BOROUGH OF DORMONT

ALLEGHENY COUNTY, PENNSYLVANIA

POSITION DESCRIPTION: Community Recreation and Programs Coordinator

DEPARTMENT: Administration

TERMS:

Exempt position

SUPERVISION: Borough Manager

Performs professional, administrative, and operational work in planning, coordinating, promoting, implementing, and evaluating the Borough's community and recreational programs, aquatics, summer camp, community events, park facilities, and seasonal activities. Oversees the administrative operation of the Dormont Pool and Summer Day Camp, serves as staff liaison to the Recreation Board, coordinates recreation vendors and contractors, manages program registrations, budgets, rentals, and customer service, and works collaboratively with Borough departments to deliver exceptional recreation services.

SUPERVISION EXERCISED

Provides direct administrative oversight of seasonal recreation operations, including the Dormont Pool, Summer Day Camp, seasonal recreation employees, volunteers, and contracted recreation vendors. Major personnel, operational, financial, or safety issues shall be immediately communicated to the Borough Manager.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Recreation Programs

Develop, coordinate, implement, and evaluate year-round community and recreational programming.
Administer registrations, rentals, participant records, and recreation software.
Evaluate community needs and recommend new programs.
Coordinate volunteers and community partnerships.

Aquatics Administration

Provide administrative oversight of Dormont Pool operations.
Serve as liaison to the Pool Manager, concession vendor, sponsors, and Health Department.
Coordinate swim lesson registration, Doggie Dip, seasonal programming, and pool promotions.
Serve as the Borough's point of contact for complex resident inquiries regarding pool operations.
Support seasonal operations during management absences when appropriate.

Summer Day Camp

Administer registrations, refunds, transfers, waitlists, and participant communications.
Purchase supplies and coordinate operational needs.
Respond to parent inquiries and resolve routine issues.

Community Events

Coordinate Borough community and recreational events.
Serve as Borough liaison to contracted event planners for major community events, including Dormont Day and the Dormont Street and Music Festival.
Coordinate event logistics with Public Works, Police, Fire, and Administrative departments in addition to vendors, volunteers, and community organizations.

Recreation Board

Serve as staff liaison to the Recreation Board.
Prepare agendas, reports, recommendations, and attend meetings.
Implement Recreation Board initiatives approved by Borough Council and leadership.

Budget and Administration

Assist in preparation and administration of annual recreation and event budgets.
Monitor expenditures and revenues.
Prepare reports and recommend equipment and programmatic purchases.
Identify and pursue recreation-related grant opportunities.

Vendor and Customer Service

Administer recreation-related contracts and vendor relationships.
Provide exceptional customer service and resolve resident concerns.
Maintain recreation webpages, registration information, and program materials (excluding Borough website administration).

Other

Perform additional related duties assigned by the Borough Manager.

Approve routine recreation registrations and refunds.
Coordinate recreation vendors and schedules.
Manage day-to-day recreation operations.
Recommend program improvements.

Major operational or safety issues.
Policy changes and media statements.

DESIRED MINIMUM QUALIFICATIONS

Minimum Education and Experience Qualifications

Bachelor's degree in Parks and Recreation Administration, Public Administration, Sports Management, Hospitality, Business Administration, Event Management, or related field preferred. Three to five years of progressively responsible recreation, aquatics, parks, or municipal programming experience preferred. Equivalent combinations of education and experience may be considered.

Necessary Knowledge, Skills and Abilities

Knowledge of municipal recreation programming and aquatics operations.
Project management and organizational skills.
Strong written and verbal communication.
Budget administration and vendor management.
Ability to supervise seasonal employees and volunteers.
Excellent customer service and conflict resolution.
Proficiency with Microsoft Office and recreation registration software.
Ability to work evenings and weekends as programs require.

Special Requirements

Must possess a current Pennsylvania driver’s license.
Possesses, or is able to acquire, and maintains necessary clearances and certifications, including but not limited to a criminal background check and child abuse clearances.
Ability to obtain certifications required for recreation programming.

TOOLS AND EQUIPMENT USED

Personal computer, including word processing software; calculator; copy and fax machines; telephone; mobile or portable radio; automobile; AV Equipment.

PHYSICAL DEMANDS

While performing the duties of this job, the employee is frequently required to sit and talk or hear. The employee is occasionally required to walk; use hands to finger, handle, or feel objects, tools, or controls; and reach with hands and arms. The employee must occasionally lift and/or move up to 25 pounds. Specific vision abilities required by this job include close vision and the ability to adjust focus.

WORK ENVIRONMENT

The work environment characteristics described here are representative of those an employee encounters while performing the essential functions of this job. Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions.

Work is performed in both office and outdoor settings. Outdoor work is required in the inspection of various recreation or construction sites or public facilities. Hand-eye coordination is necessary to operate computers and various pieces of office equipment.

While performing the duties of this job, the employee will frequently work in outside weather conditions. The employee occasionally works near moving mechanical parts and in high, precarious places and is occasionally exposed to wet and/or humid conditions, fumes or airborne particles, toxic or caustic chemicals, risk of electrical shock, and vibration.

The noise level in the work environment is moderate in the office; however, noise on construction sites can be loud depending upon the work being performed.
