Key Responsibilities
- Conducts complex quantitative and qualitative analyses to support executive decision-making, organizational strategy, and policy development.
- Develops analytical models, performance metrics, dashboards, forecasts, and executive reports using large and complex datasets.
- Identifies operational challenges, evaluates complex business environments, and develops innovative, data-driven recommendations to improve organizational performance and customer outcomes.
- Designs, implements, and optimizes enterprise business processes through workflow automation, business process redesign, and technology-enabled solutions.
- Supports the design, implementation, and continuous improvement of enterprise applications, including Customer Relationship Management (CRM) systems, business intelligence platforms, workflow automation, and other digital technologies.
- Collaborates with business stakeholders to gather requirements, evaluate business needs, and translate organizational objectives into scalable technology solutions.
- Develops functional requirements, process maps, workflows, solution designs, and implementation strategies for enterprise initiatives.
- Leads assigned enterprise technology, analytics, and business transformation projects from planning through implementation.
- Designs and administers organizational assessments, customer satisfaction surveys, program evaluations, and other research initiatives to support continuous improvement.
- Evaluates organizational performance using advanced analytics and develops recommendations based on measurable outcomes and industry best practices.
- Conducts research on emerging technologies, industry trends, and innovative practices to identify opportunities that support DHA's strategic objectives. .

Supports enterprise data governance by promoting data quality, reporting standards, and effective information management practices.

Develops executive presentations, Board reports, white papers, policy analyses, and strategic recommendations.
- Presents analytical findings, project updates, and strategic recommendations to executive leadership, the Board of Commissioners, governmental agencies, community organizations, and external stakeholders.

Collaborates with consultants, software vendors, governmental agencies, and strategic partners to support enterprise initiatives and technology implementations.
- Supports cross-functional collaboration by coordinating initiatives across multiple departments and facilitating organizational change.
- Maintains confidentiality of organizational, employee, and client information.
Knowledge and Skills:

Knowledge of DHA organization, operations, policies and procedures.

A background in policy planning, public relations, journalism or legislative and/or intergovernmental affairs is essential;

An understanding of issues relating to housing, transportation, health care, segregation and poverty in a large urban setting is essential
- Knowledge of Dallas and North Texas governmental structure and policy context and a firm grasp on local politics;

Extensive knowledge of advanced quantitative and qualitative analytical techniques, research methodologies, and evidence-based decision-making.

Strong understanding of enterprise business processes, organizational design, and business process optimization principles.

Demonstrated ability to analyze complex business environments and develop innovative, technology-enabled solutions to address organizational challenges.

Knowledge of enterprise application design, workflow automation, business intelligence, digital transformation, and customer relationship management (CRM) platforms, preferably Salesforce.

Experience designing business processes, gathering business requirements, developing functional specifications, and translating organizational needs into scalable technical solutions.

Strong understanding of enterprise data management, data governance, reporting frameworks, and performance measurement methodologies.

Demonstrated experience developing sophisticated analytical models, dashboards, performance metrics, executive reporting, and business intelligence solutions.

Advanced proficiency in Microsoft Excel

Advanced proficiency with data visualization and reporting platforms such as Power BI, Tableau, ArcGIS, or comparable business intelligence solutions.

Experience designing, administering, and analyzing surveys utilizing platforms such as Qualtrics, SurveyMonkey, Microsoft Forms, or similar applications.

Working knowledge of relational databases, SQL, systems integration concepts, low-code/no-code platforms, and emerging technologies, including artificial intelligence applications, is preferred.

Ability to manage multiple complex projects simultaneously while maintaining a high level of accuracy and attention to detail.

Excellent written, verbal, and presentation skills, with the ability to communicate complex analytical and technical concepts to executive leadership, business stakeholders, and non-technical audiences.

Experience leading cross-functional initiatives and supervising, mentoring, and developing professional staff.

Government, consulting, enterprise technology, consulting, or organizational transformation experience is highly desirable.

Willingness to travel or work after hours, as required;

Fluency in a second language is a plus.

Master's degree from an accredited college or university in Business Administration, Public Administration, Information Systems, Computer Science, Data Analytics, Statistics, Economics, Engineering, Urban Planning, Public Policy, or a closely related field. Five (5) years of full-time professional experience in government, nonprofit, or urban economic affairs, or a related field. Experience leading or supporting initiatives involving enterprise technology, business process improvement, data analytics, workflow automation, or other technology-enabled solutions is strongly preferred. A satisfactory equivalent combination of education and experience may be considered. A Ph.D. is preferred.
