Full Job Description

Summary:

The Workforce Development Specialist, reporting to the Director of Supportive Services, serves as OIC Philadelphia's front-line champion for participant persistence and career preparation. This role facilitates OIC's workforce readiness curriculum with industry credibility while providing individualized coaching and case management that supports participants from enrollment through program completion and into job search readiness. The ideal candidate brings hands-on workforce experience, a genuine commitment to adult learners, and the ability to balance group instruction with individualized accountability.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

Curriculum Facilitation & Workforce Readiness:

Serve as primary facilitator for OIC's workforce readiness curriculum across assigned program tracks, contextualizing content to the industries and career pathways relevant to each cohort and drawing on professional workforce experience to connect instruction to real employer standards.
Deliver employment preparation instruction — including mock interviews, resume development, and professional presence coaching — as part of the curriculum sequence.
Collaborate with program instructors to align curriculum content with technical training timelines and participant progress milestones and administer participant assessments per cohort to inform instructional adjustments.

Participant Coaching & Case Management:

Carry an active caseload of approximately 25–35 participants at a time, scaled to cohort size, maintaining an individualized coaching plan for each — updated bi-weekly with goals, identified barriers, and action steps.
Conduct regular 1:1 coaching sessions to monitor progress and address emerging barriers across enrollment, training, and job search phases.
Administer a barrier assessment at intake to identify participant needs.
Execute warm referrals to service providers for every identified need, and follow up within five business days to confirm services were received.
Maintain accurate, timely records in OIC's case management system (Bonterra), ensuring data supports grant reporting requirements for enrollment, referrals, placement, and retention.

Required Skills and Experience:

Education & Experience: Bachelor's degree required, with 3+ years of direct workforce development experience serving adult learners.
Instructional Delivery: Ability to present information using a variety of formats — discussion, role play, simulations, and group exercises — suited to adult learners, with experience facilitating training or curriculum.
Coaching & Case Management: Ability to identify participant needs, provide coaching and mentoring, administer barrier assessments, and execute warm referrals.
Employer & Industry Knowledge: Firsthand knowledge of employer expectations and workforce or industry standards.
Communication: Strong written and verbal communication skills, with demonstrated ability to maintain accurate case documentation.
Participant-Focused Practice: Commitment to trauma-informed, equity-centered, and strength-based approaches to participant engagement.

Preferred Skills and Experience:

Industry Credentials: Industry experience or certification aligned to one of OIC's active program tracks (Culinary Arts, IT/CompTIA, or Skilled Trades).
CRM Proficiency: Proficiency in Bonterra or an equivalent CRM/case management platform.
Population-Specific Experience: Experience working with returning citizens, opportunity youth, or individuals navigating multiple barriers to employment.
Local Ecosystem Knowledge: Knowledge of Philadelphia's workforce development ecosystem, partner organizations, and referral landscape.

Work Conditions:

This position is primarily in-person at OIC Philadelphia's office (1231 N. Broad Street, Philadelphia, PA). On a standard workday, most of an employee's time is spent facilitating classroom or group instruction, conducting 1:1 coaching sessions, and maintaining participant documentation. At times, this role will be required to attend OIC events or related outside meetings on behalf of the organization, including some local travel for partner engagement and employer visits. These meetings/events may take place outside of regular business hours.

Compensation: Salary Range: $70,000 – $75,000, commensurate with experience.
