to contribution limits and communicate changes to staff.

Payroll, Pay & Benefits Administration

Serve as the primary focal point for monitoring staff life cycle events and determining payroll impacts.
Work with the Finance Department to ensure semi‑monthly payroll reflects changes related to new hires, pay increases, relocations, beneficiary updates, separations, tax withholding changes, and retirement savings adjustments.
Coordinate annual updates to IRS retirement and flexible spending plan limits and ensure staff can make elections through the HRIS system.

Health & Voluntary Insurance Benefits Administration

Administer NVLSP’s health insurance offerings for DMV‑based staff and remote staff in over 20 states.
Manage open season activities, qualifying life events, eligibility changes, and vendor/broker relationships.
Oversee voluntary insurance programs including Life, AD&D, Disability, Dental, and Vision, ensuring compliance and timely processing of changes.

Facilities & Corporate Office Management

Ensure compliance with lease terms and manage NVLSP’s physical facilities.
Serve as the primary liaison with the Arlington corporate office for maintenance, mail services, parking, security access, cleaning services, elevator operations, fire alarm testing, and emergency coordination.
Oversee monthly billing and invoicing for facilities‑related services.

Administration & IT Oversight

Supervise the Office Manager and administrative team to ensure efficient operations related to contracts, supplies, equipment, and organizational support.
Supervise the IT Manager to ensure optimal technology solutions, IT project management, and vendor relations.

Budgeting & Financial Coordination

Work with the ED and Director of Finance to develop organizational budgets, program budgets, and budgets for new or expanded services.
Monitor monthly invoices to ensure accuracy and timely payment.
Prepare and present monthly operational reports to the ED.
Serve as a member of the Operations Team, contributing to critical business decisions.

Qualifications

Ability to work with senior members of the organization as part of the Directors Team.
Strong verbal and written communication skills.
Demonstrated ability to supervise staff, develop job descriptions, conduct evaluations, and recommend improvements.
Strong analytical and problem‑solving skills.
Ability to work effectively with internal and external stakeholders, including the Board of Directors and funding sources.
Ability to assimilate new information and technology.
Ability to foster and cultivate business opportunities and partnerships.

Education and Experience

Bachelor’s degree required; Master’s degree preferred.
Five to seven years of senior operations management experience, particularly in human resources.

Opening/Closing Date

Available immediately, with preferred start date before September 1, 2026; closes when filled.
