Full Job Description

The Administrator is the designated on-site leader responsible for the overall leadership, daily operations, management, regulatory compliance, and strategic growth of iCare Health Services’ Integrated Outpatient Clinic and Crisis Stabilization Unit.

This position fulfills the requirements outlined under Arizona Administrative Code (A.A.C. R9-10-301) and is accountable for ensuring that all services are delivered in accordance with ADHS licensing requirements, AHCCCS and RBHA Standards, Federal and state healthcare regulations and payer requirements.

The Administrator serves as the primary operational leader overseeing clinical coordination, staffing, financial performance, and program development within an integrated care model.

Key Responsibilities

1. Operational Leadership

Oversee day-to-day clinic operations, ensuring efficiency and quality of services
Implement and maintain operational workflows for integrated behavioral and physical health services
Ensure adequate staffing coverage across all service lines
Monitor service delivery to ensure alignment with iCare’s mission and standards

2. Regulatory Compliance & Licensing

Ensure compliance with Arizona Department of Health Services (ADHS) licensing requirements
Maintain adherence to AHCCCS, RBHA, and commercial payer (e.g., Blue Cross Blue Shield of Arizona) standards
Maintain readiness for:
- ADHS inspections
- AHCCCS audits
- RBHA reviews
Ensure all required policies, procedures, and documentation are current
Submit required notifications (e.g., director changes, incidents, corrective actions, etc.)

3. Clinical Oversight & Program Development

Work in collaboration with Clinical and Medical leadership to ensure:
- Quality and appropriateness of care
- Implementation of evidence-based practices
- Proper crisis intervention protocols
Support development of integrated care programs (behavioral + physical health)
Ensure quality and continuity of care across all services
Monitor clinical documentation standards and service outcomes

4. Crisis Stabilization Unit Oversight

Ensure proper implementation of:
- Crisis intake and assessments
- Safety and de-escalation protocols
- Coordination with crisis systems and hospitals
Maintain compliance with crisis service standards and reporting requirements

5. Financial & Revenue Cycle Oversight

Oversee clinic financial performance including budgeting and expense management
Monitor billing, coding, and reimbursement processes (AHCCCS and commercial payers)
Monitor productivity and service utilization
Collaborate with billing and credentialing teams

6. Staff Management & Leadership

Recruit, hire, train, and supervise staff (clinical and administrative)
Conduct performance evaluations and ensure staff competency
Promote a culture of accountability, professionalism, and teamwork
Ensure all staff:
- Meet credentialing and licensing requirements
- Complete required training and competencies

7. Quality Improvement & Risk Management

Implement and oversee Quality Management/Performance Improvement (QAPI/CQI)
Monitor:
- Incident reports
- Client grievances
- Clinical outcomes
Ensure corrective actions are implemented and documented

8. Community Relations & Business Development

Establish and maintain relationships with:
- Hospitals and crisis providers
- DCS and community agencies
- Referral partners and payers
Support growth initiatives including new service lines and program expansion
Represent iCare in community and professional settings

9. Patient Experience & Care Coordination

Ensure delivery of patient-centered, culturally competent care
Oversee intake, scheduling, and service coordination processes
Address patient concerns and ensure satisfaction

10. Member Rights & Safety

Ensure protection of member rights at all times
Oversee grievance and complaint processes
Ensure compliance with confidentiality and HIPAA regulations

Qualifications

Education

Bachelor’s degree in Healthcare Administration, Business Administration, Public Health, or related field
Master’s degree (MHA, MBA, or related) preferred

Experience

Minimum 3–5 years of healthcare management experience
Experience in behavioral health, outpatient clinics, or integrated care settings preferred
Strong knowledge of AHCCCS, ADHS, and healthcare regulations
Experience with credentialing, billing, and compliance

Licensure/Certification (Preferred but not required)

Licensed Behavioral Health Professional (LCSW, LPC, LMFT)
Registered Nurse (RN) or advanced medical licensure
Knowledge of AHCCCS/RBHA systems strongly preferred

Skills & Competencies

Ability to manage multiple priorities in a fast-paced environment
Proficiency in EHR systems and healthcare operations

Working Conditions

Office-based with occasional travel between program sites
May require flexible hours based on operational needs
